Social Dialogue: Morocco's 'Authentic' Experience Highlighted in Geneva

Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Sekkouri, highlighted on Monday in Geneva Morocco's 'authentic' experience in social dialogue, which has resulted in two major agreements totaling nearly $10 billion and benefiting over 12 million people.
Delivering Morocco's keynote address to the plenary session of the 113th session of the International Labour Conference (ILC), taking place from June 2 to 13, the official highlighted the relevance of the institutional framework Morocco has put in place and the parallel efforts to secure funding sources for social dialogue.
In the first third of its mandate, he said, the government had focused on building a new institutional infrastructure for social dialogue, working closely with trade unions and employers.
This stage "was not an easy one, as it was marked by serious and fierce discussions and negotiations," Sekkouri acknowledged.
'Once that framework was established, we turned our attention to tax reform and economic performance to ensure we had the means to fund this dialogue,' he added.
'It took us two years to reach two major social agreements, amounting to roughly $10 billion—a significant sum for our national budget. These agreements impact more than 12 million people across various programs under the social state, driven by His Majesty King Mohammed VI,' the minister said.
Sekkouri noted that the agreements led to wage increases, labor tax reform, and progress on a long-awaited strike law—a piece of legislation that had been stalled for nearly six decades.
He also pointed out that the government is dedicating the final third of its mandate to deep structural reforms. The first of these is a major overhaul of the Labor Code, which includes addressing concerns raised in the ILO's recent report on decent work in platform-based jobs.
The minister, who is leading Morocco's tripartite delegation at this year's ILC, is scheduled to take part in several high-level events, including one marking World Day Against Child Labour and another at the Global Coalition for Social Justice Forum. Bilateral meetings are also planned.
The Moroccan delegation includes representatives from the Head of Government office , the Ministry of Economic Inclusion, Small Business, Employment and Skills, Morocco's Permanent Mission to the UN in Geneva, and social partners.
Employers are represented by delegations from the General Confederation of Moroccan Enterprises (CGEM) and the Federation of Moroccan Chambers of Commerce and Services (FCMCIS). The unions' delegation includes leaders from the Moroccan Labour Union (UMT), the General Union of Moroccan Workers (UGTM), and the Democratic Confederation of Labour (CDT).

Morocco's flag carrier Royal Air Maroc (RAM) is expanding its point-to-point network with the resumption of direct flights between Marrakech and French cities Lyon, Toulouse, Nantes, and Bordeaux starting October 10, 2025. The national carrier, a key player in Morocco's tourism sector, will also increase flights on existing routes linking the Red City to Marseille, as well as to Brussels, according to a RAM press release. To better meet demand from French and Belgian tourists as well as Moroccans expatriates in those countries, the new routes will operate on days and schedules adapted to these markets. RAM will operate two weekly flights from Marrakech to Toulouse, Lyon, Nantes, and Bordeaux. Starting October 10, 2025, direct flights to Toulouse and Lyon will operate on Mondays and Fridays, departing Marrakech-Menara International Airport at 8:15 a.m. (local time) and arriving in Toulouse at 11:45 a.m., and departing Marrakech at 3:20 p.m. to arrive in Lyon at 7:20 p.m. Return flights from Toulouse will depart at 12:45 p.m. to arrive in Marrakech at 2:20 p.m., while Lyon departures will be at 8:20 p.m. with arrival in Marrakech at 10:25 p.m. Starting October 11, 2025, direct Marrakech–Nantes flights will operate on Wednesdays and Saturdays, departing at 8:15 a.m. to arrive at Nantes Airport at 12:05 p.m., with return flights leaving Nantes at 1:05 p.m. and landing in Marrakech at 3:00 p.m. From October 12, 2025, the Marrakech–Bordeaux route will operate on Thursdays and Sundays, departing Marrakech at 5:10 p.m. to arrive in Bordeaux at 8:40 p.m., with returns leaving Bordeaux at 9:40 p.m. and landing in Marrakech at 11:20 p.m, the same source details. Additional flights will also be added from Marrakech to Marseille on Wednesdays and Saturdays, and to Brussels on Thursdays and Sundays. The Marrakech–Marseille flights will depart at 4:00 p.m. and arrive at 7:35 p.m., while Marrakech–Brussels flights will leave at 8:15 a.m. and arrive at 12:35 p.m. 'These route resumptions and enhancements are part of our development plan, particularly the point-to-point segment aimed at better connecting major Moroccan destinations with key European source markets such as France and Belgium,' RAM's CEO Hamid Addou, as quoted in the release. Marrakech – Palestinian refugees fleeing the genocide in Gaza have begun arriving in Ceuta by swimming from Morocco. According to Spanish outlet The Objective, three Palestinians have recently reached the Spanish-controlled enclave after crossing the maritime border, seeking asylum and safety from the ongoing atrocities in their homeland. The influx of swimmers trying to reach Ceuta's shores has intensified since late July, making the Spanish enclave the latest front where migration from Morocco continues to increase. In response to this sharp spike in irregular migration attempts, Moroccan and Spanish authorities have significantly ramped up their joint security operations in recent days, as reported by El Mundo. The Spanish outlet reports that Morocco has deployed an unprecedented array of ground and maritime resources along its northern coastline, focusing on intercepting makeshift boats and preventing migrants – many of them unaccompanied minors – from reaching the Spanish enclave. While arrivals to the Canary Islands have begun to slow following agreements between the Spanish government and Mauritania, migratory pressure remains constant in Ceuta. According to the latest figures from the Spanish Ministry of Interior, 1,452 people entered Ceuta by land from January to July – a 7.2% increase compared to last year. These entries occurred via the border fence and through the breakwaters at Tarajal and Benzú. In just the last two weeks of this period, 361 people crossed into the Spanish-controlled territory. La Guardia Civil sources explain that official statistics don't fully capture the continuous attempts to enter the Moroccan Spanish-controlled city by sea. These maritime crossing attempts are, however, documented in internal reports accessible to the government delegation. This past Sunday's early morning hours saw one of the nights with the most attempts to cross into Spain. The journey migrants undertake is increasingly reckless. Swimmers only launch into the water when there's an easterly wind and dense fog covering the coast, conditions that favor their arrival. To avoid detection by La Guardia Civil, migrants are venturing farther out to sea rather than following the coastline near the breakwaters, putting their lives at serious risk. Their only lifesaving devices are tiny floats or vehicle tire inner tubes. At least 16 people have lost their lives in waters near the breakwaters this year, indicating the humanitarian tragedy unfolding in Ceuta. Ceuta's intense migratory summer The migrant population at Ceuta's Temporary Immigration Detention Center (CETI) reflects diverse nationalities beyond Moroccans, including Algerians, sub-Saharan Africans, Pakistanis, Afghans, Bangladeshis, Colombians, and Palestinians who have requested asylum in Spain. The Palestinian refugees are specifically fleeing the Gaza genocide, desperately seeking sanctuary on European soil. Just this Saturday, seven more Moroccan minors entered Ceuta by swimming from Morocco, adding to the intense migratory pressure the enclave has experienced since the beginning of summer. This occurred amid a severely overwhelmed reception system. According to data provided by the Government of Ceuta, the minors' area currently houses more than 480 unaccompanied foreign minors, despite having an optimal capacity of only 132 places. Weather conditions, especially the dense fog recorded in the early morning hours, have been crucial in facilitating these crossing attempts. Poor visibility combined with calm seas provides migrants with an opportunity to jump into the water and reach the Ceuta coast. On Saturday, fog and calm seas led dozens of people to attempt to reach the city through the maritime border at Tarajal. Local authorities anticipate that the current trend of maritime entries, favored by climate conditions and the proximity of the Moroccan coast, will continue in the coming weeks, while reception capacity remains at its limit without sufficient structural reinforcements.
