THERE are no plans yet to implement a Single Tax Agency (STA) by corporatising and merging the Customs Department and the Inland Revenue Board (LHDN), says Datuk Seri Anwar Ibrahim. The Prime Minister, who is also Finance Minister, said the government remains committed to improving the governance of the national taxation system so that it will be more efficient, transparent and compliance-friendly, in line with current needs and international best practices. 'At present, there is no decision or plan to implement the STA. 'However, in efforts to enhance the governance of the national taxation system to be more efficient and capable of addressing revenue leakages, efforts are being intensified to strengthen cooperation between LHDN and the Customs Department, especially in information sharing and enforcement,' he said in a written reply to a question from Datuk Dr Nik Muhammad Zawawi Salleh (PN-Pasir Puteh). Nik Muhammad Zawawi had asked the Finance Ministry to state whether there are plans by the government to implement the STA by corporatising and merging the Customs Department and LHDN, or whether to coordinate the national taxation system under the National Single Window, which is a single gateway for trade. Anwar said one of the latest initiatives was e-invoicing, adding that although this initiative is led by the LHDN, transaction data will be shared with the Customs Department. 'Additionally, the LHDN and the Customs Department are also working together on enforcement activities related to cigarette smuggling.'

Kochi: With the aim of curbing reckless driving by private buses and preventing accidents, govt will soon issue an order on revised time schedules across the state, said transport minister K B Ganesh Kumar on Saturday. The high court had on Friday directed state govt to take immediate action to revise the time schedule to stop speeding and reckless driving of private buses. Talking to TOI, the minister said that bus operators' organisations have agreed to implement a geo-fencing system to ensure that buses are keeping their time schedule. He said road transport officers (RTOs) would hold discussions regarding the project with bus operators in respective areas. "If bus operators in some areas are not ready to implement the geo-fencing system, we will implement it. Road safety authority has already earmarked Rs 2 crore for this purpose," said Kumar. "The overlapping of timings of buses from different routes converging at main routes is a major issue. We are hopeful that the geo-fencing system will resolve this issue completely as it will help ensure accuracy in the time schedule," he added. "Govt will strictly implement the rule regarding the time schedule. The time gap between two buses would be five minutes in city areas and it would be ten minutes in rural areas. The geo-fencing system will ensure that all buses are keeping their time schedule, as the geo-fencing clearly records the time of passing of buses at each point. At the state transport authority (STA) meeting held in Thiruvananthapuram on Friday, bus operators agreed to follow the guideline," he said. Transport commissioner Nagaraju C recently said geo-fencing system was successfully implemented on Palakkad-Thrissur route and transport department was planning to replicate it across the state. The system will trigger alerts when a bus enters or exits select points or exceeds a speed limit within a specific zone. Kumar said that bus operators have been strictly directed to avoid appointing people with a criminal background as staff. "A group of bus operators protested against me when I made a statement against drivers who are involved in drug peddling and violence against women. I still stick to my stand. We cannot agree with appointing people with an anti-social mindset as drivers, conductors or any other staff of the bus," he said. In a sweeping enforcement action, the Uttar Pradesh State Transport Department on Friday said it has cancelled over 8,000 transport permits and suspended over 700 for violations ranging from expired validity to breach of statutory conditions. The move, aimed at tightening compliance and improving road safety, also saw three permits linked to fatal crashes -- each involving four to five deaths -- revoked with a one-year ban on fresh issuance to the operators concerned, it said. According to an official statement, the decisions were taken at a meeting of the State Transport Authority (STA) held on August 7, where members reviewed permit matters, clean-fuel compliance in the National Capital Region (NCR), school vehicle safety, and the functioning of Accredited Driving Training Centres (ADTCs). "A total of 8,322 permits were cancelled to ensure strict compliance with age limits, expiry and other statutory conditions... It was decided to suspend 738 permits for 45 days," the statement said. Notices have been issued to 1,200 permit holders whose permits expired more than seven years ago without renewal, while pending renewal and transfer applications have been disposed of in line with the Motor Vehicles Act provisions, it added. "These decisions of the State Transport Authority (STA) have been taken keeping road safety, passenger interest, and environmental protection paramount. There will be strict action on rule violations, while service continuity will also be ensured by approving permits on essential routes. All operators are expected to fully comply with legal provisions and permit conditions," Transport Commissioner Brajesh Narain Singh said. The STA also approved measures to curb vehicular pollution in the NCR, in line with the Commission for Air Quality Management (CAQM) directives. From November 1, 2025, only BS-VI CNG, LNG or electric light, medium, and heavy goods vehicles will be allowed entry into the NCR, while from November 1, 2026, buses entering the region must run on CNG, electricity, or BS-VI diesel. These requirements will be incorporated into permit conditions. For school vehicles, divisional transport authorities have been directed to strictly enforce fitness and safety norms, with violations leading to action against the vehicle's permit, according to the statement. The STA also acted against non-compliant ADTCs, cancelling 11 letters of intent where the institutions failed to set up training centres within a year. New centres will only be approved in line with national rules and after verification by authorised testing agencies, it stated. In a move to improve monitoring, the STA emphasised strict adherence to Rule 103 of the Uttar Pradesh Motor Vehicles Rules, 1998, mandating detailed daily records for each transport vehicle. It also proposed a NIC-developed online module integrated with VAHAN 4.0 to record vehicle operation details, driver hours, routes, and passenger or goods data accessible to transport authorities for inspection.

THIRUVANANTHAPURAM: A meeting of State Transport Authority (STA) held in Thiruvananthapuram decided to issue notification regarding scheduling of the private stage carriages to avoid competition and ensure road safety. The authority discussed fixing a mandatory gap of five minutes between successive private stage carriage buses operating on the same route within municipal areas. In rural areas, the interval will be set at 10 minutes. The meeting also proposed introducing an auction process to resolve situations where multiple applicants seek the same time slot for stage carriage operations. According to an STA officer, the revised intervals are aimed at easing congestion at bus stops, curbing aggressive driving, and reducing accident risks. The officer added that the notification will be issued soon, under the provisions of Rule 212(1) of the Kerala Motor Vehicles Rules. The meeting also reviewed plans to implement a GPS-based geo-fencing and monitoring system across all public transport vehicles. However, Hamsa Erikunnan, general secretary of the Kerala State Bus Operators Federation, criticised the five-minute gap proposal as impractical. 'As per the current permit the buses cannot keep the 5-minute time gap. The government may implement it when it issues new permits,' he said.
