Hyderabad: Jawaharlal Nehru Technological University, Hyderabad (JNTU-H) has instructed the principals of its affiliated colleges to address complaints regarding the excessive fees being charged to students. In a letter to all private unaided colleges affiliated with JNTU-H, Registrar Dr K Venkateswara Rao emphasised the need to adhere to the fee collection procedures set by the State government. The JNTU-H issued the directions against the backdrop of a complaint filed by D Rakesh and Hanumanth Naik about the colleges charging fees in violation of Government Order Ms No 37, issued on October 18, 2022. A meeting held at the NCST Court Hall in New Delhi was attended by the Registrar, the Director of Autonomous College Affairs, and the Principal of JBIET. It was stressed in the meeting to ensure compliance with the fee regulations. The meeting was convened by Jatothu Hussain, a member of the National Commission for Scheduled Tribes (NCST). The meeting noted that universities, including JNTU, Osmania, and Kakatiya, shall ensure that all engineering colleges under their jurisdiction adhere to the prescribed fee structure. Colleges that violate these regulations may face blacklisting, and their management may be subject to strict action from the Higher Education Department. The NCST has also directed universities to review any fee violations by private engineering colleges over the past five years and ensure that any student certificates held by these colleges are returned. Consequently, the Vice-Chancellor has been requested to instruct all affiliated college principals to follow the fee collection guidelines issued by the Government and the University. He warned that colleges must not withhold student certificates after the programme completion. Colleges found in violation of these rules will face stringent action by the University by existing regulations.

Ranchi: Tribal communities on Saturday announced a Jharkhand bandh on June 4 to press for the immediate dismantling of the under-construction ramp, as a part of the Siromtoli flyover , near the Kendriya Sarna Sthal in Siromtoli stating that it was built without community consultation and violated the spiritual and cultural sanctity of the sacred site. Coming together, several tribal organisations across the state have formed a united front, Adivasi Bachao Morcha , to lead the agitation. The Morcha has announced a series of protests, including a sit-in outside Raj Bhavan on May 27, before the June 4 bandh. "The ramp may seem minor, but for us, it's a direct interference with our traditions. This is not just about a structure; it's about respecting our identity and religious heritage," said tribal leader Prem Shahi Munda addressing a press conference on Saturday. The matter is currently under review by the National Commission for Scheduled Tribes (NCST). Following complaints from tribal representatives, the NCST reportedly ordered a temporary halt on further work at the site pending investigation. Beyond the ramp issue, the Morcha is also demanding enforcement of the PESA Act .

BHUBANESWAR: The National Commission for Scheduled Tribes (NCST) has issued notices to additional chief secretary, principal secretary of ST & SC Development department and DGP over alleged rape of a minor girl at the SSD girls hostel at Geneipada under Machkund police limits of Koraput district. The three officials have been asked by NCST to submit a detailed report on the case and action taken on the matter within a week of receiving the notice. The complaint was filed by BJD leaders Tukuni Sahu, Rajashree Mallick, Lopamudra Buxipatra and others, on May 5. The incident had reportedly taken place on April 13 and as per the police complaint filed by the girl's parents on April 30, she was sexually assaulted by some youths in the hostel. The parents came to know about her plight when they went to the hostel to take her home for summer vacation. Though a police complaint was registered, no arrests have been made yet. An investigation by the local district welfare officer revealed that the hostel inmates had on April 15 informed the headmistress (also the warden of the hostel) that some youths in inebriated condition were seen screaming outside the hostel campus on the fateful night. But, they were not aware of any crime committed on the girl. Subsequently, the local administration put the headmistress Bhanupriya Roy under suspension for not informing the higher authorities about the nuisance created by the youths outside the hostel and also not filing a police complaint. Medical reports of the girl are awaited. Considering the seriousness of the case, the NCST invoked its authority under Article 338A of the Constitution to investigate the complaint.

Bhubaneswar, May 14 (UNI) The National Commission for Scheduled Tribes (NCST) has invoked its authority under Article 338A of the Constitution of India to investigate the alleged rape of a minor girl at the Guneipada ST-SC Girls' Hostel, located in Lamtaput Block of Odisha's Koraput District. The NCST formally issued a notice on Tuesday following a serious complaint filed on May 5 by BJD leader and former minister Tukuni Sahu, along with others. The complaint pertains to the alleged heinous crime that occurred at the hostel, which falls under the jurisdiction of the Machkund Police Station in Koraput District. It also highlights systemic failures in the management and safety of Scheduled Tribe and Scheduled Caste girls' hostels in Odisha. In response, the NCST has issued notices to the Additional Chief Secretary of the Home Department, the Principal Secretary of the ST & SC Development, Minorities & Backward Classes Welfare Department, and the Director General of Police. These officials have been directed to submit a detailed report on the facts of the case and the actions taken within seven days of receiving the notice. The report may be submitted via post, in person, or through any other means of communication. The Commission has warned that failure to respond within the stipulated time frame may compel it to exercise its powers as a civil court under Article 338A, including issuing summons for a personal or representative appearance before the Commission. 1 2 Ranchi: The National Commission for Scheduled Tribes (NCST) on Tuesday directed the Jharkhand govt to immediately halt all construction and inauguration work on the Siramtoli Flyover ramp until a final decision is made, following sustained protests by a section of tribal communities .The controversy centres around the ramp's alignment, which significantly restricts access to the Kendriya Sarna Sthal , tribal's religious site. A narrow 14-foot-wide gap has been left between the ramp and the Sarna ground, which tribal groups argue is insufficient for the scale of their religious processions and Kendriya Sarna Sthal, established in the 1960s by tribal leader Kartik Oraon, is a historic and spiritual site where thousands gather to celebrate Sarhul, one of Jharkhand's most important tribal April 4, the Kendriya Sarna Samiti and Chadri Sarna Samiti submitted a formal petition to the NCST demanding intervention. Responding to this, NCST member Asha Lakra conducted a site inspection on Tuesday along with commission officials and tribal representatives. "The Sarna Sthal is not an ordinary location but a cultural and spiritual heartbeat of Jharkhand's tribal communities. Under Article 338A (8), no construction activity is allowed when a case is under consideration by the commission," Asha said. Angel Lakra, spokesperson of the Kendriya Sarna Samiti, highlighted the site's historical roots, "This sacred place was built in the 1960s by Kartik Oraon for Sarhul celebrations. It's not just land; it's a living piece of our heritage. Any obstruction here is deeply offensive."Asha reiterated the Commission's stance, "Proceeding with construction despite the ongoing case is not just a legal violation; it's a direct affront to tribal religious sentiments. Until the investigation concludes, all activity must cease."Bablu Munda, president of the Kendriya Sarna Samiti, criticised the state govt's handling of the matter, "Despite months of peaceful protests and petitions, the Hemant Soren-led 'Adivasi govt' has shown apathy. The ramp was built under police protection, brushing aside tribal concerns."The Rs 340-crore, 2.3-km-long flyover project includes an elevated road and a cable-stayed bridge. While the govt touts it as a major infrastructure initiative, its clash with tribal religious rights has sparked a significant socio-political debate.
