President Ramaphosa to undertake Working Visit to the Kingdom of Lesotho

President Cyril Ramaphosa will tomorrow, Wednesday, 23 April 2025, undertake a Working Visit to Maseru, Lesotho, to Co-Chair the Second Session of the Bi-National Commission (BNC) between the Republic of South Africa and the Kingdom of Lesotho, with His Excellency Samuel Ntsokoane Matekane, Prime Minister of Lesotho.
This South Africa–Lesotho Bi-National Commission (BNC) follows the Inaugural Session which was held in September 2023 in Pretoria.
The elevation of bilateral cooperation to a BNC level in 2022 was a recognition of the solid foundation upon which relations between the two countries are founded.
Further, it is a practical demonstration of the two countries' resolve that cooperation in various sectors should benefit all.
South Africa will use the upcoming session of the BNC to promote greater solidarity among countries of the region and the South in the light of geopolitical shifts.
South Africa will also underscore the strategic importance of the Lesotho Highlands Water Project (LHWP) and highlight a need to expedite the speedy implementation of Phase II of the project, taking into consideration the agreed timelines and allocated budget.
Many South African companies have made significant investments in Lesotho, which have created thousands of jobs.
The Bi-National Commission is expected also to reflect on the movement of people between the two states.
This week's engagement between the two countries will, among other discussions, focus on:
Fostering stronger political and bilateral relations between the two countries;
Deepening economic cooperation;
Reviewing implementation of the outcomes of the inaugural session of the BNC and identifying new priority areas; and
Exchanging views on regional, continental and global issues of mutual concern.
The BNC will be preceded by the Meeting of Senior Officials (SOM) and the Council of Ministers Meeting scheduled for 22 April 2025.
President Ramaphosa will be accompanied by 15 Ministers.

President Ramaphosa offers his condolences to the extended family of the late Judge Sangoni Aah! Dilizintaba, who was a senior traditional leader of the Qokolweni-Zimbane Traditional Council at Mthatha. President Ramaphosa said: 'The passing of Justice Sangoni is a devastating loss to his family and immediate community and it is a profound loss to our judiciary and our legal heritage. 'Judge Sangoni lived for justice and the improvement of the material conditions of communities in the Eastern Cape and elsewhere through constitutionally sound, progressive jurisprudence. 'Under his leadership, the Judiciary in the Eastern Cape also applied its mind collectively and individually to matters pertaining to the development of this economically vital province. 'Judge Sangoni served the people of the Eastern Cape from the Bench and through his deep involvement in community life in his role as a traditional leader – a role which enriched his adjudication of a broad range of matters placed before the courts. 'We will continue to appreciate his contribution to the rule of law and the wisdom of law in our country and to the communities in which he lived and served with distinction. DP World has unveiled a new global initiative aimed at making golf more accessible to underserved youth, launching its first purpose-built Clubhouse in Cape Town, South Africa. The project builds on the success of DP World's Second Life Container Initiative, which repurposed shipping containers to distribute over 350,000 golf balls worldwide. Now, through the Clubhouse program, the company is taking a step further—transforming unused containers into fully equipped golf hubs tailored to the needs of grassroots programs around the world. Each Clubhouse will offer essential golf equipment, storage, and training aids, delivered using DP World's logistics network. The aim is to create safe, engaging environments for young players to learn and grow through golf, particularly in communities with limited access to the sport. The first unit was donated in partnership with the Sally Little Golf Trust, a South African non-profit dedicated to empowering young women through golf. The Trust uses the sport to instill values like honesty, integrity, respect, and perseverance—skills seen as critical for academic and personal development. Bureau of Immigration (BI) Commissioner Joel Anthony M. Viado publicly denied a string of corruption and misconduct allegations leveled against him by anonymous employees of the agency, calling the accusations 'patently false' and the product of a 'well-funded smear campaign.' The allegations surfaced in a letter dated June 2 and reportedly sent to President Ferdinand Marcos Jr. The letter, obtained by the Inquirer, claims that Viado abused his authority by facilitating the special release of foreign nationals linked to illegal Philippine offshore gaming operators (POGOs), bypassed standard deportation procedures, and was involved in questionable transactions related to quota visas and procurement processes. The anonymous employees expressed concern that, if left unaddressed, the issues could damage both the integrity of the Bureau and the image of the Marcos administration. Responding to inquiries from the media, Viado said he would have preferred to ignore the 'handiwork of shadowy characters hiding beneath the mask of 'concerned employees,'' but acknowledged the need to present his side. 'All the allegations contained in the alleged 'white paper' are patently false,' he said. 'We have already identified the parties behind this orchestrated and well-funded campaign aimed at shoving the agency into negative limelight once again. We shall expose these parties at the appropriate time and venue.' Viado disclosed that he had received warnings about possible retaliation from vested interests whose underground operations were disrupted by reforms currently being implemented at the BI. He claimed that some of those behind the campaign were former insiders who had been subject to the agency's one-strike policy or had personal grievances over denied requests. According to Viado, a senior BI official who now 'pretends to be a whistleblower,' previously attempted to pressure his office into releasing a Chinese national with alleged political connections to the past administration. He believes his refusal to accommodate that request may have triggered the campaign to discredit him. 'I have disregarded these warnings because the mandate I accepted was never about protecting myself, but about cleaning up a system long plagued by abuse,' Viado stated. 'If the price of reform is to be the target of black propaganda, then so be it.' The commissioner reiterated that the Bureau is prepared to fully cooperate with any investigation that may be initiated by relevant government bodies. 'Should any pertinent agency of the national government decide to look into the supposed 'allegations,' I reiterate the commitment of the Bureau to lend its fullest support,' he said, noting that he had already extended the same assurance to the committee of Senator Imee Marcos. Viado also confirmed that the Department of Justice (DOJ) had been informed of the situation, including the identities and motives of the individuals believed to be behind what he described as an 'orchestrated campaign' against his leadership. He warned those responsible that they 'shall be exposed in due time,' insisting that the public deserves the truth. 'It is unfortunate that these interests are using the name of the hardworking men and women of the Bureau to mask themselves and their hideous agenda,' Viado said. 'No amount of smear will stop us from continuing our efforts at reforms in the agency. The truth will stand.'
