CM sanctions creation of two more battalions of Odisha Industrial Security Force

Bhubaneswar, Jul 23 (PTI) Chief Minister Mohan Charan Majhi has sanctioned 2,080 posts for the creation of two more battalions of Odisha Industrial Security Force (OISF), an official notification issued by the home department said on Wednesday.
This has been done because of the growing industrial activities in the state, official sources said.
Of the new 2,080 posts, 1,944 will be regular, while 136 will be outsourced, the notification said, adding that with this decision, the OISF will have four battalions.
The new battalions will be known as 3rd and 4th battalions, it said, adding that the total number of posts under the OISF will be 4,927.
'The state government is taking steps to focus on industrial growth in the state…The industrialisation process in the state has accelerated after the Excellence Odisha-Make in Odisha 2025," a CMO release said on Wednesday.
Noting that the creation of an industrial atmosphere and peaceful industrial activities in the state is essential, Majhi sanctioned two more battalions under OISF, the CMO statement said.
The state government in the last eight months has created as many as 21,000 new posts under the Odisha Police.
The process will adhere to relevant recruitment rules and the provisions of the ORV (Odisha Reservation of Vacancies) Act.
Salaries will be based on the ORSP Rules, 2017, with other allowances sanctioned by the government. These will be effective from the date the posts are filled, it said.
Various services for the new proposed battalions will be outsourced through service provider agencies. These services include cooks, sweepers, barbers, and dhobis. An indicative manpower of 136 individuals is projected for these outsourced services across both new battalions, it said.
In a related development, the state government has decided to establish 56 new courts across Odisha, a notification issued by the law department said.
Chief Minister Majhi has approved creation of 840 posts for the new courts.
The sanctioned posts include 56 civil judges and other supporting staff. PTI AAM SBN AAM SBN

Veteran filmmaker Adoor Gopalakrishnan's controversial statements at the Kerala Film Policy Conclave on the Kerala government's project to promote filmmakers from Scheduled Caste and Scheduled Tribe (SC/ST) communities and the one for women filmmakers, kicked up a storm on Monday (August 4, 2025), with Ministers, Dalit activists and filmmakers criticising him for his stand. Dalit activist Dinu Veyil filed a complaint under the SC/ST (Prevention of Atrocities) Act with the Museum Police in Thiruvananthapuram and with the Kerala State SC/ST Commission against the filmmaker. Mr. Gopalakrishnan had said the government's project under which ₹1.5 crore is provided to aspiring women filmmakers and those from the SC/ST communities will pave the way for corruption. The intent behind the project is good, but they should be given at least three months of intensive training to make films, he had said, calling for a reduction in the amount to ₹50 lakh. Minister for Cultural Affairs Saji Cherian had disagreed with him on stage and said 'even ₹1.5 crore is insufficient to make quality films in these times.' He also stressed upon the need to support filmmakers from these communities as they 'have not got any mainstream opportunities in the almost 100-year old history of Malayalam cinema.' In a Facebook post on Sunday seemingly referring to his comments, Higher Education Minister R. Bindu wrote that 'it doesn't matter if all the time spent in the global film platforms does not lead to a broadening of the mind and turn you into a better human'. Speaking to the media on Monday, she said it is the responsibility of democratic institutions to ensure justice for communities who have been denied the same for thousands of years. 'It is the government's responsibility to aid not just the creative expression of women and those from the SC/ST communities, but to bring them to the mainstream leadership roles in all spheres of life. This project is one of the best interventions that the Culture department has taken up,' she said. Filmmaker Bijukumar Damodaran, who said he is a filmmaker from an SC community who has made 15 award-winning films without any training, accused Mr. Gopalakrishnan of insisting on intensive training only in the case of SC/ST and women filmmakers 'because he is using separate lens to look at them.' Adoor doubles down on his criticism Meanwhile, in an interaction with the media, Mr. Gopalakrishnan doubled down on his criticism and said he was 'not against providing financial assistance to anyone, but the beneficiaries should be provided adequate training and orientation before the disbursal of funds.' He also reiterated his demand that the amount of ₹1.5 crore for each filmmaker should be reduced to ₹50 lakh and divided among three filmmakers from these communities, thus giving opportunities to more people. 'I have not insulted anyone. If anyone can prove from the recorded visuals that I have, I can apologise. I am not responsible for the interpretations of my speech. My intention was that they should be provided a proper understanding of the cinema medium. Without that, they will end up not going any further than this one film. They shouldn't disappear after making one film. I am speaking for them, not against them. Many of those who made films through the project had complaints because they lacked knowledge about filmmaking and the processes involved. The Culture Minister does not know that filmmaking is a specialist job that requires years of experience because he is not a specialist in cinema. He shouldn't have defended the project,' he said. Criticises singer Mr. Gopalakrishnan also criticised singer Pushpavathy who raised voices of protest against him during his speech at the conclave and questioned those, including the Ministers, present 'for not stopping her.'

Biometrics, docs confirm 3 slain Pahalgam attackers were Pak nationals: Report

Security agencies have confirmed that the three foreign terrorists killed in the Dachigam forest encounter on July 28 were Pakistani nationals, citing biometric evidence and documents issued by the Government of Pakistan, reports news agency PTI. After an intense firefight between terrorists in the Harwan area, three heavily armed terrorists were killed in an encounter under Operation Mahadev.(Basit Zargar/ANI) The slain men, identified as senior Lashkar-e-Taiba (LeT) operatives, were eliminated during 'Operation Mahadev' on the outskirts of Srinagar. They had been hiding in the Dachigam-Harwan forest belt since the April 22 terror attack in Pahalgam's Baisaran meadow that left 26 people dead. Officials told PTI said the evidence collected, including biometric data from Pakistan's National Database and Registration Authority (NADRA), laminated voter slips, digital satellite phone data, and GPS logs, conclusively established their Pakistani identity. They confirmed that no local individual was among the attackers. 'For the first time, we have government-issued Pakistani documents that prove the nationality of the Pahalgam attackers beyond doubt,' a senior official said. The three terrorists were identified as: Suleman Shah alias Faizal Jatt – A-category terrorist, lead shooter, and mastermind; Abu Hamza alias Afghan – A-grade commander and second gunman; Yasir alias Jibran – A-grade commander and third shooter. Pakistani-issued documents, including two laminated voter slips from the Election Commission of Pakistan, were recovered from the bodies of Shah and Hamza. These slips correspond to voter rolls from Lahore (NA-125) and Gujranwala (NA-79), respectively. Investigators also recovered a micro-SD card from a damaged satellite phone, containing NADRA-linked Smart-ID data—fingerprints, facial scans, and family trees—verifying the men's citizenship and addresses in Changa Manga (Kasur district) and Koiyan village near Rawalakot in Pakistan-occupied Kashmir (PoK). Additional items recovered included Pakistani-manufactured goods, such as wrappers of 'CandyLand' and 'ChocoMax' chocolates made in Karachi. Lot numbers on the wrappers matched a consignment sent to Muzaffarabad, PoK, in May 2024. Ballistic analysis confirmed a match between the 7.62x39 mm cartridge casings found at the Baisaran attack site and the three AK-103 rifles recovered from the July 28 encounter. DNA analysis of blood on a torn shirt found in Pahalgam also matched the mitochondrial profiles of the three slain men. According to officials, the terrorists had infiltrated into India through the Gurez sector of north Kashmir in May 2022, with intelligence intercepts recording their radio check-in from the Pakistani side. On April 21, the trio took shelter in a seasonal hut near Hill Park, 2 km from Baisaran. Two detained locals—Parvaiz and Bashir Ahmad Jothar—told investigators they had provided food and overnight shelter to the attackers before they proceeded to carry out the massacre the following day. GPS coordinates retrieved from a Garmin device carried by Shah matched eyewitness reports of firing positions during the attack. After the assault, the terrorists fled towards the Dachigam forest, where they remained hidden until the encounter. Officials also said a Huawei satellite phone (IMEI 86761204-XXXXXX) used by the attackers was actively pinging the Inmarsat-4 F1 satellite nightly between April 22 and July 25. Triangulation of its signal narrowed their hideout to a four-square-kilometre area within Harwan forest. Sketches of three suspects—Hashim Musa, Ali Bhai alias 'Talha', and local resident Adil Hussain Thoker—were initially released by Jammu and Kashmir Police on April 24. However, post-encounter verification revealed those images were based on unrelated photographs from a separate shootout in December 2024. Officials added that command-and-control links traced back to Pakistan further reinforced the country's involvement. LeT's south Kashmir operations chief, Sajid Saifullah Jatt of Changa Manga, Lahore, was identified as the overall handler. His voice samples matched intercepted communications retrieved from the satellite phone. Following the July 28 encounter, Rizwan Anees, LeT's Rawalakot chief, reportedly visited the families of the slain terrorists and organised Ghaibana Namaz-e-Janaza (funeral prayers in absentia) on July 29. Footage of this gathering has been added to India's official dossier on the case, officials said.

Last Updated: New Delhi, Aug 4 (PTI) If you are a true Indian, you wouldn't say such a thing, the Supreme Court on Monday said as it censured Congress leader Rahul Gandhi over his alleged derogatory remarks about the Indian Army during his Bharat Jodo Yatra. The top court, however, stayed the proceedings initiated in the matter against Gandhi before a Lucknow court. A bench of Justices Dipankar Datta and Augustine George Masih issued notice to the Uttar Pradesh government and the complainant in the case. 'You are leader of opposition. Why don't you say things in Parliament, why do you have to say it on social media?" the bench asked. The top court continued, 'How do you get to know that 2,000 sq km of Indian territory has been occupied by Chinese? Were you there? Do you have any credible material?" The bench further asked, 'Why do you make these statements without having any material? If you are a true Indian, you won't say such a thing." Senior advocate Abhishek Singhvi, appearing for Gandhi, submitted if the leader of opposition cannot raise issues, it would be an unfortunate situation. 'If he can't say these things which are published in the Press, then he can't be a leader of opposition," Singhvi submitted. On the bench's true Indian remark, Singhvi replied," It is also possible that a true Indian will say that our 20 Indian soldiers were beaten up and killed. This it is also a matter of concern." The top court then said, 'When there is a conflict across the border, is it unusual to have casualties on either sides?" Singhvi said Gandhi was only on the point of proper disclosure and raising concerns about the suppression of information. Justice Datta said being a responsible leader of opposition, Gandhi ought not have done it as there was a proper forum to raise such questions. While agreeing that Gandhi could have made the comments in a better manner, Singhvi said the complaint was nothing but an attempt to harass the petitioner. Singhvi referred to Section 223 of Bharatiya Nagarik Suraksha Sanhita and said a prior hearing of the accused was mandatory before the court took cognisance of a criminal complaint, which was not done in the present case. The top court then issued notice on the plea while seeking response in three weeks and stayed the proceedings in the Lucknow trial court. The Allahabad High Court on May 29 dismissed Gandhi's plea. Gandhi challenged the summoning order and the complaint arguing that it was motivated and lodged in mala fide manner. In his plea filed in a court, complainant Udai Shanker Srivastava alleged during the December 2022 Yatra, Gandhi made several derogatory remarks about the Indian Army in context of the conflict with Chinese soldiers. The lower court then summoned Gandhi as an accused for facing trial. Gandhi's advocate Pranshu Agarwal had argued that the allegations appeared to be fabricated just by reading the complaint. It was also argued that Gandhi is not a resident of Lucknow, so before summoning him on this complaint, the subordinate court should have investigated the veracity of the allegations and he should have been summoned only if the allegations were prima-facie found to be fit for trial.
