Monsoon Session: Opposition uproar over Bihar SIR stalls Parliament for fifth consecutive day

NEW DELHI: Both houses of the Parliament were adjourned for the fifth consecutive day of the Monsoon session on Friday, as Opposition protests continued over the revision of electoral rolls (SIR) in Bihar. No significant legislative business was transacted for the fifth straight day.
The Rajya Sabha proceeding was adjourned for the day shortly after it reassembled at noon on Friday as Opposition parties started raising slogans demanding the withdrawal of the Special Intensive Revision (SIR) of voter rolls in Bihar. The House will now meet at 11 am on Monday.
When it met at noon, BJP MP K Laxman started a discussion and wanted to know the details of Viksit Krishi Sankalp Abhiyan from Shivraj Singh Chouhan, the Minister of Agriculture and Farmers Welfare.
While Chouhan rose to speak, the Opposition MPs continued their protest and raised slogans demanding that the SIR exercise be stopped. Chouhan said that he wanted to answer the question as it is important and related to the welfare of farmers and women, but the Opposition didn't relent.
He said that it was the vision of Prime Minister Narendra Modi that the benefits of scientific research should reach the farmers in real time, and that's why the government started Viksit Krishi Sankalp Abhiyan.
BJP MP Ghanshyam Tiwari, who was in the Chair, tried to urge the protesting members, but when he failed to do so, he adjourned the House for the day to reassemble on Monday.

Rahul Gandhi's demand was for electronic data of the voter list, which could be scanned using software to determine how many votes were cast on a single EPIC number... The reason for the SIR happening in Bihar was questioned. It had been thoroughly tested in 2003, which took 2 years in Bihar, but this time they wanted to do it in 1 month..." Meanwhile, the Lok Sabha is set for a packed agenda on Monday, with multiple committee reports, ministerial statements, and significant legislative business scheduled for discussion. The day's proceedings will begin at 11 am with questions entered in a separate list to be asked and answers given. This will be followed by the laying of papers on the table by ministers from various departments, including Gajendra Singh Shekhawat for the Ministry of Culture; Jayant Chaudhary for the Ministry of Education; Pankaj Chaudhary for the Ministry of Finance; Kirtivardhan Singh for the Ministry of Environment, Forest and Climate Change; and Sukanta Majumdar for Ministry of Education.

Opposition MPs, including Rahul Gandhi, have been detained during the protest march from Parliament House to the Election Commission headquarters here on Monday. The MPs took out a march to protest against the voter roll revision in Bihar. However, they were stopped by police midway at Transport Bhawan. "Democracy being assaulted, murdered right outside Parliament," Congress's Jairam Ramesh said. "It's a fight to protect the Constitution... We want a clean voter list," says Rahul Gandhi. Wearing white caps with a red cross on the words 'SIR' and "vote chori", the protesting MPs raised slogans against the Special Intensive Revision (SIR) exercise in Bihar while carrying placards and banners. Before embarking on the protest march at Parliament's Makar Dwar, they sang the national anthem. Police had made elaborate arrangements and placed barricades next to the Transport Bhawan on Parliament street to stop the protesting MPs from moving forward, The police asked the MPs not to proceed further and made announcement through a a loudspeaker, as they were prevented from moving forward to the Election Commission headquarters, a short distance from Parliament House. Prominent among those who participated in the march were T R Baalu (DMK), Sanjay Raut (SS-UBT), Derek O'Brien (TMC), Congress general secretary Priyanka Gandhi Vadra, Samajwadi Party's Akhilesh Yadav, as well as other MPs from opposition parties like the DMK, the RJD, Left parties.
