India, China delegations meet to discuss border issues, normalisation of bilateral ties

Reuters File India and China held the 34th meeting of the Working Mechanism for Consultation and Coordination on Border Affairs (WMCC) in New Delhi on Wednesday (July 23), in a fresh bid to sustain momentum on de-escalation efforts along the Line of Actual Control. Push for phased disengagement and SR-level talks The two sides discussed measures aimed at 'advancing effective border management and sustaining peace and tranquillity,' building on understandings reached during the 23rd round of the Special Representatives' (SR) Talks held in Beijing in March 2024. That round saw National Security Adviser Ajit Doval and Chinese Foreign Minister Wang Yi agree to a phased withdrawal at remaining friction points like Depsang and Demchok. The WMCC talks also prepared the ground for the 24th round of the SR Talks on the India-China boundary question, which is expected to be held in India later this year. The SR mechanism functions as a higher-level political dialogue to resolve the boundary dispute. Meeting follows two high-level ministerial visits The timing of the meeting adds to its significance, coming after two important bilateral exchanges this year. External Affairs Minister S. Jaishankar travelled to Beijing in January 2025, followed by Defence Minister Rajnath Singh's engagement with his Chinese counterpart on the sidelines of the Shanghai Cooperation Organisation (SCO) defence ministers' meeting in April. India and China have maintained multiple layers of engagement to navigate ongoing tensions in eastern Ladakh. Beijing [China], June 24 (ANI): National Security Advisor Ajit Doval held a meeting with Chinese Foreign Minister Wang Yi in Beijing on Tuesday and reviewed recent developments in India-China relations and underscored the need to promote the overall development of the bilateral ties, including by fostering greater people-to-people ties. During the meeting on Monday, NSA Doval emphasised the need to counter terrorism in all its forms and manifestations to maintain peace and stability in the region. The two leaders also spoke about other bilateral, regional and global issues of mutual interest, according to the statement shared by the Ministry of External Affairs (MEA). In a statement shared on X, MEA official spokesperson Randhir Jaiswal stated, 'NSA Ajit Doval met Chinese FM Wang Yi in Beijing today. Discussions focused on bilateral, regional & international issues of mutual interest.' Doval is on a visit to China to attend the 20th Meeting of the Shanghai Cooperation Organisation (SCO) Security Council Secretaries. In a statement, MEA stated, 'NSA noted that he looked forward to meeting with Mr. Wang Yi in India at a mutually convenient date for the 24th round of the Special Representative (SR) Talks.' On June 12, Foreign Secretary Vikram Misri met Chinese Vice Foreign Minister Sun Weidong in Delhi during the latter's two-day visit to India from June 12-13, 2025, the MEA said in a statement. According to the MEA, the two sides reviewed developments in India-China bilateral relations since their last meeting in Beijing on January 27, 2025, and agreed to continue efforts to stabilise and rebuild ties with a focus on people-centric engagements. Foreign Secretary Misri appreciated the Chinese side's cooperation in facilitating the resumption of the Kailash Manasarovar Yatra this year. He also referred to the discussions during the April 2025 meeting of the Expert Level Mechanism on transboundary rivers and expressed hope for progress on the resumption of hydrological data sharing and other areas of cooperation. The two sides agreed to expedite the steps involved in resuming direct air services between the two countries. The Foreign Secretary also hoped for the early conclusion of an updated Air Services Agreement. The MEA further noted that both sides agreed to take practical steps for visa facilitation and promote exchanges between media and think tanks. (ANI)

Doval meets Wang Yi in China, calls for countering terrorism
National Security Advisor Ajit Doval met Chinese State Councillor and Foreign minister Wang Yi in Beijing and emphasized the need to counter terrorism in all its forms and manifestations to maintain overall peace and stability in the region. This comes a month-and-a-half after the four-day military confrontation between India and Pakistan on May 7-10, which took place due to the Pahalgam terror attack on April 22. China had condemned the terror attack, but had also been found to supplying weapons to Pakistan in its short conflict with India. The Ministry of External Affairs said, in a statement, 'On 23 June 2025, Ajit Doval, National Security Adviser met with Wang Yi, Member, Political Bureau of the Central Committee of the Communist Party of China (CPC) and Minister of Foreign Affairs in Beijing. NSA Doval is visiting China to attend the 20th Meeting of the SCO Security Council Secretaries.' During the meeting, the MEA said, 'both sides reviewed recent developments in India-China bilateral relations and underscored the need to promote the overall development of the India-China bilateral relations, including by fostering greater people to people ties.' It said that 'NSA also emphasized the need to counter terrorism in all its forms and manifestations to maintain overall peace and stability in the region.' This is their first meeting with their Chinese counterparts since India and Pakistan engaged in a military confrontation in May this year. Both the Defence minister and NSA level meetings will also witness participation from Pakistan as well. So, while Pakistan's Defence minister Khwaja Asif is expected, Pakistan's NSA and DG ISIS, Lt Gen Asim Malik is also expected to attend. China is the host of SCO leaders' summit in Tianjin, and these meetings are preparatory for the leaders' meeting to be hosted by President Xi Jinping. This comes in the context of repairing bilateral ties that headed south after Chinese incursions in 2020 triggered a military standoff along the Line of Actual Control in eastern Ladakh. Doval had travelled to Beijing in December last year when India and China agreed on a set of 'six consensus' including resumption of the Kailash Mansarovar Yatra, trans-border river cooperation and Nathula border trade. This was announced by the two sides following talks in Beijing between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi who are also the Special Representatives (SRs). That was the first meeting of the SRs since frictions emerged in the Western Sector of the India-China border areas in 2020. The two sides have monitored the implementation of the disengagement agreement of October 2024, resulting in patrolling and grazing in the border areas. The meeting of the SRs had taken place less than two months after a border patrolling arrangement was announced on October 21 which was followed by a meeting between PM Narendra Modi and Chinese President Xi Jinping on the sidelines of the BRICS Summit in Kazan, Russia on October 23. Now, with Rajnath Singh's first visit and NSA Doval's second visit to China since the disengagement process was completed, the focus will be on the de-escalation and de-induction of troops from both sides, sources said.
