Company to collect from four local councils, taking 50% of revenue
THE company that will take over parking fee collection from four local councils in Selangor from Aug 1 was shortlisted through the Request for Proposal (RFP) process in January this year.
Selangor local government and tourism committee chairman Datuk Ng Suee Lim rubbished media reports that the appointment of the concessionaire was through direct tender.
'The state government, through Menteri Besar Incorporated's (MBI) subsidiary Rantaian Mesra Sdn Bhd, issued a RFP at the beginning of this year where 26 companies had applied.
'Three companies were then shortlisted before a decision on the awardee was made.
'So, claims that it was done through direct tender are baseless,' he said, during a press conference on the sidelines of the Selangor State Assembly sitting at Bangunan Dewan Negeri Selangor, Shah Alam.
Ng said the state government was moving towards the Selangor Intelligent Parking (SIP) initiative to ensure that the management and maintenance of on-street parking in Selangor was modernised and equipped with Internet of Things (IoT) technology.
'By having a company solely focused on on-street parking collection and enforcement, councils will be relieved of those duties and can focus on other responsibilities,' he said.
StarMetro learnt that the company signed the agreement with MBI in March after the RFP period.
Ng said the on-street parking fee collection by the company would affect Petaling Jaya City Council (MBPJ), Subang Jaya City Council (MBSJ), Selayang Municipal Council (MPS) and Shah Alam City Council (MBSA).
'Currently, only 30% of motorists pay their parking fees statewide.
'For MBPJ, that amounts to RM13mil in annual revenue after deducting RM5mil in operating expenses.
'The low compliance is mainly due to the lack of manpower for enforcement.
'With the company dedicated to managing on-street parking, fee collection is projected to reach more than 60%.
'Based on the agreement, a total of 40% of the parking fee collection will go back to the council, 10% to MBI while 50% will go to the company,' he added.
Ng said the concessionaire would also absorb a few enforcement officers by training them and placing them under its payroll.
'The agreement is for 10 years, plus an additional five years if the company meets the target for SIP, including installing closed circuit television (CCTV) cameras and a command centre in the long run.
'There will also be no changes to the parking rate, which ranges between 40sen and 60sen per hour depending on the council.'

GEORGE TOWN — The Penang Development Corporation (PDC) is giving its full cooperation to police in the investigation by the Bukit Aman Anti-Money Laundering (AMLA) Special Task Force into the Penang World City (PWC) project, which has been linked to the Mobility Beyond Imagination (MBI) investment scheme. Penang Chief Minister Chow Kon Yeow, who is also PDC Chairman, said the corporation has submitted all relevant financial documents and meeting minutes related to the PWC project to Bukit Aman, whose investigation is ongoing at the national level. 'On July 9, the Bukit Aman AMLA team visited PDC as part of a nationwide investigation into the MBI investment scheme. The visit was conducted in accordance with AMLA procedures as part of the authorities' efforts to trace and verify the flow of funds potentially linked to the scheme. 'PDC is giving its full cooperation to assist in investigating any possibility of suspicious fund movements connected to the MBI investment scheme,' he said at a press conference at the Chief Minister's Office in Komtar here today. Elaborating further, Chow said the investigation focuses on payments made to PDC by Mutiara Metropolis Sdn Bhd (MMSB), formerly known as Tropicana Ivory Sdn Bhd (TISB), for the purchase of land involved in the PWC project between 2011 and 2019. He said the probe is being conducted under AMLA procedures and involves multiple entities and jurisdictions across the country, with PDC being included as an interested party due to past commercial transactions carried out in accordance with proper processes during that period. 'PDC remains committed to the principles of transparency, integrity and good governance, and will continue to cooperate with all enforcement agencies. The submitted documents include four main agreements signed in relation to the PWC project to date,' he said. He said the four agreements comprise the Sale and Development Agreement between the Penang Chief Minister (Incorporated) [CMI], PDC and Ivory Properties Group Berhad (IPGB) dated Nov 11, 2011; the First Supplemental Agreement between CMI, PDC and IPGB dated Oct 24, 2013; the Second Supplemental Agreement dated June 23, 2014; and the Novation cum Supplemental Agreement involving PDC, CMI, IPGB and TISB dated Nov 1, 2019. He added that land reclamation work for the PWC project is currently about 68 per cent complete, with overall development progress — including current and future phases — reaching 44 per cent. 'This mega project is viewed as a catalyst for mixed development growth on the island side of the state and has involved collaboration among various parties over the past decade,' he said. In March, Chow had stressed that PDC had no direct involvement with the MBI scheme and that its land sale processes were carried out in accordance with prescribed procedures, and not through any MBI-related transactions. He was also reported as stating that the sale of land in Bayan Mutiara to Ivory Properties Group was conducted via a standard tender process in 2011. — BERNAMA

KUALA LUMPUR: Oxford Innotech Bhd's (OXB) initial public offering (IPO) has been oversubscribed by 3.42 times ahead of its listing on the ACE Market of Bursa Malaysia on July 29. The integrated engineering solutions provider said its IPO will involve a public issue of 143.5 million new ordinary shares at an issue price of RM0.29 per share, representing 20.2% of the enlarged share capital and expected to raise RM41.6mil in proceeds. In addition, 50 million existing shares, or 7.0% of the enlarged share capital, will be offered via private placement to selected investors and Bumiputera investors approved by the Ministry of Investment, Trade and Industry (MITI). OXB received 2,729 applications for 156.94 million issue shares valued at approximately RM45.51mil for the 35.5 million shares allocated to the Malaysian public, resulting in an overall oversubscription rate of 3.42 times. For the Bumiputera portion, OXB received 1,039 applications for 36.71 million issue shares, translating to an oversubscription rate of 1.07 times. Meanwhile, the public portion attracted 1,690 applications for 120.22 million issue Shares, resulting in an oversubscription rate of 5.77 times. The 27.0 million issue shares allocated to eligible directors, employees, and contributors to the group were fully subscribed. Managing director Ng Thean Gin said the proceeds raised would play a pivotal role in accelerating the group's strategic expansion plans, enabling it to scale more decisively and enhance its capabilities. 'The market for modular building systems is evolving, driven by the global demand for energy-efficient, cost-effective alternatives in construction. At the same time, the semiconductor manufacturing equipment market ­— projected to reach US$142.7bil by 2030 from US$92.5bil in 2024 — is on an upward trajectory, fuelled by rising demand for electronics and smart devices. 'With these trends in motion, we will continue to serve as a dependable partner to our customers, delivering solutions that meet today's industry needs while anticipating those of tomorrow,' Ng said in a statement. Of the RM41.6mil raised, RM23.1mil (55.5%) will fund a new factory, RM11.2mil (26.9%) will go toward machinery purchase and refinancing, RM3.3mil (8.0%) is set aside for working capital, and RM4mil (9.6%) for listing expenses. Managing Director Ng Thean Gin described the oversubscription as a clear vote of confidence in the company's future prospects and a reflection of its track record. 'The proceeds raised will play a pivotal role in accelerating our strategic expansion plans, enabling us to scale more decisively and enhance our capabilities,' he said in a statement. Ng added that the market for modular building systems is evolving, driven by increasing global demand for energy-efficient and cost-effective construction solutions. 'At the same time, the semiconductor manufacturing equipment market — projected to grow from US$92.5 billion in 2024 to US$142.7 billion by 2030 — is on an upward trajectory, supported by rising demand for electronics and smart devices,' he noted. Through its subsidiaries, OXB provides integrated engineering solutions with a focus on precision-engineered components, mechanical assembly solutions, and automation and robotics. OXB's IPO involves a public issue of 143.5 million new shares at RM0.29 per share, representing 20.2% of the enlarged issued share capital. The exercise is expected to raise RM41.6 million in gross proceeds. In addition, 50.0 million existing shares — representing 7.0% of the enlarged issued share capital — will be offered for sale via private placement to selected investors, including Bumiputera investors approved by the Ministry of Investment, Trade and Industry (Miti). For the 35.5 million new shares allocated to the Malaysian public, OXB received 2,729 applications for 156.94 million shares, with a total value of approximately RM45.51 million. This translates to an overall oversubscription rate of 3.42 times. For the Bumiputera portion, 1,039 applications for 36.71 million shares showed an oversubscription rate of 1.07 times. For the non-Bumiputera public portion, 1,690 applications for 120.22 million shares showed an oversubscription rate of 5.77 times. Meanwhile, the 27.0 million shares reserved for eligible directors, employees, and individuals who have contributed to the group's success have been fully subscribed. The private placement of 81.0 million shares and 7.8 million shares to Miti-approved Bumiputera investors has been fully placed, following the application of clawback and reallocation provisions as outlined in the prospectus. Additionally, the 42.2 million shares offered to selected investors have also been fully placed via private placement. From the IPO proceeds, OXB will allocate RM23.1 million (55.5%) for the construction of a new factory, RM11.2 million (26.9%) for the purchase and refinancing of new machinery, RM3.3 million (8.0%) for general working capital and RM4.0 million (9.6%) to cover listing-related expenses. OXB is scheduled to debut on the ACE Market of Bursa Malaysia on Tuesday, 29 July 2025. Based on the IPO price of RM0.29 and an enlarged issued share capital of 710.0 million shares, the company will have a market capitalisation of RM205.9 million upon listing. Malacca Securities Sdn Bhd is acting as the principal adviser, sponsor, underwriter, and joint placement agent. Kenanga Investment Bank Bhd serves as joint placement agent, while WYNCORP Advisory Sdn Bhd is the corporate finance adviser for the IPO.
