Hubballi: The Hubballi-Dharwad Municipal Corporation has devised a streamlined approach by establishing a single-window clearance mechanism for Sarvajanik Ganeshotsav mandals. This system aims to facilitate timely permissions whilst enabling authorities to monitor the use of palster of paris (PoP) Ganesha idols effectively. The system aims to streamline the process of granting permissions and enforce regulations effectively. Under this system, Ganeshotsava mandals are required to submit their applications via the single-window system no less than 20 days prior to the festival. They must include the purchase receipt of their Ganesha idol. The Corporation will examine several factors, including the venue, safety protocols, environmental adherence, and whether the ordered Ganesha idol is made of clay or PoP. The system will maintain digital records of all registered mandals and track their compliance with eco-friendly practices. Officials will conduct regular inspections to ensure no PoP idols are installed or sold within the municipal limits. HDMC plans to coordinate with local artisans and encourage them to create clay idols instead. To support this transition, the municipal body will organise workshops for its officials and staff to educate them about PoP and clay idols, and how to identify them. They will also provide designated spots for idol immersion with proper facilities to collect the remnants. The Corporation has decided to impose stern action on mandals found violating the guidelines. HDMC commissioner Rudresh Ghali said that the single-window system would commence operations on Tuesday. The system will feature two offices - one each in Hubballi and Dharwad. These offices will incorporate staff from various departments including HDMC, Hescom, forest, fire, and other relevant authorities responsible for issuing necessary permissions. The early implementation of this process aims to effectively enforce the prohibition on PoP idols. He further stated that Ganeshotsav Samitis will need to present purchase receipts or bills for the idols, facilitating easier verification of PoP usage and promoting the adoption of clay idols. This time, the single-window system to receive applications for installing community Ganapati idols will be opened well in advance. This proactive approach aims to ensure that mandals have sufficient time to secure their bookings for clay Ganesha idols, said Ghali.

Given the poor condition of several major thoroughfares, the mandals have requested municipal authorities to undertake immediate road maintenance work. HDMC officials have identified approximately 67,000 square metres of damaged roads with extensive potholes across Hubballi-Dharwad. While civic authorities stated they completed pothole repairs in Dharwad and partially in Hubballi, residents continue to criticise them for neglecting road maintenance. The situation is particularly challenging as the main road from KC Circle to Hosur remains closed due to flyover construction, forcing people to use alternative routes, which are also deteriorating with numerous potholes. Several mandal representatives have urged the HDMC to expedite road repairs before the festival begins. Amaresh Hippargi, secretary of Hubballi Sarvajanik Ganeshotsava Samitigala Mahamandala(R), expressed serious concerns about the poor road conditions affecting festival preparations of Sarvajanik Ganeshotsava mandals. This issue is particularly critical in Hubballi-Dharwad, where large number of devotees visit markets and take part in public celebrations. He mentioned that formal requests were submitted to relevant authorities, including zonal offices and the HDMC commissioner, seeking the cleaning of ponds, tanks, and wells in both Hubballi and Dharwad. Additionally, they have requested repairs on all roads in the twin cities to facilitate the Ganesha processions during installation and immersion ceremonies. Ramakrishna, a resident of Vidyanagar, said that residents remain sceptical, given the current state of roads and the approaching festival season. The elected representatives and others have promised to prioritise repairs on major routes leading to prominent Ganesh mandals and market areas. Weather conditions could also impact repair work, as rains may hamper road maintenance efforts. The civic body needs to ensure quality repairs that can withstand both heavy festival traffic and adverse weather conditions. HDMC commissioner Rudresh Ghali stated that road repair works will be initiated in a week following directions issued by the mayor and deputy mayor. He added that the process to float tender has been initiated and, after completing all formalities, pothole filling works will be launched.

The state's assurance came through an affidavit submitted on Wednesday, marking a balanced approach between cultural faith and ecological responsibility. The court was hearing the matter after concerns were raised over the ban on Plaster of Paris (POP) idols and the possible shift of all idol immersions to artificial ponds. The POP ban had threatened the livelihoods of thousands of idol makers across Maharashtra, who have been crafting these traditional idols for generations. Recognising this, cultural affairs minister Ashish Shelar pushed for a scientific review. The Rajiv Gandhi Science and Technology Commission, under the guidance of noted scientist Dr Anil Kakodkar, studied POP's impact on the environment and suggested solutions to manage its use responsibly. Based on Kakodkar's report, the Union ministry of environment submitted its findings, leading to the lifting of the blanket ban on POP idols. The high court then asked the state government to clearly state its policy on idol immersion, especially for the large idols worshipped by big Ganesh Mandals that draw lakhs of devotees. On Wednesday, Advocate General Birendra Saraf appeared before Chief Justice Alok Aradhe and Justice Sandeep Marne and presented the state's stand. The government said big idols will be allowed to be immersed in the sea, upholding a legacy that Mumbai has cherished for over a century. However, domestic Ganesh idols below a certain height will still be immersed in artificial ponds, a practice that has helped reduce the load on natural water bodies. The state also assured the court that strict measures will be taken to ensure that the immersion process is eco-friendly. This includes special zones, clean-up drives, and steps to prevent water pollution. For thousands of Mandals, artisans, and devotees, this news comes as a big relief. It keeps alive the spirit of Mumbai's Sarvajanik Ganeshotsav, while showing that tradition and environmental care can go hand in hand. Mumbai: The over-a-century-old 'Sarvajanik Ganeshotsav' was on Thursday officially declared as the 'State Festival of Maharashtra', with the government asserting that it was committed to preserving and promoting the cultural legacy of the festival. Making the announcement in the legislative assembly, Cultural Affairs Minister Ashish Shelar said, "Ganeshotsav is not just a celebration. It is a symbol of Maharashtra's cultural pride and identity." The minister said in a statement that Sarvajanik Ganeshotsav (public celebration of Ganesh festival) in Maharashtra was started by Lokmanya (Bal Gangadhar) Tilak in 1893. "The very essence of this festival is rooted in social unity, nationalism, the spirit of freedom, self-respect, and pride in our language," he said. The Maharashtra government is firmly committed to preserving, promoting and celebrating the cultural legacy of Ganeshotsav across the state and the nation, Shelar said. "While some individuals attempted to hinder this age-old public tradition by raising various court petitions, trying to obstruct the celebrations, the Mahayuti government acted swiftly and decisively removed all such hurdles," he said. The previous government had imposed curbs on POP (Plaster of Paris) idols, citing guidelines of the Central Pollution Control Board (CPCB) but without offering practical alternatives. Shelar said his department approached the issue with a more balanced view. "We initiated a comprehensive study to explore eco-friendly alternatives and assess whether POP is truly harmful to the environment. We commissioned an in-depth study by the Kakodkar Committee through the Rajiv Gandhi Science Commission. "Union Minister Bhupender Yadav approved the findings, and the earlier restrictions were lifted. As per the court's ruling, the making, displaying and selling of POP idols are now permitted," he said. The BJP-led Mahayuti government has taken a clear and proactive stance on Ganeshotsav. Be it police security, infrastructure needs, or financial support for grand celebrations in cities like Pune, Mumbai, and across the state, the Maharashtra government will bear the required expenses, the minister declared. "Celebrating Ganeshotsav with full enthusiasm is not just a tradition but a core belief of the Mahayuti government. I appeal to all Ganpati Mandals to incorporate themes in their festivities that honour our armed forces, showcase social initiatives, 'Operation Sindoor', highlight the nation's developmental achievements and pay tributes to our great leaders in their decorative displays," Shelar said. This year, the 10-day Ganpati festival will begin on August 27.

'I wish to place on record that under the leadership of Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde and Deputy Chief Minister Ajit Pawar, the Mahayuti government acted swiftly and decisively removed all such hurdles. 'During the previous government, restrictions were imposed on traditional POP (Plaster of Paris) idols, citing CPCB (Central Pollution Control Board) guidelines, without offering practical alternatives. In contrast, our department approached the issue with a more balanced view.
