1 2 Chatra: Four persons, including two women, had a narrow escape after the car they were travelling in was washed away in a rain-fed river in Chatra on Sunday. The district administration swung into action to retrieve the car while locals risked their lives to rescue the people, who were stuck in the water. All four of them are residents of Koderma district. The incident happened when the car was negotiating a low-height and narrow bridge under the Kadgawan panchayat in Mayurhund block. The car was later taken out using a crane. Those travelling in the car were identified as Doman Ram (64), Rinki Devi (34), Vishal Ram (27), and Usha Devi (60). According to the villagers, the car was crossing the bridge on the Ledhia river when the water level suddenly increased and started flowing at a high speed. "The car was washed away, but luckily, it got stuck in a ditch under the bridge," an eyewitness said. The passengers were returning to Koderma after attending the last rites of their relative in Shaley village of Mayurhund block. Block development officer (BDO) Manish Kumar and Mayurhund police station officer-in-charge Ashish Prasad rushed to the spot with their teams to rescue the victims. The villagers said there had been no rain in the area for the last four days, and there was no strong flow of water under the bridge. But as the rain started on Sunday, the water level in the river increased, and the current as well. Despite appealing to the local public representatives and officials for the construction of a bigger bridge several times, no action has been taken so far, the villagers rued. Sohan Mahto, a villager, said whenever the water was flowing above the bridge, the road was deserted until the water subsided. "Around 1,300 villagers of this panchayat face this trouble every year. Sick people cannot go to the hospital, while children stay at home, missing school," he said. Local mukhiya Ashok Bhuiyan said he has been trying to get the sanction for a new bridge with the proper height. An audio clip, allegedly featuring their conversation, has now gone viral on the Internet, where the MLA is heard scolding the government official for not recognising him upon knowing his name. The RJD MLA of Maner had called the panchayat secretary to enquire about the death certificate of the husband of a woman named Rinki Devi. But when he failed to recognise Bhai Virendra, things turned tense quickly. 'You don't know Bhai Virendra? You want me to introduce myself? The whole country knows me," he said. Still, the official, now identified as Panchayat Secretary Sandeep Kumar, maintained his composure during the entire conversation. After the incident unfolded, he reportedly filed an FIR against the RJD MLA. This wasn't a one-of-a-kind incident. Heated conversations and tussles have become a routine thing between elected representatives and bureaucrats. In the recording, the MLA can be heard berating a government official over the phone for not recognising him and then threatening to hit him with to the viral clip, Bhai Virendra had called a local panchayat secretary in his constituency to enquire about the status of a death certificate for one Rinki Devi. However, when the secretary failed to recognise him, the MLA erupted. "You don't know Bhai Virendra? You want me to introduce myself? The whole country knows me," the voice, purportedly of Bhai Virendra, can be heard saying. The secretary, unfazed, responds, "If you speak respectfully, I will do the same. If you talk crooked, I will talk crooked. I am not scared of you".The MLA hits back, "Joote se maarunga (I will hit you with a shoe) and you can file a case if you want. You don't follow protocol. In Tadwa village, under the jurisdiction of Mufassil police station, a woman named Rinki Devi has filed an FIR over the alleged murder of her pet hen allegedly by her own family members during a domestic dispute. According to the complaint, Rinki's egg-laying hen was strangled to death by her brother-in-law Guddu Kumar, alongside Sheela Devi and Sonam Kumari, amid a heated altercation. But what might seem trivial to some is now being treated with full legal seriousness – thanks to the new penal code, the Bharatiya Nyaya Sanhita (BNS). The Bihar Police has registered the case under Section 325 of the BNS, a law that penalises acts of cruelty or killing of animals with up to five years of imprisonment and a fine. Confirming the development, Mufassil Police Station in-charge Ashok Kumar said that Rinki Devi even brought the carcass of the hen to the police station as evidence. After registering the case, the hen was respectfully buried, and an investigation is now underway. 'She Was Like Family": Rinki Speaking to police officials, Rinki alleged that the incident occurred on June 12 at around 10 am. She claimed her brother-in-law forcibly entered her home, physically assaulted her, tore off her mangalsutra and earrings, and then, with the help of the other two accused, strangled her beloved hen. 'She was like a family member to me. I raised her, fed her, and she gave us eggs every day," said a visibly emotional Rinki Devi. This is not the first time an animal-related FIR has made headlines. Under the now-repealed Indian Penal Code, the equivalent provision – Section 429 IPC – also criminalised acts of cruelty against animals. But the introduction of Section 325 in the BNS has brought renewed focus and a stronger framework for addressing such cases. In 2023, a man from Lucknow, Uttar Pradesh, successfully filed a complaint after his neighbours allegedly killed his goat. The culprits in that case were sentenced to three years in prison. Similarly, in 2024, three individuals were convicted under the same section for poisoning a stray dog in Chennai, one of them received a two-year jail term. These examples are setting a legal precedent and sending a clear message; Animal cruelty will not be dismissed as trivial or inconsequential. While the case from Siwan may seem small or even bizarre to some, it reflects a larger shift in public consciousness and legal enforcement within the country. With the rollout of the new BNS criminal code, crimes against animals are being treated with greater severity, regardless of the size or species involved.
