Hyderabad: Deputy chief minister Bhatti Vikramarka on Saturday said the previous BRS govt did not utilise the SC/ST sub-plan funds meant for the communities, but the incumbent Congress govt was spending every rupee of the sub-plan funds for the development of SC and ST communities in the state. "Under the sub-plan, 17,169 crore was allocated for the STs. Additionally, 1,296 crore unspent funds from the past were carried forward. To understand the needs of tribal communities, we brought together tribal leaders and launched training programmes to implement solutions. When lands assigned to the poor were being grabbed under the 'Dharani' system of the previous BRS govt, we protested. We pledged to throw Dharani into the Bay of Bengal and came to power with that promise. Now, we've introduced the Bhu Bharati Act to ensure land rights to tribals," he said. Bhatti said that 1,000 crore was allocated exclusively for tribals under the Rajiv Yuva Vikasam Self-Employment Scheme and the Indira Solar Tribal Development Scheme was also launched to help tribal farmers live with dignity. We have appointed experts to gather the necessary information and recommendations for this expansion. Once we receive the report, we will initiate the action plan. New mines are ready to extract 22 million tonnes of coal over the next 30 years. The primary goal is the safety of Singareni workers—business comes only after that. Plans are afoot to expand the Singareni Collieries Company Limited (SCCL) on a global scale in a phenomenal manner, said Deputy Chief Minister Mallu Bhatti Vikramarka, also Energy and Finance Minister. Speaking after inaugurating the SCCL General Manager's office and a workshop in the coal town of Kothagudem, on Saturday, he said, 'We have appointed experts to gather the necessary information and make recommendations for this expansion. Once we receive the report, we will initiate the action plan.' Mr. Vikramarka said, 'SCCL, with over a hundred years of experience in coal mining, is being considered for profitable ventures in technical and mineral excavation.' New mines are ready to extract 22 million tonnes of coal over the next 30 years, he noted, referring to the expansion and diversification plans of SCCL. Emphasising on the safety and welfare of the workforce, he said, 'The primary goal is the safety of Singareni workers – business comes only after that. SCCL is providing ₹1 crore accident insurance cover along with compassionate appointments to SCCL workers.' Meanwhile, addressing the Telangana Adivasi Congress workers' meeting in Palvancha, he hit out at the previous BRS government accusing it of failing to utilise the SC/ST Sub-Plan funds. 'In the current Praja government, we are spending every rupee of Sub-Plan funds with precision. Under the Sub-Plan, ₹17,169 crore has been allocated for tribals this fiscal. Additionally, ₹1,296 crore unspent funds from the past have been carried forward,' he said. In 2006, the then Congress-led Central government issued land titles to tribals cultivating forest lands, he recalled, adding that the current Congress dispensation in Telangana allocated funds for tribals to live with dignity in line with the party's Nallamala Declaration. He reminded that during his tenure as Deputy Speaker in united Andhra Pradesh, he ensured that the SC/ST Sub-Plan Act was passed in the Assembly. He added that the Indira Saura Giri Jala Vikasam scheme envisages irrigation facilities to 6.7 lakh acres of tribal land besides offering free pumpsets and plants like avocado and oil palm. Allocation of ₹1,000 crore for tribals under the Rajiv Yuva Vikasam scheme is a historic first in India, he asserted.

Congress will implement welfare and development programmes for the next 20 years, says Deputy CM Bhatti

Deputy Chief Minister Mallu Bhatti Vikramarka has asserted that the Congress government will continue to implement the spree of people-centric policies for all round development of the State for the next 20 years. After a decade of lull, people have started reaping the benefits of the welfare and development programmes launched by the people's government in Telangana and these are set to continue for the next two decades. Telangana has become the role model for other States with several innovative programmes like caste census and other States are enquiring about the successful implementation of these programmes. Mr. Bhatti Vikramarka was addressing a public meeting at Achampet on Monday after launching several development works. He launched a trenchant attack on the Bharat Rashtra Samithi alleging that the party led by Opposition leader K. Chandrasekhar Rao looted the State for 10 long years. 'Mr. Chandrasekhar Rao is now lamenting that nobody is approaching him after losing power,' he said. He recalled that the previous government had kept payment of ₹10,000 crore dues to employees pending and the Congress government had cleared more than ₹8,000 crore in the past one-and-a-half years. The balance dues would be cleared in phases as the government had to spend huge amounts in the implementation of several welfare programmes. He took objections to claims from a section that Mr. Chandrasekhar Rao was a 'God-like figure' pointing out that his own daughter MLC K. Kavitha had revealed that there were demons surrounding Mr. Rao. He recalled how youth who fought for separate Statehood in anticipation of jobs were denied employment opportunities during the 10-year tenure of the BRS. The Congress had however taken steps to fill 57,000 vacancies and process was on for filling 30,000 more vacancies in the coming days. This was in addition to the Rajiv Yuva Vikasam scheme that was aimed at providing self employment opportunities to left over eligible youth with an estimated ₹9,000 crore. 'Why is Mr. Rao worried? Is it because the Congress government has been promptly giving minimum support price to farmers or because of the payment of ₹500 bonus to fine rice as assured?' he asked. He said the ₹1 lakh loan waiver implemented by the BRS government in four instalments could not mitigate the farmers' woes as the amounts were settled towards interest. The Congress government on its part had however successfully waived crop loans of ₹22,000 crore in one go. This was in addition to providing investment support of ₹12,000 a year to landless farmers engaged in tilling lands. The Congress government had also come up with the historic Nallamala Declaration a couple of days ago envisaging off grid power connectivity to tribal farmers with an estimated ₹12,600 crore. 'Did the BRS president ever consider schemes for financial empowerment of tribals?' he questioned adding the government had enhanced the diet and cosmetic charges for hostel boarders in spite of the financial constraints facing the State.

HYDERABAD: Chief Minister A Revanth Reddy on Monday unveiled the Nallamala Declaration at Macharam village in Amrabad mandal of Nagarkurnool district. The declaration is aimed at the development of Scheduled Tribes (ST). During the unveiling, the chief minister stated that his government was committed to the development of the Nallamala region and the welfare of STs in the state. Under the declaration, the government would implement the Indira Soura Giri Jala Vikasam scheme, provide Indiramma houses to all Particularly Vulnerable Tribal Group (PVTG) families and extend assistance to one lakh ST youth with a subsidy of Rs 1,000 crore under the Rajiv Yuva Vikasam scheme. The declaration stated that the government will sanction houses under the Indiramma Housing Scheme to all PVTG families on a saturation basis. The government would provide financial assistance to one lakh unemployed ST youth with a subsidy of Rs 1,000 crore for their self-employment under the Rajiv Yuva Vikasam scheme. The government will also implement the Indira Soura Giri Jala Vikasam scheme, aimed at holistic development of RoFR lands.

HYDERABAD: Deputy Chief Minister Mallu Bhatti Vikramarka on Monday declared that the Congress must remain in power for the next 20 years to turn its slogans into lasting laws. He said: 'Our struggle for water, forests, land and livelihood — 'Jal, Jungle, Zameen and livelihood' — requires sustained governance to achieve true results.' Vikramarka joined Chief Minister A Revanth Reddy to launch the Indira Soura Giri Jala Vikasam scheme in Macharam village, Amrabad mandal. Speaking at the public meeting, he hailed the scheme's launch as 'a historic milestone, worthy of being etched in India's history in golden letters.' He described it as 'a visionary, nation-worthy initiative born from the heart of the Chief Minister and his dedicated ministers.' Vikramarka spoke passionately about the centuries-long struggles of tribal communities, who 'fought and bled for forests yet reaped no rewards.' He announced that the Nallamala Declaration, introduced under Reddy's leadership, will extend benefits to all tribal regions in Telangana. 'We will implement it with utmost sincerity, delivering tangible outcomes within four years,' he vowed, crediting Reddy's deep commitment to uplifting backward communities. He said that the Rs 12,600 crore Soura Giri Jala Vikasam Scheme is a bold move to empower tribals who are historically left behind. Vikramarka revealed that tribal farmers will now grow high-value crops like avocados, previously exclusive to wealthy farmers. These crops will yield profits within two years, with the Horticulture Department providing free saplings for intercropping to ensure interim income. Condemning past injustices, he said, 'Under the previous regime, tribal women were tied to trees and beaten for farming, while men faced false charges. Such atrocities will never be forgotten.' He warned that any criticism or conspiracy against the government would be treated as a conspiracy against Telangana's people.
