KUALA LUMPUR, June 4 — The Attorney General's Chambers (AGC) yesterday denied that the pardon granted to Prime Minister Datuk Seri Anwar Ibrahim was invalid. In a statement, the AGC said this was because Anwar had been granted a full pardon by the Pardons Board for the Federal Territories of Kuala Lumpur, Labuan and Putrajaya, which convened on May 16, 2018. 'The AGC affirms that the 51st Meeting of the Pardons Board for the Federal Territories of Kuala Lumpur, Labuan and Putrajaya was held on Wednesday, May 16, 2018, at 11am at Istana Negara, Kuala Lumpur. 'The meeting was chaired by His Majesty the 15th Yang di-Pertuan Agong, Sultan Muhammad V, and was also attended, among others, by Tun Dr Mahathir Mohamad himself, who was the Prime Minister at the time,' the AGC stated. According to the statement, based on the advice of the Pardons Board, Sultan Muhammad V consented to the granting of a full pardon to Anwar, along with his immediate release, effective from the date of the Pardons Board meeting. The statement added that for the purpose of the meeting, the Attorney General had also provided a written opinion on the matter in accordance with Clause (9), Article 42 of the Federal Constitution for the Pardons Board's consideration. Therefore, the AGC refuted the remarks made by Dr Mahathir, in which the former Prime Minister publicly claimed that the pardon was invalid as it did not go through a proper Pardons Board proceeding. In this connection, the AGC views the matter seriously as it involves constitutional and institutional interests. 'The AGC also emphasises that any statement that could mislead the public regarding the decision of the Pardons Board is completely inappropriate,' the statement said. — Bernama

The AGC said a meeting of the Federal Territories of Kuala Lumpur, Labuan and Putrajaya, was held on May 16, 2018 at the Istana Negara. 'The Pardons Board meeting was chaired by (then) Yang di-Pertuan Agong Sultan Muhammad V and was attended, among others, by Dr Mahathir himself in his capacity as the prime minister then,' said the AGC in a statement on June 3. The AGC said upon the advice of the Pardons Board, Sultan Muhammad V had also graciously consented that the petition for a full pardon for Mr Anwar and ordered for his immediate release with effect from the date of the sitting of the Pardons Board for the Federal Territories of Kuala Lumpur, Labuan and Putrajaya. 'For the purpose of the said meeting, the attorney general had also provided a written legal opinion on the matter in accordance with Clause (9), Article 42 of the Federal Constitution for the consideration of the Pardons Board. 'The AGC views this matter seriously as it involves constitutional and institutional interests. The AGC also emphasises that any statement which could mislead the public regarding the decision of the Pardons Board is wholly inappropriate,' it said. The statement was issued following allegations by Dr Mahathir in a recent TikTok video, where he cast doubt on the validity of the pardon process. He alleged that he had signed the pardon document without receiving advice from the then-attorney general, Tan Sri Mohamed Apandi Ali, who was said to be on garden leave at the time, and further claimed that no meeting of the Pardons Board had been convened. KOTA BARU: Sultan of Kelantan Sultan Muhammad V today urged swift approval of a proposed wall and buffer zone along the Malaysian-Thai border in Sungai Golok. "I take the security issue along the Malaysian-Thai border seriously and hope the wall and buffer zone project can be implemented soon." He said this at the opening ceremony of the state legislative assembly. Sultan Muhammad V expressed appreciation for the strong federal-state relationship. He highlighted collaboration in infrastructure, land use, agriculture, and biodiversity conservation in Kelantan. "I urge that the Kelantan and Golok Rivers Integrated River Basin Projects be expedited to address flood issues in the state. "Priority should be given to the construction of the Lebir Dam, which is needed to resolve flood problems in Kelantan," he said. The ruler said Kelantan still lags in attracting foreign investment compared with west coast states that have ports and better trade facilities. "Infrastructure development must be accelerated, along with competitive tax incentives to draw more investors." Sultan Muhammad V said he had been informed that the state government had submitted a list of applications for the First Rolling Plan under the 13th Malaysia Plan. "I hope the planned focus will lead to more inclusive and sustainable development. "This can drive economic growth and boost the state's competitiveness. "Key focus areas should include manufacturing to attract investment, better water and road infrastructure, and stronger emphasis on agriculture and tourism." The ruler expressed hope that an agricultural produce collection centre in Lojing could be developed immediately to transform the sub-district into an agricultural hub. "I urge departments, agencies and government-linked companies involved in the agriculture sector to remain focused on their functions and to intensify efforts to ensure food security for the state and the nation," He urged the state to prioritise new townships in every district as industrial growth catalysts. "These new townships should adopt the smart city concept. "In the era of artificial intelligence (AI), technical and digital skills are becoming increasingly important. "With the right skills, young people can be more competitive and contribute to human capital development. "Therefore, I urge the state government to explore and provide alternative education platforms, particularly in technical and vocational education and training (TVET), to meet the needs of industries."
