
Now, industrial approvals to go online via ‘Maitri' portal, emphasis on single-window clearance
Chairing a high-level review meeting at Sahyadri Guest House on industrial development in the state, the chief minister said that permissions related to water supply, electricity, road connectivity, environment clearances, forest permissions, labour compliances, and land allotment will be streamlined and offered digitally. 'Maitri should be the single-window system for all industrial clearances,' he said.
He also directed departments to enable anonymous grievance redressal on the portal, allowing entrepreneurs to flag issues with government processes without revealing their identity.
The meeting was attended by key ministers and senior bureaucrats. He said the government will give priority to Infrastructure and Power Connectivity.
Highlighting the need for improved infrastructure in industrial zones, CM Fadnavis instructed that water availability must be ensured by the Water Resources Department based on industry demand. Power sub-stations at Majalgaon, Dighi, Butibori, Chamorshi (Gadchiroli), Jaipur (Chhatrapati Sambhajinagar), and Amravati (PM Mitra Park) should be given top priority, he added.
To address transmission and maintenance challenges, a separate mechanism is expected to be set up. The Environment Department has been asked to ensure that all clearances are made available online via the Maitri portal.
The Chief Minister also asked the PWD to fast-track connectivity between Shendra-Bidkin industrial area and the Samruddhi Mahamarg expressway. Noting a surge in demand from industries for Butibori, he called for urgent road connectivity improvements in the area.
CM Fadnavis emphasised that industries must receive timely approvals for Consent to Establish and Consent to Operate, adding that 'unnecessary permissions must be scrapped.'
Surprise inspections by department officials should be curtailed, and a revised and consolidated policy on land allotment must be prepared, he directed.
He also proposed a dedicated administrative framework for addressing issues related to industrial labour and workforce operations.

This kind of interference has become a major hurdle in Pune's progress," he asserted. "If there is any bottleneck in the development of Pune, it is this dadagiri that has crept into the industrial and business sectors. It restricts an investor's freedom to choose what is feasible and economical," the CM said. Fadnavis emphasised that in order to remain globally competitive, investors need access to efficient and cost-effective services. "If they are forced to operate in such an atmosphere , they will neither survive nor become globally competitive," he pointed out.
