Chesapeake wants to build a railroad crossing overpass in South Norfolk

CHESAPEAKE — City leaders are pursuing grant funding from the state to build an overpass bridge for the Norfolk Portsmouth Beltline Railroad on Freeman Avenue in South Norfolk. At its meeting this week, the Chesapeake City Council passed a resolution to apply for funding through Virginia Department of Transportation's Revenue Sharing Program for the project. The rail passing is nestled between Harris Street and Republic Road. The project would replace the existing at-grade railroad crossing with an overpass bridge and include associated roadway realignments and improvements. Local transportation experts have been studying traffic disruptions caused by trains across Hampton Roads in an effort to recommend solutions. The Hampton Roads Transportation Planning Organization collected data on more than 600 railway crossings across the region to prioritize improvements and new overpasses and underpasses projects to ease traffic congestion. The organization scored 307 public, at-grade crossings for prioritization based on several factors, including traffic and train volumes, delays, safety and roadway characteristics. The Freeman Avenue crossing came in at number 11 on the list. Norfolk railroad crossings occupied the top five spots on the list, including on Hampton Avenue at Terminal Boulevard and on Granby Street near Ward's Corner. Chesapeake has the most crossings in the region at 122, including 98 at-grade crossings, according to the HRTPO. The Freeman Avenue overpass project will feature two 12-foot lanes at a speed of 35 mph. Pedestrian and bicycle facilities won't be included, but 8-foot shoulders are proposed accommodations. Also at Tuesday's meeting, the council approved an action to acquire rights-of-way in the area required to construct the project. Construction is scheduled for the spring of 2028 and expected to span until late 2030. The city has prioritized the project as it currently has $22.5 million of funding in the city's multi-year Capital Improvement Plan in the fiscal budget, including $10.2 million from the Federal Rail Administration. An additional $24.5 million will be needed in future years, for a projected total of $47 million. The city's application for funding from VDOT requests $10 million, and if received, the city would match that — likely through bonds financed by the South Norfolk Tax Increment Financing district, according to a memo from city staff. CHESAPEAKE — A grant from Chesapeake's Economic Development Authority will help advance the next expansion of service retail and medical office development at the Great Bridge Marketplace. Last week, Chesapeake council members approved a $150,000 investment grant from the EDA to 520 SB LLC, a retail center located in Great Bridge at 520 South Battlefield Blvd. The grant will boost a project to develop the second phase of the retail center and accommodate six new tenants, including Vino's Italian Restaurant, Boyland Dentistry and Sharkey's Cuts for Kids. The first phase of development brought The Butcher's Son Chophouse, Off the Hook Seafood Restaurant, Xanadu Salon & Color Bar and other businesses to the retail center. The second phase is being developed by Virginia Beach-based Atherton Construction, which also developed Volvo Commons and Great Bridge Commons. The second phase is an estimated $8.1 million investment, and 520 SB LLC touts that it will create at least 34 new jobs with an average salary of $36,000, without benefits, as part of its proposal to expand in the area. As part of the agreement, the grant can't exceed the amount of real estate and business personal property tax paid over a 36-month period once the certificate of occupancy is issued. Natalie Anderson, who played Alicia Metcalfe in Emmerdale between 2010 and 2015, has taken up the role of Danielle Silverton. In last night's episode, she appeared as Theo Silverton's 'secret' wife to the shock of Todd who thought he'd finally got his dream man. As Theo tried to explain, admitting he's been married for nineteen years but has known all his life that he's gay, Todd was floored. Coronation Street viewers will remember actress Natalie Anderson – who plays fiery newcomer Danielle Silverton - as a familiar face on TV over the last 20 years. Although the 43-year-old has been absent from our screens for a while, she is most known for her role as Emmerdale's Alicia Metcalfe from 2010 – 2015. Anderson stepped onto the cobbles for the first time last night (April 7) as Theo Silverton's (James Cartwright) 'secret' wife – and fans were quick to give her a warm welcome online. However, did you know that alongside notable roles in TV (including period medical drama The Royal and, more recently, Netflix's Fool Me Once) Anderson is also a singer – having made it to the final rounds of ITV's Pop Idol in 2002. The singing competition had ratings of as high as 10 million viewers for shows before the live final and was hosted by Ant and Dec alongside judges Neil Fox, Pete Waterman, Nicky Chapman and then new-to-TV Simon Cowell. Anderson appeared on the first series of Pop Idol which was eventually won by Will Young, making it to the top 40 and appearing in the same heat as him. In a clip from the archives of the show on YouTube, she sweetly sings her version of Mariah Carey's 'Hero' to the impressed judges. Anderson won three out of six heats in the competition by transforming into Britney Spears, Kate Bush and Bonnie Tyler. The show was co-presented by Alesha Dixon and Paddy McGuinness, while the judging panel consisted of Emma Bunton, Julian Clary, and a different guest judge in each episode, including the late Cilla Black.
