Sikkim CS reviews preparations for state-level Independence Day celebrations
Gangtok, Aug 5 (PTI) Sikkim Chief Secretary R Telang on Tuesday reviewed preparations for the state-level Independence Day celebrations and 'Har Ghar Tiranga' campaign, an official said. At a coordination committee meeting held at the state secretariat here, he reviewed the programme schedule for the state-level independence day celebrations to be held at Paljor stadium on August 15. The chief secretary sought the details of arrangements for national flag hoisting, parade, band performances, award distribution, illumination of government buildings, cleaning and beautification of public spaces, seating, and other related activities, the official said. Telang also sought details of the 'Har Ghar Tiranga' campaign 2025 underway in Sikkim from August 2 to August 15, which is a nationwide initiative to promote patriotism and unity by encouraging citizens to hoist the national flag at their homes, offices, and public spaces. Telang directed the district collectors to ensure the participation of schools and residents from remote areas and involve the public through competitions, quizzes, and demonstrations. He outlined a phased approach and issued instructions to departments and the Collectors for its effective implementation. Sikkim CS holds meeting on Census 2027
Gangtok, Aug 5 (PTI) A state-level meeting on the first phase of Census 2027 was held under the chairmanship of Sikkim Chief Secretary R Telang here on Tuesday, an official statement said. The Sikkim government had constituted a high-level state census coordination committee under the chairmanship of chief secretary with senior officials to ensure effective inter-departmental coordination and successful execution of all phases of the census. Director of Census Operations, Sikkim, Karma R Bonpo, presented a detailed overview of the upcoming census process in the meeting. He also highlighted the use of mobile applications for data collection, digital layout mapping, data security protocols, pre-test operations, and the drafting of the District Census Handbook (DCHB). The chief secretary stressed the importance of meticulous planning and flawless execution of the census process. He underlined that the quality of data collected will directly influence the implementation and funding of future centrally sponsored schemes in the state. He urged all departments and officials involved to approach the task with seriousness and strive for accuracy at every stage, the statement said. The meeting highlighted Sikkim's proactive stance in gearing up for Census 2027, which will be the first fully digital census and will also include a caste census—a significant shift in the data landscape of the country. The meeting was attended by heads of departments, district collectors, representatives from all districts, senior officials from the Directorate of Census Operations, and officials from various departments of the state government, it said. Sikkim govt declares August 10 as Mothers Honour Day
Gangtok, Jul 30 (PTI) Acknowledging the pivotal role of mothers as caregivers, educators, and mentors for generations, the Sikkim government on Wednesday declared that the 'Aama Samman Divas' (Mother's Honour Day) will be celebrated on August 10 every year to honour their unconditional love and contributions, a notification said on Wednesday. 'In acknowledgement of the sacrifices made by mothers in shaping the life of children and the fabric of our society, the state government is hereby pleased to declare August 10 every year to be celebrated as 'Aama Samman Diwas" to honour their unconditional love and contribution," the notification issued by the Chief Secretary R Telang said. A mother has a profound influence on a child's life. 34 tourists, family members of army personnel airlifted from Sikkim's landslide hit Chaten
Altogether 34 people – 27 tourists and seven family members of the army personnel - were evacuated from landslide-affected Chaten area in north Sikkim on Tuesday, officials said. This was the first successful aerial evacuation carried out under the current emergency response plan in the state where inclement weather condition continues. "Two MI-17 V5 helicopters successfully airlifted 34 stranded individuals from Chaten to Pakyong Greenfield Airport. Among those rescued were seven family members of Army personnel and 27 tourists. The injured personnel were also onboard and are currently receiving necessary medical treatment," an official said. Three army personnel were killed and six soldiers went missing after a landslide hit a military camp at Chaten. Several others were also injured. The landslide, which occurred at 7 pm on Sunday near Lachen town in Mangan district, was triggered by heavy rainfall in the area. Search and rescue operations to find out six missing army personnel are continuing on Tuesday as a team of 23 NDRF personnel, equipped with satellite phones and essential relief equipment, reached Chaten, officials added. The NDRF has begun reconnaissance of alternate transhipment routes and is coordinating with the Indian Army for sustained support. The Army's 112nd Brigade has established a vital foot route between Lachen and Chaten enabling the possibility of phased ground movement in areas currently inaccessible by road. The state government has outlined a strategic evacuation plan whereby tourists from Lachen will be moved to Chaten via the foot route and subsequently airlifted, depending on weather conditions, officials said. However, persistent inclement weather, including heavy rainfall in Chaten, prevented any further helicopter sorties. Due to this, teams from the state administration, which were scheduled to be airlifted to Chaten during the day, will now be deployed on Wednesday to bolster relief operations on the ground. Senior officials are monitoring the evolving situation, coordinating inter-agency operations and facilitating the rapid deployment of personnel, aid, and communication infrastructure to the impacted region. Meanwhile, the state government has officially declared the situation a natural disaster, prompting an urgent and coordinated multi-agency response. Chief Secretary R Telang is leading a team which is working in close coordination with the National Disaster Response Force (NDRF), Sikkim State Disaster Management Authority (SSDMA) and Indian Army to help stranded civilians and restore critical access to the affected areas of Chaten and Lachen in Mangan district.

Sikkim Government declares rainfall damage in Mangan district a
Gangtok (Sikkim) [India], June 3 (ANI): The Government of Sikkim has officially declared the damages caused by incessant rainfall in Mangan District since May 28th as a 'disaster' under Section 22(2)(b) of the Disaster Management Act, 2005, according to an official statement. The declaration was issued through the Sikkim State Disaster Management Authority (SSDMA) and the Land Revenue and Disaster Management Department. Chief Secretary of Sikkim, R Telang, chaired a high-level meeting today at the Tashiling Secretariat to review the disaster situation in Mangan district, which has been severely affected by continuous rainfall, landslides, and widespread disruption in connectivity. The meeting focused on key issues such as road blockages, evacuation of stranded tourists, and the urgent restoration of essential services like power, roadway, and telecommunications. In a video conference briefing, the District Magistrate of Mangan, Anant Jain, updated the Chief Secretary on the situation. The District Magistrate and Superintendent of Police, Mangan District, were instructed to maintain effective communication with residents, particularly regarding the timing and routes for evacuation. Officials from the Border Roads Organisation (BRO) provided an update on the extent of road damage and ongoing restoration efforts. The BRO was directed to deploy sufficient manpower and machinery to expedite the reopening of strategic routes. The Chief Secretary directed to make immediate provisions for dispatching a sortie tomorrow to facilitate emergency access deploying National Disaster Response Force (NDRF) team equipped with satellite phones and necessary equipments from Siliguri to Chatten to support rescue and relief operations. Likewise, teams from BSNL and Power Department, Government of Sikkim, will be mobilised from Pakyong to Lachen with essential equipment and backup batteries to restore disrupted services. The Home Department has been tasked with organising and dispatching field teams, while the District Magistrate of Gangtok, Tushar Nikhare, has been instructed to provide continuous situation updates and ensure coordination between field teams and the State Control Room in coordination with the Sikkim State Disaster Management Authority (SSDMA). The Chief Secretary stressed that immediate priority must be given to restoring power (both conventional and mobile) and telecommunication services, including the use of satellite-based solutions in inaccessible areas. In case full connectivity cannot be restored immediately, departments are to explore foot access routes and evaluate helipad operations, depending on weather conditions. He also underlined the importance of inter-departmental coordination, calling on all departments, including SSDMA, to consolidate their field-level inputs and take a unified approach to relief operations. Coordination with the Indian Army was also suggested for logistics support and situational updates. Emphasising the need for ground-level information, the chair urged departments to activate survey and feedback mechanisms to assess current conditions, including the status of road, power, and mobile network infrastructure. The immediate objective remains the restoration of connectivity and the safe evacuation of those stranded, a roadmap for which is to be intensified. Upon successful implementation of which, further steps will be reviewed and acted upon with urgency, it was directed. The meeting also had the presence of officials from the Border Roads Organisation (BRO) National Disaster Response Force (NDRF), 27 Mountain Division, officers from Sikkim State Disaster Management Authority, SSDMA, representatives of Travel Agents Association of Sikkim, and various line Departments. Notably, heavy rainfall and a cloudburst in North Sikkim during the night of May 30-31 triggered widespread devastation, including severe damage to roads and bridges. The River Teesta rose by 35-40 feet, cutting off regional connectivity. Three army personnel died and six others went missing after a landslide, triggered by heavy rainfall, struck the Indian Army military camp at Chaten in Lachen town in Sikkim on Sunday evening. Four individuals have been rescued with minor injuries, while the mortal remains of three brave personnel--Havaldar Lakhbindar Singh, Lance Naik Manish Thakur and Porter Abhishek Lakra--have been recovered, said the army. Lt Gen Zubin Minawalla, GOC Trishakti Corps, visited the site to oversee rescue efforts. According to the India Meteorological Department (IMD), widespread rainfall is likely across the northeastern region on June 5, with no significant change in maximum temperatures expected in the coming days.
