Jordan: Royal court chief inspects progress on Royal development projects in Zarqa

AMMAN — Royal Court Chief Yousef Issawi, who also heads the committee overseeing the implementation of Royal Initiatives, on Saturday inspected progress on development projects in the Tilaal Al Phosphate area (Phase II) and Wadi Al Ash in Zarqa Governorate.
Issawi was accompanied by several senior officials, including Minister of Local Administration Walid Masri, Minister of Agriculture Khaled Hneifat, Minister of Industry, Trade and Supply Yousef Qudah, Minister of Environment Muawieh Radaideh, Zarqa Governor Firas Abu Qaoud, Director of the Royal Department for Environmental Protection Brig. Gen. Tembi Hamkari, Chairman of the Zarqa Chamber of Industry (ZCI) Fares Hammoudeh, Ruseifa Mayor Shadi Zeinati and Deputy Zarqa Mayor Fathi Khalayleh, according to a Royal Court statment.
Two ministerial committees, led by the Minister of Local Administration and comprising representatives of all relevant bodies, were overseeing the rehabilitation of the two sites. Their objective was to address environmental and infrastructure challenges and transform the areas into economic hubs through integrated planning, infrastructure development, and the allocation of land for investment, all in line with Royal directives.
In Ruseifa District, the delegation visited lands rehabilitated in Phase I, spanning around 134 dunums. These lands are earmarked for parks, recreational spaces, and investment projects that will serve residents of Ruseifa and nearby communities.
Masri presented scenarios for future development, with the Ministry of Local Administration set to commission a specialised consulting firm to prepare studies and plans, guided by committee proposals and local community needs. The government will provide public services and infrastructure, while inviting private sector investment.
The tour also included a visit to state-owned factories established on part of the Tilaal Al Phosphate lands, where Issawi was briefed on their operations. He also inspected the site of the former livestock market, which was relocated due to environmental and public health concerns.
At the entrance to Ruseifa along the Amman-Zarqa highway, Issawi toured the remaining phosphate hills that are slated for landscaping and rehabilitation. Plans include levelling, laying red soil, planting trees, and beautification efforts to improve the area's visual appeal.
The delegation also reviewed the status of Ruseifa National Park. Discussions focused on the park's rehabilitation and the enhancement of its agricultural and recreational facilities. As one of the city's oldest parks and once its only major public outlet, the site will be managed and redeveloped by Ruseifa Municipality. The Central State Properties Committee has officially approved allocating the park land to the Ministry of Local Administration.
In the Wadi Al Ash industrial zone, Issawi reviewed redevelopment efforts aimed at establishing a hub for light industry. The area will benefit from improved infrastructure, road networks, upgraded entrances and exits, and updated regulatory frameworks.
The tour included inspection of a new 1,200-metre internal road connecting the industrial zone to the Amman-Zarqa highway. The road, part of the Royal Initiatives, features four lanes, a central median, a redesigned roundabout, and a monument donated by the Zarqa Chamber of Industry to commemorate the Jordanian state's centennial.
Issawi also followed up on efforts to link the area with the Amman Development Corridor. The two connecting roads are around 42 per cent complete and are expected to be finalised by the end of July.
Further stops included visits to 49 brick and stone-cutting factories, 28 of which are built on 48 dunums of state land, with the rest on private plots. Authorities are currently assessing options to integrate these facilities into the broader master plan, with attention to environmental standards, health regulations, and optimal land use.
Issawi was briefed on infrastructure upgrades and the challenges facing industrial and service development in the area, including road networks and utility provision. He emphasised the importance of removing obstacles, streamlining procedures, and ensuring quick, tangible outcomes, in accordance with Royal directives. He also urged full coordination and immediate action by all concerned agencies within their respective mandates.

Arab Finance: Egypt and Jordan signed 10 documents to strengthen bilateral cooperation at the conclusion of the 33rd session of the Egyptian-Jordanian Joint Higher Committee, held in Amman, as per a statement. The signing ceremony, attended by Egypt's Prime Minister Mostafa Madbouly and Jordan's Prime Minister Jaafar Hassan, took place at the Jordanian Prime Ministry headquarters. The agreements covered multiple sectors. An executive program was signed to activate a memorandum of understanding (MoU) between Egypt's Ministry of Endowments and Jordan's Ministry of Endowments, Islamic Affairs, and Holy Places. Another executive program was signed between Egypt's General Authority for Investment and Free Zones (GAFI) and the Jordanian Group for Free and Development Zones for the fiscal year (FY) 2025/2026. Both were signed by Egypt's Minister of Planning and Economic Development, and International Cooperation Rania Al-Mashat, and Jordan's Minister of Industry, Trade, and Supply Yarub Al-Qudah. An MoU on consumer protection was signed by Egypt's Consumer Protection Agency head Ibrahim Al-Sajini and Al-Qudah. The Ministry of Local Development of Egypt and Jordan's Ministry of Local Administration also signed an MoU on cooperation in local development, signed by Egypt's Minister of Local Development and Acting Minister of Environment Manal Awad and Jordan's Minister of Local Administration Walid Al-Masri. In the field of heritage preservation, Egypt's Supreme Council of Antiquities and Jordan's Department of Antiquities signed an agreement to protect and recover cultural property and combat illicit trafficking in antiquities. Other agreements included an executive program for scientific cooperation between Egypt's National Planning Institute and Jordan's Ministry of Planning and International Cooperation; an executive program on youth cooperation for FY 2025/2028; an MoU on government procurement between the two finance ministries; and an MoU launching a high-level financial dialogue. It is worth mentioning that the volume of trade exchange between Egypt and Jordan exceeded $1 billion in 2024, compared to $734 million in 2020. Office development pipeline in Dubai grows to 138 million sqft Office leasing requirements in Abu Dhabi up 110% year-on-year in H1 2025 Dubai, UAE: A wave of new office developments is on the horizon in Dubai and Abu Dhabi amid surging demand and record occupancy levels. In Dubai alone, 83 office sales valued at more than AED 10 million were completed in the first half of 2025, a 207% uplift on the 27 deals seen in H1 2024, according to the Dubai Office Market Review from global property consultancy Knight Frank. Downtown continues to dominate Dubai's office sales market, with average prices climbing to more than AED 5,000 psf in H1 2025, significantly outpacing all other submarkets. Business Bay, which has delivered 21.2% growth since 2020, held its position as the second most expensive submarket, with average prices topping AED 2,000 psf for the first time in H1. Off-plan sales – a key indicator of a healthy market – have also been increasing. Largely concentrated in Business Bay, which is set to deliver more than 1.3 million sqft of office spaces through this model, the surge reflects the strength of investor confidence in purchasing office assets in the city's prime financial hub. In the leasing market, at an average of AED 400 psf for fitted offices, DIFC remains Dubai's most expensive office location. However, robust rental growth has also been recorded in other established submarkets, including The Greens (AED 260 psf), Dubai Design District (AED 280 psf) and Business Bay (AED 251 psf). The business services sector continues to be the main driver of office requirements across Dubai, accounting for 38% of total demand in H1 2025, followed by the tech sector (31%), real estate (12%) and banking and finance (10%). Faisal Durrani, Partner – Head of Research, MENA, said: 'Confidence in Dubai as a global business hub remains exceptionally strong. Indeed, this is reflected in record low vacancy rates for Grade A stock across the city, which stands in sharp contrast to many other global gateway cities. The technology and trading systems sector has emerged as major driver of demand, while sustained activity from financial, real estate and business consulting firms underscores the city's appeal to a diverse range of global occupiers. Developers are moving quickly to capitalise on current demand, with a further 25.2 million square feet expected by 2030, when we forecast the total office stock in the city to approach 148 million square feet. 'The confidence in the office sector is further evidenced by the boom in high-value transactions, with the number of office sales over AED 10 million setting a record of 83 sales in H1 2025.' In another indicator of rising demand, DIFC reported its busiest H1 period on record for new company registrations since it opened in September 2004. A total of 1,081 new registrations between January and June has increased the total number of companies active in the centre to 7,700. Notably, there has been an increase in insurance firms setting up offices in DIFC and it is now home to 135 insurance-related businesses. The number of banking and capital markets businesses operating in DIFC rose to 289 at the end of H1 2025, while the number of wealth and asset management firms climbed to 440 over the same period, representing year-on-year increases of 17% and 18.9%, respectively. Adam Wynne, Partner – Head of Commercial Agency, UAE, said: 'Market dynamics are driving a clear trend towards consolidation and rightsizing. With existing grade-A space effectively full, large corporations are leveraging the new development pipeline to consolidate their regional operations into more efficient and higher-quality headquarters. Strong demand from single occupiers for entire floors or buildings within the upcoming supply in hubs like DIFC and Business Bay points to this strategic move, as global HQs seek modern buildings that align with corporate mandates.' DUBAI OFFICE SUPPLY TO DOUBLE Office supply in Dubai is set to grow by 15.8 million square feet, with Knight Frank forecasting the total gross leasable area in the emirate will reach 137.8 million sqft by 2030. This development pipeline is heavily concentrated in DIFC, which is forecast to add more than 7 million sqft of build-to-rent office space between 2025 and 2030. Business Bay is also a key growth area, with build-to-sell schemes forming a core part of its future supply, highlighting strong investor confidence in this submarket. Wynne said: 'In response to near-total occupancy in prime buildings, a significant wave of new supply is on the horizon. We are tracking more than 8 million sqft of new office space due to be delivered by 2028, with much of this space being sold off-plan before completion, a notable change from historic trends.' ABU DHABI'S RISING REQUIREMENTS Knight Frank's Abu Dhabi Office Market Review for H1 2025 recorded more than 5 million sqft of office requirements in the first half of the year, representing a 110% increase on H1 2024. As in Dubai, the business services sector is the largest demand driver, accounting for 32% of the total, followed by government entities at 9%. Durrani said: 'New rental contracts in Abu Dhabi have been a primary driver of market activity this year, with transaction volumes experiencing a significant peak in January, signalling fresh demand and business expansion in the UAE capital. Mirroring Dubai, with occupancy levels at record highs across grade-A stock, limited availability is driving up rents for best-in-class space'. Musaffah recorded the most significant quarter-on-quarter rental growth in Q2 2025 (73%), followed by Al Bateen (68%) and Al Hisn (19%). This was balanced by more established districts such as Al Danah (-2%) and Al Nahyan (-7%) experiencing minor rental corrections in Q2, driven in part by a higher concentration of older secondary stock. James Hodgetts, Partner – Occupier Strategy & Solutions, MEA, said: 'There is good news on the horizon, with a strong pipeline of high-quality developments poised to be welcome additions to the Abu Dhabi office market. This new supply is likely to help ease current constraints, offering occupiers greater choice and setting new benchmarks for quality, sustainability and design.' Imminent completions include Aldar's HB Tower in Yas Island (238,647 square feet) and the Saas Business Tower on Al Reem Island (129,210 square feet). Both developments offer the flagship, grade-A space that will appeal to international and domestic corporate occupiers. Shehzad Jamal, Partner – Strategy and Consultancy, MENA, said: 'Demand is expected to remain robust and will likely continue to outpace the delivery of new premium supply for the remainder of the year, fuelling further rental growth in the prime segment across Dubai and Abu Dhabi. Pre-leasing activity for the landmark projects scheduled for 2026-2028 will be a key indicator of market sentiment. We expect the performance gap between grade-A, well-located assets and older, secondary stock to widen further as the flight-to-quality trend intensifies in the short-term.' Jordan issues tender to buy up to 120,000 tons wheat

HAMBURG: Jordan's state grain buyer has issued an international tender to buy up to 120,000 metric tons of milling wheat, which can be sourced from optional origins, European traders said on Wednesday. The deadline for submission of price offers in the tender is August 19. A new announcement had been expected by traders after Jordan made no purchase in its previous tender for 120,000 tons of wheat on Tuesday. Shipment in the tender is sought in a series of possible combinations in consignments of 50,000 to 60,000 tons between October 1-15, October 16-31, November 1-15 and November 16-30. These are the same shipment periods as requested in Tuesday's tender. Jordan has also issued a separate purchase tender seeking 120,000 tons of animal feed barley, closing on Wednesday.
