SHAH ALAM : A newly appointed concession company, Rantaian Mesra Sdn Bhd, will take over parking fee collection and enforcement in four Selangor local councils from Aug 1. Local government and tourism committee chairman Ng Suee Lim said the company was appointed by Menteri Besar Selangor Incorporated (MBI Selangor) for the first phase involving the local councils in Petaling Jaya, Subang Jaya, Shah Alam and Selayang. He said this was part of the state government's efforts to boost parking revenue, which currently amounts to only about 30% collection from 1,000 designated bays. 'The concessionaire will handle both fee collection and enforcement, under close supervision from the councils and the state government. 'We target a collection rate of over 60% and hope to reduce double parking in busy areas,' he told reporters on the sidelines of the Selangor state assembly sitting here today. Ng said the revenue would be split equally, with the concessionaire receiving 50%, while the remaining 50% would go to the state, of which 40% would go to the councils and 10% to MBI Selangor. He denied claims of a closed tender process, saying 26 companies responded to a request for proposal before three were shortlisted. 'The final company was selected based on strict performance conditions. If targets are not met, the 10-year contract can be terminated any time,' he said. Ng said the new system would not lead to higher parking rates, which would remain between 40 and 60 sen per hour.

Selangor local government and tourism committee chairman Datuk Ng Suee Lim rubbished media reports that the appointment of the concessionaire was through direct tender. 'The state government, through Menteri Besar Incorporated's (MBI) subsidiary Rantaian Mesra Sdn Bhd, issued a RFP at the beginning of this year where 26 companies had applied. 'Three companies were then shortlisted before a decision on the awardee was made. 'So, claims that it was done through direct tender are baseless,' he said, during a press conference on the sidelines of the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor, Shah Alam. Ng said the state government was moving towards the Selangor Intelligent Parking (SIP) initiative to ensure that the management and maintenance of on-street parking in Selangor was modernised and equipped with Internet of Things (IoT) technology. 'By having a company solely focused on on-street parking collection and enforcement, councils will be relieved of those duties and can focus on other responsibilities,' he said. StarMetro learnt that the company signed the agreement with MBI in March after the RFP period. Ng said the on-street parking fee collection by the company would affect Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Selayang Municipal Council (MPS) and Shah Alam City Council (MBSA). 'Currently, only 30% of motorists pay their parking fees statewide. 'For MBPJ, that amounts to RM13mil in annual revenue after deducting RM5mil in operating expenses. 'The low compliance is mainly due to the lack of manpower for enforcement. 'With the company dedicated to managing on-street parking, fee collection is projected to reach more than 60%. 'Based on the agreement, a total of 40% of the parking fee collection will go back to the council, 10% to MBI while 50% will go to the company,' he added. Ng said the concessionaire would also absorb a few enforcement officers by training them and placing them under its payroll. 'The agreement is for 10 years, plus an additional five years if the company meets the target for SIP, including installing closed circuit television (CCTV) cameras and a command centre in the long run. 'There will also be no changes to the parking rate, which ranges between 40sen and 60sen per hour depending on the council.'

127 Kota Anggerik haj pilgrims receive RM1,000 muassasah incentive

SHAH ALAM: A total of 127 individuals from the Kota Anggerik state constituency who performed the recent haj pilgrimage received RM1,000 each through the 1446H/2025 haj muassasah incentive. The initiative, open for applications from April 22 to July 25, is part of the Selangor government's efforts to support first-time pilgrims. Selangor Youth, Sports, and Entrepreneurship Committee chairman Mohd Najwan Halimi, also the Kota Anggerik assemblyman, said the increased incentive from RM500 to RM1,000 aims to alleviate financial pressures. 'All recipients were carefully screened after submitting applications at our office since April,' he said during the incentive presentation at Sultan Salahuddin Abdul Aziz Mosque. The Selangor government, via Menteri Besar Selangor Incorporated (MBI Selangor), allocated RM6 million for this year's muassasah incentive. Additionally, Mohd Najwan announced RM60,000 in community aid for 10 recipients, including NGOs and residents' associations, to support local welfare programmes. Recipient Abu Hassan Darusman, 61, expressed gratitude for the assistance, which will help cover his family's education and living expenses. 'My son submitted our applications after a WhatsApp notification, and all six eligible members received RM1,000 each,' he said. - Bernama
