Rock Island man sentenced to prison after conviction in 2021 shooting

A 29-year-old Rock Island man will go to prison after he was sentenced for a shooting in 2021, court records show. Quasean Terrell Davis, was sentenced Thursday in Rock Island County court after he waived a jury trail and pleaded guilty to a charge of aggravated discharge of a firearm, court records show. Two other charges were dismissed in the plea agreement. Court records say Davis was found guilty and sentenced to six years in prison, with day-for-day credit for the time has served in connection with the case. A Rock Island shooting in 2021 About 3:45 p.m. Saturday, Sept. 18, 2021, Rock Island Police responded to the 1400 block of 5 1/2 Avenue in response to a report of gunfire. Officers found a 44-year-old man with serious but non-life-threatening gunshot wounds, according to an earlier news release. On Sept. 22, 2021, detectives from the Criminal Investigation Division obtained an arrest warrant for 26-year-old Quasean Terrell Davis of Rock Island. He originally faced charges of aggravated battery with a firearm, aggravated discharge of a firearm, and aggravated unlawful use of a weapon after he was apprehended in the 9500 block of 14th Street West, Rock Island. 'I feel he tried to murder me.' Nine bullets tore through 44-year-old Lamarr Parks' body. 'I was shocked,' he said of the charges Davis faced. 'I feel he tried to murder me.' 'I was trying to buy a car – it was a 1971 Riviera. The guy who was selling me the car, he only wanted to sell me the body of the car. As we exchanged the money, the guy, he comes in between us, snatches the money.' The suspect had his hand in a bag. 'I just heard gunshots going off. I'm not thinking 'This man is shooting me.' The National Labor Relations Board's acting general counsel on Friday rescinded a memorandum issued by his Biden-administration predecessor that said she viewed college athletes as employees of their schools under the National Labor Relations Act. Friday's memorandum from the Trump administration's William B. Cowen rescinded an array of memoranda that had been issued by Jennifer Abruzzo, including the one from September 2021 that was accompanied by a statement from Abruzzo in which she wrote: College athletes 'perform services for institutions in return for compensation and (are) subject to their control. "Thus, the broad language of … the Act, the policies underlying the NLRA, Board law, and the common law fully support the conclusion that certain (college athletes) are statutory employees, who have the right to act collectively to improve their terms and conditions of employment." Friday's memorandum comes against the backdrop of longstanding efforts by the NCAA, conferences and universities to pursue federal legislation that would prevent college athletes from becoming employees of their schools. A bill to that effect passed a U.S. House committee in June 2024, but went no farther. The new memo comes two days after the new Trump administration's Education Department rescinded guidance issued in the final days of the Biden administration's Education Department that stated that compensation paid by colleges to their athletes for use of their name, image and likeness (NIL) is subject to Title IX gender-equity policies.
