Chhattisgarh HC seeks affidavits on drain desilting, monsoon readiness, and water supply

RAIPUR: The Chhattisgarh High Court has directed the Commissioner, Bilaspur Municipal Corporation, to submit an additional affidavit detailing the progress on desilting and cleaning of 78 drains. Tired of too many ads? go ad free now Simultaneously, the Secretary, Public Health Engineering Department (PHED), Raipur, has been asked to file a personal affidavit addressing monsoon preparedness and water supply issues. These directives were issued during the ongoing hearing of a Public Interest Litigation (PIL) concerning civic infrastructure. During the court proceedings, the counsel representing the Bilaspur civic body stated that a recent news report, which highlighted water scarcity despite pipeline installation in a village, pertained to a rural area. This area, the counsel clarified, falls outside the territorial jurisdiction of the Bilaspur Municipal Corporation, and thus, the Corporation is neither the executing nor the supervisory agency for such rural infrastructure projects. Yashwant Singh Thakur, Additional Advocate General for the State, informed the court that the Public Health Engineering Department holds jurisdiction over the area in question. As the PHED was not an initial party to the PIL, the Registry has been instructed to include the Secretary, Public Health Engineering Department, Raipur, as an additional respondent in the petition. The Commissioner, Bilaspur Municipal Corporation, has already filed an affidavit outlining monsoon preparedness measures. The affidavit confirms that 137 drains have been identified within the Corporation's limits. Tired of too many ads? go ad free now A comprehensive desilting and cleanliness drive, which began on 1 May 2025, is scheduled to continue until 30 June 2025, to ensure full readiness for the monsoon season. As per the affidavit, 59 drains have been desilted and cleaned, while work is actively progressing on the remaining 78. For this drive, the Corporation has deployed 8 JCBs, 8 mini Poclain machines, and 2 large Poclain excavators. Additionally, 80 labourers have been mobilised for monsoon preparedness. A dedicated Flood Control Room is set to become operational from 15 June, providing round-the-clock response to waterlogging incidents across the city. The Municipal Corporation also clarified that desilting and cleaning operations have commenced with full machinery in Gokane Nala and Yadunandan Nagar Nala. The Corporation reaffirmed its commitment to prioritising public health, sanitation, and flood prevention. The High Court has slated the matter for further monitoring and compliance on 18 July 2025.

Jaipur: Residents of several colonies in Prithviraj Nagar were left stunned after receiving unexpectedly high water bills in May—even in areas where water pipelines are yet to be installed. The issue surfaced in over 20 colonies, including Ashok Vihar, Hans Vihar, Krishna Vihar, and Shyam Vatika. The Public Health Engineering Department (PHED) recently began supplying Bisalpur water to parts of the area, but many households without active water connections still received bills, causing confusion and frustration among residents. "Around five months ago, I applied for the PHED connection. The department is yet to supply water to my house. Still, the department sent me a bill of Rs 700," said Shailendra Bhatt, a resident of Rajiv Vihar. The residents claimed that most of them received bills ranging between Rs 400-700, despite the water supply to households being very limited. Even residents of the Income Tax Colony in Sanganer have received these 'inflated' bills. When TOI contacted PHED, a senior engineer said, "Residents do not need to worry. Bhopal: Madhya Pradesh has launched a real-time monitoring system for rural tap-water schemes, becoming the first state in the country to implement an automated feedback mechanism for fully functional health engineering minister Sampatiya Uike on Wednesday inaugurated the ' Jal Darpan Portal ', and a state-level Feedback and Grievance Redressal Call Centre , calling it a major step towards improving transparency, accountability and service quality in drinking water portal will enable real-time tracking of coverage and functionality of tap-water schemes, allow direct feedback from beneficiaries, assess service delivery, identify issues and ensure immediate solutions, she said. Jaipur: Despite chief minister Bhajan Lal Sharma's directive to complete Isarda Dam by June 2025, residents of Sawai Madhopur and Dausa will only begin receiving water by Diwali this year—while those on Jaipur's northern fringes may have to wait until 2029. Tired of too many ads? go ad free now Officials from Public Health Engineering Department (PHED) and Water Resources Department (WRD) told TOI that water supply from the dam hinges on this year's monsoon performance in the Bisalpur and Isarda catchment areas. "We are trying our best to complete the dam before monsoon sets in. It is to ensure that we can store the water from the rainfall from this year itself. It will also store surplus flow from the Bisalpur Dam, 90 km away. Post-construction, a few ancillary works will remain, but we plan to complete them within months," said a WRD official. Meanwhile, the PHED officials have started building infrastructure to supply water from the Isarda Dam to the households of 1,079 villages and 5 cities in Dausa and 177 villages and one city in Sawai Madhopur. Officials said more than 85% of the infrastructure building work has been completed and the remaining would get over within the next two to three months. A PHED engineer from Dausa said, in Dausa city PHED needs 7-8 MLD water to cater to the population of 73,000 – presently connected with the Bisalpur supply. For the entire city, they would need around 10-11 MLD water. "At present, we get 2.2 MLD from Bisalpur and 0.8 MLD from other resources. It means we can provide only around 3 MLD water against the present requirement of 7-8 MLD. That is the reason why Dausa residents get PHED-supplied water only once a week. WRD has started construction of infrastructure to channel 55 million cubic metres (CMC) of drinking water to the Ramgarh Lake. "Although the deadline for this project is four years, we will try to complete the project by Nov-Dec 2028," said a WRD engineer.

Residents are being forced to consume contaminated and brackish water, which poses serious health risks and reflects grave failure on part of the government in providing basic public services. Access to clean water is amiss despite residents being charged Rs1000 per household monthly by WAPDA. This not only puts an additional strain on the families but also raises questions about transparency and accountability in service delivery. If citizens are being billed, they are entitled to a consistent and safe water supply. The Public Health Engineering Department and the local administration are both responsible for this crisis and are required to take immediate and concrete steps to resolve it. They must ensure that every household receives its due share of clean drinking water as it is a basic human right, not a privilege — and the people of Shahabad can no longer afford to be ignored.
