
Helmet rule flouted by over 70% of riders across AP
Alarmingly, over 98% of pillion riders — both urban and rural — failed to wear helmets last year.
Despite repeated awareness drives and clear mandates from the Committee on Road Safety and the government, helmet use remains sporadic among two-wheeler users across the state. This negligence contributed to 30–35% of road fatalities in Andhra Pradesh.
Within the Vizag police commissionerate limits alone, over five lakh helmet violations were reported in 2024.
Of the 8.72 lakh traffic infractions citywide, 57.6% — more than five lakh — were committed by riders traveling without helmets.
As per Section 129 of the Motor Vehicles Act, 1988, both riders and pillion passengers must wear protective headgear conforming to BIS standards. However, a senior police official noted that widespread disregard for the law continues, placing many lives at risk. On average, the state sees six to eight road crash deaths daily due to non-use of helmets.
Ministry data shows 3,042 fatalities among two-wheeler users in 2022 — including 970 pillion riders — for not wearing headgear.
Most of the patients admitted to trauma centres across the state following road crashes were not wearing helmets at the time of the incident. This group comprises both two-wheeler drivers and pillion passengers who failed to wear helmets and consequently sustained serious injuries.
Authorities say only one to two percent of pillion riders in cities such as Vizag and Vijayawada wear helmets despite repeated appeals and warnings.
Officials expressed concern over the growing disregard for this vital safety practice.
Stringent enforcement and awareness campaigns have contributed to some drop in primary riders without helmets in Vizag. However, pillion riders seem to be ignoring their safety, which could prove fatal in case of road crashes. Despite the series of awareness campaigns, pillion riders continue to neglect this critical safety measure, said a senior police officer in Vizag.

Vizag doctor arrested from RGI Airport
Hyderabad: A Visakhapatnam-based doctor was arrested by Gopalapuram police from Hyderabad's RGI Airport on Monday for her alleged involvement in the trafficking-cum-illegal surrogacy racket being probed by local police. One of the complainants alleged that the doctor colluded with others at Srushti Fertility Clinic and defrauded them. She claimed that Dr Vidyullata and an anaesthetist Kalyani lied to her about the baby girl being born through surrogacy using her and her husband's biological samples. "Later when we went for a DNA test, we realised the claim was false," the complainant claimed. Based on her complaint, Gopalapuram police named Dr Vidyulatha as an accused and nabbed her. "She had come to Hyderabad for some property transaction. We tracked her down and caught her from the RGI Airport while she was planning to return to Visakhapatnam," said a police official. Dr Vidyulatha is currently being interrogated by Gopalapuram police. Dr Vidyulatha along with four others including Dr Namratha and Kalyani were charged under BNS & Surrogacy (Regulation) Act, 2021.

Man held for raping 5-year-old girl
Kendrapada: A 26-year-old man was arrested on Monday in Jajpur district for allegedly raping a five-year-old girl on Sunday evening. According to the police, the father of the victim filed a FIR on Monday, alleging that the accused lured the minor with chocolates to an isolated area in their village. The accused then allegedly raped the child and threatened her with death if she disclosed the incident. Following the FIR, the police swiftly arrested the accused, who is a neighbour of the victim. He has been charged under BNS and the Protection of Children from Sexual Offences (Pocso) Act, 2012. The accused reportedly confessed to his crimes during police interrogation. A medical examination of the victim confirmed the occurrence of rape, stated Sarat Patra, the investigation officer of the case. The man was presented in court on Monday, where his bail application was denied, and he was remanded into judicial custody. The police are continuing their investigation into the case, added Patra.

Double murder: SC/ST national chief visits Pudukottai village
Pudukottai: Chairman of the national commission for scheduled castes and scheduled tribes, Kishor Makwana, visited Avudaiyarkoil in Pudukottai district on Monday where two dalit brothers were hacked to death last month. Makwana visited the village and held discussions with local officials, victims' families, and law enforcement personnel. He was accompanied by central zone IG K Joshi Nirmal Kumar, district collector Aruna, SP Abhishek Gupta and other govt officials. It may be recalled that on the night of July 24, K Kannan, 35, and his younger brother K Karthik, 29, residents of Kamarajar Nagar in Avudaiyarkoil, were hacked to death by an armed gang. The attack occurred when the brothers were chatting near a tank close to their home. The assailants, who arrived on bikes, used machetes to carry out the fatal assault. Six special teams were formed to trace the culprits and so far, sources said eight people have been arrested in connection with the murders. A case was registered under various sections and the SC/ST (Prevention of Atrocities) Act. Police have maintained that the violence was a fallout of a financial dispute over the sale of a high-end sports bike and not a caste violence though the two killed belonged to the SC community.
