Now, industrial approvals to go online via ‘Maitri' portal, emphasis on single-window clearance
In a step towards improving the ease of doing business, Chief Minister Devendra Fadnavis on Wednesday announced that all industrial approvals required from various state departments will now be integrated and made available online through the 'Maitri' portal—a unified digital platform for investors. Chairing a high-level review meeting at Sahyadri Guest House on industrial development in the state, the chief minister said that permissions related to water supply, electricity, road connectivity, environment clearances, forest permissions, labour compliances, and land allotment will be streamlined and offered digitally. 'Maitri should be the single-window system for all industrial clearances,' he said. He also directed departments to enable anonymous grievance redressal on the portal, allowing entrepreneurs to flag issues with government processes without revealing their identity. The meeting was attended by key ministers and senior bureaucrats. He said the government will give priority to Infrastructure and Power Connectivity. Highlighting the need for improved infrastructure in industrial zones, CM Fadnavis instructed that water availability must be ensured by the Water Resources Department based on industry demand. Power sub-stations at Majalgaon, Dighi, Butibori, Chamorshi (Gadchiroli), Jaipur (Chhatrapati Sambhajinagar), and Amravati (PM Mitra Park) should be given top priority, he added. To address transmission and maintenance challenges, a separate mechanism is expected to be set up. The Environment Department has been asked to ensure that all clearances are made available online via the Maitri portal. The Chief Minister also asked the PWD to fast-track connectivity between Shendra-Bidkin industrial area and the Samruddhi Mahamarg expressway. Noting a surge in demand from industries for Butibori, he called for urgent road connectivity improvements in the area. CM Fadnavis emphasised that industries must receive timely approvals for Consent to Establish and Consent to Operate, adding that 'unnecessary permissions must be scrapped.' Surprise inspections by department officials should be curtailed, and a revised and consolidated policy on land allotment must be prepared, he directed. He also proposed a dedicated administrative framework for addressing issues related to industrial labour and workforce operations.

NEW DELHI: The Delhi government has announced a historic Ease of Doing Business reform that ends DPCC approval delays for Green Category industries. From August 2025, all applications for Consent to Operate (CTO) by eligible Green Category industries will be automatically deemed approved if no decision is made within 20 days — a sharp reduction from the earlier 120-day timeframe. This reform will directly benefit over 65 types of industries classified under the Green Category — typically non-polluting and low-risk sectors — which were earlier subjected to lengthy and complex approval procedures. These include industries such as apparel manufacturing (without dyeing or bleaching), aluminium and PVC product units, ayurvedic medicine manufacturing (without boilers), cold storage facilities, wooden and steel furniture making, confectionery units (with electric ovens), optical goods, toys assembly, soap and detergent units, battery container units, cardboard and packaging manufacturers, and many more. Under the new system, if an application for CTO is not processed within the prescribed timeline, it will be automatically approved, eliminating the need for further follow-ups or documentation. This landmark reform is expected to fast-track industrial activity in Delhi's MSME sector while maintaining environmental safeguards. The move is part of Single Window Clearance initiative, aimed at removing redundant approvals and integrating services across departments to enable faster, paperless, and transparent processes for industries and entrepreneurs. New Delhi: Ina major push to improve the business climate in the capital, the Delhi Government has announced a significant reform that will simplify environmental approvals for industries classified under the Green Category. Starting August 2025, applications for Consent to Operate (CTO) from these industries will be automatically deemed approved if no official decision is made within 20 days, a drastic improvement from the previous 120-day approval period. The reform is being hailed as a landmark move under Delhi's Ease of Doing Business initiative and is expected to benefit a wide range of non-polluting, low-risk industries. Delhi's Environment and Industries Minister Manjinder Singh Sirsa, while announcing the decision, described it as a 'historic reset' in the way Delhi supports enterprise. He emphasized that this reform had been a long-standing demand from the business community and was finally addressed through the leadership of Chief Minister Rekha Gupta and Lieutenant Governor Vinai Kumar Saxena. Sirsa remarked that what hadn't been accomplished in five decades has now been delivered under the double-engine government, adding that Delhi is now 'open for responsible business.' He further stated that the government is moving away from a system of unnecessary licenses and outdated approvals, replacing it with a model that is pro-growth, pro-people, and purpose-driven. The reform will directly impact over 65 types of industries categorized as green, which are considered non-polluting and relatively safe for the environment. These include sectors like apparel manufacturing (excluding dyeing or bleaching processes), aluminium and PVC product units, ayurvedic medicine manufacturing without boilers, cold storage operations, wooden and steel furniture production, confectionery units using electric ovens, optical goods manufacturing, toy assembly, soap and detergent units, battery container production, and packaging and cardboard manufacturers, among others. All of these sectors, many of which are dominated by micro, small, and medium enterprises (MSMEs), were previously subjected to long and often frustrating bureaucratic delays. Now, under the new policy, if a CTO application is not addressed within 20 days, it will be automatically treated as approved, eliminating the need for further follow-ups or additional paperwork. The Delhi Government believes this reform will be a game-changer for small businesses that have historically struggled under the weight of regulatory red tape. Most of the green category industries are run by small and medium-scale entrepreneurs who can now operate with greater freedom and certainty under a trust-based, time-bound clearance system. Minister Sirsa noted that this move will help these enterprises shift their focus from chasing approvals to scaling their operations and contributing more effectively to the local economy. This decision is also closely aligned with the broader national vision of Viksit Bharat – Viksit Delhi and reflects the capital's commitment to responsive and modern governance. It forms a key part of Delhi's ongoing Single Window Clearance initiative, which aims to eliminate redundant approvals and create a streamlined, paperless, and transparent framework for industrial operations. Delhi Cuts Approval Time From 120 Days To 20 For Green Industries
The Delhi Government has slashed the approval time for Consent to Operate (CTO) from 120 days to just 20 days for Green Category industries. Applications will now be deemed approved if no action is taken within that period - a move government says will end long-standing delays and procedural bottlenecks. The announcement was made on Monday by Environment and Industries Minister Manjinder Singh Sirsa who called the reform "historic," claiming it will benefit more than 65 categories of low-pollution industries operating in the capital. "This is a long-awaited change. We've done what could not be done in the last 50 years," the Minister said at a press conference, thanking Lieutenant Governor Vinai Kumar Saxena and Chief Minister Rekha Gupta for backing the reform. "Most of these sectors are driven by small and medium enterprises, and they've been trapped in red tape for far too long." The move is aimed at simplifying operations for non-polluting units such as apparel manufacturers, cold storage facilities, ayurvedic medicine producers (without boilers), packaging, furniture, toys, and aluminium product makers, among others. Under the new rules, the Delhi Pollution Control Committee (DPCC) will have 20 days to decide on a CTO application. If no response comes within that time, the clearance will be granted automatically - no further follow-ups or documentation required. The reform will take effect from August 2025. According to the Minister, the change is part of a broader push to streamline governance and improve ease of doing business in the capital. A Single Window System is also being rolled out across departments to integrate approvals and cut down manual processes. "This is the end of the old License Raj mentality," Mr Sirsa said. "We are shifting to a trust-based, time-bound model that gives businesses the confidence to invest and expand." Industry representatives have welcomed the announcement but feel implementation on the ground would be key. The reform also aligns with the Centre's push for Ease of Doing Business and is being projected by the BJP-led Delhi government as part of its commitment to make the capital more business-friendly - especially for the MSME sector. For small and medium-sized industries, long caught in approval limbo, this could be the break they've been waiting for. DPCC fines illegal factory 5 lakh in Delhi Cantt, flags waste dumping in Hari Nagar
New Delhi: Delhi Pollution Control Committee (DPCC) has imposed an environmental compensation of Rs 5 lakh on a factory operating illegally in Sadar Bazar, Delhi Cantonment. The unit was found to be running without the mandatory Consent to Establish (CTE) and Consent to Operate (CTO), DPCC informed the National Green Tribunal (NGT). Tired of too many ads? go ad free now The matter came to light following a complaint referred to the DPCC last year by the office of then Delhi cabinet minister Saurabh Bharadwaj, based on a resident's allegations. The same issue was later brought before the NGT. The complaint stated that an illegal factory was operating at odd hours, running heavy machinery, and not managing the waste. In a report dated June 5, 2025, and uploaded on Saturday, DPCC stated, "The unit was involved in selling bakery and confectionery items with in-house manufacturing. The establishment had a trade licence from the Delhi Cantonment Board, but no CTO and CTE were issued by the DPCC." A joint inspection by DPCC and Delhi Cantonment Board officials was conducted on Sept 23, 2024. The report further noted that while the area is designated as mixed-land use under the Delhi Master Plan 2021, only shops up to 20 sqm are permitted. The factory in question exceeded this limit. "Accordingly, a showcause notice was issued on Sept 30, levying an environmental compensation of Rs 5 lakh," DPCC said, adding, "Further, the DPCC on the same day issued a direction to the Delhi Cantonment Board (DCB) to seal the unit." In a separate case, DPCC submitted another report to the NGT concerning an overflowing dhalao (garbage dump yard) in Hari Nagar, west Delhi. The complaint alleged that despite being officially closed, the dump site continued to be used for waste disposal. An inspection was conducted in Jan 2025 at dhalao number 132, located on Mangal Pandey Road, near Hanuman Park. "The dumping yard is found at the boundary of Hanuman Park, adjacent to Mangal Pandey Road. The yard is in a damaged condition and can collapse at any time," said the report dated June 19 and uploaded on Saturday. It also noted that the main drain was clogged, and garbage was spilling over onto the footpath. DPCC has asked Municipal Corporation of Delhi to submit a detailed action taken report regarding the condition of the dhalao and remedial measures undertaken.
