Rangers confirm Loan Cooperation deals with three clubs

The SFA's new rule means teams can strike deals with a team in every other division and Ibrox chiefs have taken advantage by doing so with Raith in the Championship, Alloa in League One and Stirling in League Two. It had previously been reported an agreement would be struck with Raith but Rangers Review told you earlier that deals were close with the other two. The club have now confirmed this. It will allow up to five players to be sent on loan to each of the lower league sides and they will still be able to keep playing for Rangers' youth sides, to maximise game time. Players must be eligible to play for Scotland and aged between 16 and 21. 'The increased flexibility in the loan system has proved effective across Europe and allows us to maximise the potential of our youngsters with the ultimate ambition of producing players equipped with the necessary technical, tactical and mental qualities to succeed in the Rangers first-team. 'Each of the clubs share our commitment to developing young talent, as evidenced by Josh Gentles' increased first-team exposure following his loan spell at Alloa Athletic in the second half of last season, and we look forward to benefitting from the agreement throughout the campaign. 'Allied to our loan agreements is the participation of our Under-19s and Under-17s in various competitions, both domestically and in European tournament competition, which we believe provides strong foundations in facilitating the development of our young players at the Academy.'

The players have to be eligible to play for Scotland and can still turn out for their parent club's youth sides during their loan to a lower league club. It had previously been reported that Rangers would strike an agreement with Raith Rovers and the Kirkcaldy side are set to be the Championship partner of the Ibrox men. A Scottish FA statement last month read: 'The Cooperation System was voted through by clubs following recommendations by the Scottish FA's Transition Report. 'The new system provides greater flexibility to the previous domestic loan quotas by enabling players in the key 'transition phase' of 16-21, who are eligible to represent the Scotland national teams, to join a lower-league club but be able to move between the parent and cooperation club throughout the season to increase playing time.'

We broke the news back in June that five top Premiership sides were looking into establishing partnerships with teams further down the pyramid. Celtic announced a partnership with Ayr United earlier this month, after talks with fellow Scottish Championship side Queen's Park broke down. Rangers have now reached agreements with Raith Rovers, Alloa Athletic and Stirling Albion for similar arrangements, reports the Rangers Review. The scheme will allow Gers to send up to three of their young stars to each of the clubs. It gives the Ibrox club options to send players to the Championship with Raith or to League One with Alloa and League Two with Stirling. Aberdeen, Dundee United and Hearts also engaged in discussions with lower-league counterparts. The Dons will team up with Kelty Hearts and Elgin City for loans and the Jambos will cooperate with St Johnstone for the next year. An SFA report last year first mentioned the introduction of a so-called Cooperation System and other possible introductions including incentives for playing young Scots in cup competitions and the implementation of a scholarship system to protect against our top talents being snapped up by English clubs before they turn 18. SFA Chief Football Officer Andy Gould spoke to The Herald on the impact of the Cooperation System: 'This can definitely make a difference to Scotland teams of the future 'It's an opportunity for clubs to use a system that enhances their chances of getting players into their first team. Rangers boss Russell Martin admits there will be 'a bit of pain' as he reacts to Dundee draw at Ibrox 'At the top end of the game it gives them a greater opportunity of selling those players and, down the line, there is an opportunity for the national team to get the benefit of that. 'That's not necessarily going to happen overnight, it does take a period of time. 'How many years is difficult to predict, but we need to find a competitive system which gives us a competitive edge over others and at the minute we don't have that.' Queen's Park president resigns citing 'personal abuse'

Shields took on the role in January of last year but is now standing down, citing "personal and online abuse" as a factor. He says others at the club have also been subjected to it. Having recently overseen the completion of the club's safety certificate and the SFA annual club licensing audit, he has decided now is the time to step aside. A statement from the club reads: "Queen's Park FC would like to place on record the club's thanks and appreciation to Graeme Shields who has stood down from his role as President with immediate effect. "Mr Shields has also resigned his position on the club committee. "The club's committee and staff will now work together to manage the club following Graeme's departure. Read more: "No further comment will be made at this time." Upon departure, Shields said: 'I have taken this decision after much deliberation, particularly having experienced an increased level of personal and online abuse towards myself and others associated with the club in recent months. 'Having overseen the successful completion of our safety certificate at The City Stadium and the SFA annual club licensing audit, the time is now right to step away. 'I wish Sean Crighton and all the players and staff at the club every success this season.' Earlier this summer, Shields shocked onlookers of Scottish football by revealing Queen's Park's expenditure for the year has been £5.7 million.
