Kishan urges Telangana to partner in Rs 10,000 crore renewable energy projects
Hyderabad: Union Minister for Coal and Mines G. Kishan Reddy, has formally requested the Telangana Government to collaborate on a major renewable energy initiative proposed by Central Public Sector Undertakings (CPSUs) under his Ministry. In a letter addressed to Telangana Chief Minister A Revanth Reddy on Thursday, the Minister outlined a comprehensive investment plan worth approximately Rs 10,000 crore aimed at boosting green power infrastructure across the state. Highlighting the national significance of the project, the letter stated that key CPSUs—Coal India Limited (CIL), Neyveli Lignite Corporation India Limited (NLCIL), and others—are prepared to implement state-of-the-art renewable energy projects in partnership with the Telangana Government. These include solar and wind power plants, pumped storage projects (PSPs), and advanced battery energy storage systems (BESS) to enhance grid reliability and stability. Among the proposals, the Centre plans to identify high solar potential zones in Telangana for immediate development and initiate feasibility studies for PSPs. To accelerate execution and maximize local economic benefits, joint venture models will be formed either with Telangana State PSUs or directly by central coal companies. However, successful implementation hinges on timely cooperation from the State Government, particularly in facilitating land acquisition and allotment. Minister Kishan Reddy emphasized the importance of constructive and coordinated efforts between the Centre and State to advance India's energy security and environmental protection goals. He reiterated the Central Government's strong commitment to supporting Telangana's green development agenda and recognized the state's vast potential in renewable energy generation. These initiatives, the Minister said, not only contribute to economic growth but also position Telangana as a leading contributor to India's sustainable energy transition. The Union Minister urged CM Revanth Reddy to take a special initiative in pushing these projects forward and assured full cooperation from all CPSUs under the Ministry of Coal.

Telangana Says No To Discussion On Andhra's Banakacherla Project Ahead Of Key Meet
Hyderabad: Ahead of a crucial meeting of the chief ministers of Andhra Pradesh and Telangana to discuss inter-state river water issues, the Telangana Government has formally lodged a strong objection to the inclusion of the Godavari-Banakacherla link project on the agenda. In a sharply worded letter addressed to the Secretary, Ministry of Jal Shakti, Government of India, Telangana's Chief Secretary asserted that any discussion on the project at this juncture is "unequivocally premature and procedurally untenable" due to numerous legal and procedural violations. The meeting, convened by the Union Ministry of Jal Shakti on Wednesday afternoon, aimed to facilitate dialogue between the two Telugu states. The Telangana government requested that the agenda for the upcoming meeting be revised, given the lack of statutory clearances and ongoing violations of binding legal provisions and tribunal awards. It sought to defer any discussion on the Godavari-Banakacherla link project until all statutory requirements, inter-state consultations, and clearances are fully complied with and all objections are resolved. Telangana also reiterated its request for its own outstanding issues and proposals to be duly included in the agenda. On Tuesday, Andhra Pradesh Chief Minister Chandrababu Naidu met Union Home Minister Amit Shah and discussed the project. Mr Naidu said the project only seeks to divert 200 TMC of surplus waters to drought-prone areas, and as the last riparian state, Andhra Pradesh should have the right to do so. Telangana's Objections Telangana's letter meticulously outlined a series of profound objections to the Godavari-Banakacherla link project. It argued that the project fundamentally violates the 1980 Godavari Water Disputes Tribunal (GWDT) Award and the Andhra Pradesh Reorganisation Act, 2014. It contends that the project proposes to alter water allocations and project operations without the mandatory consultation and consent of all co-basin states, as required by the GWDT Award (Annexures G and H) and the Reorganisation Act (Sections 85(8)(d) and 90). The proposal to divert water beyond the 80 TMC limit at 75% dependability would also trigger mandatory sharing among all basin states, which has not been addressed. The Telangana government highlighted the absence of crucial statutory clearances from key central agencies. The project reportedly lacks approvals from the Central Water Commission (CWC), Godavari River Management Board (GRMB), Krishna River Management Board (KRMB), and the Apex Council. These clearances are mandated under the AP Reorganisation Act, 2014, and the GWDT Award. Telangana stated that the Pre-Feasibility Report (PFR) submitted by Andhra Pradesh suffers from "critical data gaps and methodological deficiencies," particularly concerning water availability assumptions and technical feasibility. The CWC itself has raised fundamental questions regarding water availability computations and the need for a simulation study. The state also said the Expert Appraisal Committee (EAC) of the Ministry of Environment, Forest and Climate Change (MoEF&CC) has already rejected the project proposal, citing violations of legal and procedural requirements. Furthermore, the parent Polavaram project, from which 200 TMC of floodwaters are proposed to be diverted, faces unresolved submergence issues in Odisha and Chhattisgarh, which are sub judice, making any linked diversion proposal premature. The project has not obtained environmental clearance. Telangana asserted that the proposed diversion of 200 TMC of floodwaters from Polavaram is unilateral, fundamentally alters the operation schedule of the Polavaram Project, and directly impacts Telangana's rightful share of Godavari water, especially for its drought-prone regions. Objections By Central Agencies: Telangana's letter also noted that its objections are echoed by various Government of India agencies and statutory bodies: It said the Polavaram Project Authority (PPA) has indicated that the proposed 200 TMC diversion is not part of the approved Detailed Project Report (DPR) of Polavaram and requires a comprehensive study and compliance with the tribunal awards. It said the diversion could only be considered after the Polavaram Project's completion to Full Reservoir Level and submission of a revised DPR. In the letter, it also said the Godavari River Management Board (GRMB) highlighted that the diversion alters the scope and operation schedule of the Polavaram Project, requiring prior consultation and written consent from all co-basin states as per the GWDT Award. It also stressed the absence of a mutually agreed-upon apportionment of Godavari waters between the two states. Telangana said the Central Water Commission (CWC) has questioned water availability assumptions in the PFR, demanding accurate dependability computations and a simulation study to establish technical feasibility. It also said the Expert Appraisal Committee had returned the proposal due to potential GWDT Award violations and the necessity of inter-state issue resolution and clearances from CWC before further processing.

Officials hopeful of TG-AP issues' resolution at Cabinet meet on July 10
The meeting of the officers' committee of Telangana and Andhra Pradesh, constituted to resolve pending bilateral issues between the two States, is expected to see forward movement after the next Cabinet meeting on July 10. The Telangana Government is keen on the meeting as it can expedite resolution of the issues through negotiations between the officials from the two sides. Chief Minister A. Revanth Reddy, during the previous Cabinet meeting, directed the officials concerned to address a communication to the neighbouring Andhra Pradesh for a meeting between the officers of the two States. The issue however, took a backseat with AP taking up the Godavari-Banakacherla project and asking the Central Government to speed up clearances and extend financial assistance for the around ₹80,000 crore project. Raising strong objections to the aggressive moves, the TG Government had mounted pressure on the Centre not to accord permissions to the project as it will harm the State's interests. With the Centre returning the project to Andhra Pradesh, officials are hopeful that bilateral issues between the two Telugu States will be among the key agendas of the next Cabinet meeting. 'The Chief Minister is keen on speedy resolution of the issues, preferably through negotiations between the two States. This is because approaching the Centre on these issues has proved time consuming and leading to inordinate delays,' a senior official told The Hindu. The last meeting of the officials committee was held in Mangalagiri on December 2 last year and discussed among other things, reimbursement of salaries paid by AP power utilities to AP native employees working in Telangana, apportionment of debt of 15 externally aided projects, division of labour cess and reimbursement of expenditure incurred by the Telangana Government on the common institutions.

Telangana Government Initiates Loan Waiver for Handloom Weavers with Conditions for Outstanding Loans Above Rs 1 Lakh
Gadwal: In a significant move to support handloom workers across Telangana, the state government has introduced a Loan Waiver Scheme aimed at alleviating the financial burden on weavers who have availed personal loans between April 1, 2017, and March 31, 2024. According to the Telangana Government's official G.O. Rt. No. 56, dated March 9, 2025, issued by the Industries and Commerce Department (Textiles Wing) and further directives from the Commissionerate of Handlooms and Textiles, Hyderabad, all eligible handloom weavers in the district have been informed of the scheme's provisions and next steps. Eligibility Criteria & Key Instructions: As per the scheme guidelines, the government will waive personal loans of handloom workers, but with specific conditions. For those whose outstanding loan amount exceeds ₹1 lakh as of March 31, 2024, the following procedure has been outlined: Beneficiaries must repay the loan amount exceeding ₹1 lakh from their own sources. After repayment, they are required to submit documentary proof along with loan account details to the Assistant Director, Handlooms and Textiles Department, Jogulamba Gadwal District. The deadline for submission is July 6, 2025. Only those who fulfill this requirement will be considered eligible for inclusion under the Loan Waiver Scheme through DLC (District Level Committee) approval. The department has already received Proforma 1A and 1B details from banks regarding weavers' loan accounts. Simultaneously, Handlooms and Textiles officials are reviewing sanction orders and coordinating with banks to validate the data as per the scheme's framework. Important Note: Officials have clearly stated that failure to comply with the above instructions within the stipulated time will result in disqualification from the scheme. Therefore, handloom workers who fall under this category are urged to act promptly and submit the required documents to avoid missing this financial relief opportunity. This initiative is part of the Telangana government's ongoing efforts to uplift the handloom sector, preserve traditional livelihoods, and reduce the economic strain on skilled artisans.
