NCST directs Odisha govt officials to investigate minor girl rape case in ST-SC Girls' Hostel

Bhubaneswar, May 14 (UNI) The National Commission for Scheduled Tribes (NCST) has invoked its authority under Article 338A of the Constitution of India to investigate the alleged rape of a minor girl at the Guneipada ST-SC Girls' Hostel, located in Lamtaput Block of Odisha's Koraput District.
The NCST formally issued a notice on Tuesday following a serious complaint filed on May 5 by BJD leader and former minister Tukuni Sahu, along with others.
The complaint pertains to the alleged heinous crime that occurred at the hostel, which falls under the jurisdiction of the Machkund Police Station in Koraput District. It also highlights systemic failures in the management and safety of Scheduled Tribe and Scheduled Caste girls' hostels in Odisha.
In response, the NCST has issued notices to the Additional Chief Secretary of the Home Department, the Principal Secretary of the ST & SC Development, Minorities & Backward Classes Welfare Department, and the Director General of Police.
These officials have been directed to submit a detailed report on the facts of the case and the actions taken within seven days of receiving the notice. The report may be submitted via post, in person, or through any other means of communication.
The Commission has warned that failure to respond within the stipulated time frame may compel it to exercise its powers as a civil court under Article 338A, including issuing summons for a personal or representative appearance before the Commission.

Hyderabad, June 11 (UNI) The Telangana High Court on Wednesday granted bail to four convicts in the Obulapuram illegal mining case, providing a temporary reprieve from the seven-year prison sentence handed down by the CBI Court. The High Court suspended the sentence awarded by the Nampally CBI Court on May 6 and granted conditional bail to former Karnataka Minister Gali Janardhan Reddy, his personal assistant Mefaz Ali Khan, BV Srinivas Reddy, and V D Rajagopal. As per the High Court order, each convict must furnish two sureties of Rs 10 lakh. The court also directed Gali Janardhan Reddy to surrender his passport and barred all the accused from leaving the country. The CBI Court had earlier sentenced all four accused to seven years of imprisonment and imposed a fine of Rs 20,000 each in connection with the 15-year-old illegal mining case involving Obulapuram Mining Company. Additionally, Rajagopal, a former government official, received an extra four years of imprisonment and another Rs 20,000 fine due to his official misconduct. The Bombay High Court on Tuesday, June 10, directed the Brihanmumbai Municipal Corporation (BMC) to pay ₹ 50 lakh each as compensation to the kin of eight victims of a hotel fire incident in Kurla or Mumbai. All eight victims died in a fire in Hotel City Kinara in 2015. As many as eight persons were killed when a fire broke out inside the Kurla hotel on October 16, 2015. Seven of them were students aged 18-20, and the eighth victim was a 31-year-old design engineer from Virar. The high court was hearing petitions filed by parents of the victims seeking to quash the Lokayukta's February 2017 order, which dismissed their complaint seeking a probe. The Lokayukta, while dismissing their pleas, noted that compensation of ₹ 1 lakh each was disbursed. The families sought the enhancement of the compensation amount. Citing its gross failure in the discharge of its duties, the high court ordered the civic body to pay ₹ 50 lakh each to the families of the victims within 12 weeks. 'Due to the failure of the BMC in taking action, the illegality in Kinara continued unabated and ultimately led to the fire and the loss of life,' a bench of Justices B P Colabawalla and Firdosh Pooniwalla said. The court remarked it was "shocking" that the BMC took no action against the hotel, even though it was aware the establishment lacked the necessary fire department approvals. 'Had the BMC taken prompt action, then the fire incident would not have definitely not occurred,' the court noted. 'The negligence and breach of statutory duties by the BMC is a proximate cause of the fire, and the civic body can be held vicariously liable for the acts of commission and omission of its officials.' 'This violation of the fundamental rights of the petitioners and their kin under Article 21 of the Constitution of India has been caused as a direct result of the negligence and breach of statutory duties on the part of BMC,' the court said. The court also noted a list of violations on part of the hotel, saying it operated a service area on the mezzanine floor, which was supposed to be a storage area and also did not have a no-objection certificate (NOC) from the fire department. Kinara was granted an eating housing licence without obtaining any fire NOC from the fire department, the court said. The hotel had also stored several gas cylinders which was prohibited.

Former Chief Minister K. Chandrashekar Rao (KCR) has completed his inquiry with the Kaleshwaram Commission, which lasted approximately 50 minutes. Commission Chairman P.C. Ghosh interrogated KCR regarding the Kaleshwaram project, during which the former chief minister submitted several documents. Following the inquiry at BRK Bhavan in Hyderabad, KCR greeted supporters before departing. Upon arrival, he noted he was suffering from a cold, prompting the commission to make a significant decision to cancel the planned open court session and conduct the questioning in private. KCR was the 115th individual to give evidence to the commission, which has now interviewed a total of 114 witnesses. After concluding his testimony, KCR headed directly to Yashoda Hospital to visit Jangaon MLA Palla Rajeshwar Reddy. Reddy had sustained an injury to his hip bone following an accidental slip at KCR's farmhouse in Siddipet earlier in the day. He was promptly transported to the hospital for treatment.
