Stalin urges Centre to release pending Samagra Shiksha funds, demands 50% share to States in divisible pool of central taxes

Tamil Nadu Chief Minister M.K. Stalin on Saturday urged the Centre to release, without imposing unilateral conditions or further delays, the pending funds under the Samagra Shiksha scheme and increase the share of States in the divisible pool of Central taxes to 50%. He made these appeals while addressing the 10th Governing Council meeting of NITI Aayog, chaired by Prime Minister Narendra Modi in New Delhi.
Mr. Stalin said funds for the Samagra Shiksha scheme had not been disbursed to some States, including Tamil Nadu, because they had not signed the memorandum of understanding (MoU) with the Centre for implementing the PM Schools for Rising India (PM SHRI) scheme. 'Withholding of funds by the Centre to the tune of ₹2,200 crore for Tamil Nadu impacts the education of children studying in government schools and under the Right to Education Act,' he said.
'It is not ideal in a cooperative federal structure, that States should constantly have to fight, argue and approach courts to receive their rightful share of funds. This not only affects the growth of individual States, but the country as a whole,' Mr. Stalin said.
Highlighting the financial strain on State governments, he said, based on the recommendations of the 15th Finance Commission, the share of States in the divisible pool of central taxes was increased to 41 percent. However, over the last four years, only 33.16% of the Union's gross tax revenue had been distributed to States, contrary to the Finance Commission's recommendation, he said.
'On one hand, reduced tax devolution from the Centre has impacted States' finances and on the other, increased spending by States in implementing Union government schemes has added to their financial burden,' Mr. Stalin said, urging the Union government to raise the share of States in the divisible pool of Central taxes to 50 per cent.
He said the long-term vision of the Tamil Nadu government was to achieve inclusive and sustainable economic growth founded on equality and social justice. 'This goal of 'everything for everyone' is what we call the Dravidian Model. Our government has been actively working towards achieving the target of transforming Tamil Nadu into a $1 trillion economy by 2030. The results of our efforts are reflected in various key economic indicators,' he said.
The Chief Minister said Tamil Nadu had been consistently recording an annual growth rate of 8% for the past few years. Last year, the State recorded a growth rate of 9.69%, highest in the country, he said adding that the State was working relentlessly towards an ambitious goal of becoming a $ 4.5 trillion economy by 2047, the centenary of India's independence. 'I assure you that Tamil Nadu will be a significant contributor to India's target of a $30 trillion economy by 2047,' he said.
Urban renaissance
'Our responsibility is to provide the growing urban population with fundamental amenities, robust infrastructure and a high quality of life. A major scheme with substantial funding is necessary for the development of urban centres in our country. The AMRUT 2.0 scheme is nearing completion. At this juncture, there is an urgent need for a new urban renaissance scheme focusing on quality infrastructure, efficient mobility, and sanitation,' he said.
Mr. Stalin also noted that the Clean Ganga initiative had achieved remarkable success in restoring the river. Similar initiatives were needed to clean and rejuvenate major rivers in Tamil Nadu such as the Cauvery, Vaigai and Thamirabarani, as well as other major rivers across the country. The names of such initiatives should be in English for national coherence and regional pride. The respective States could translate the names of such schemes into their regional languages, he said.
'Tamil Nadu will always contribute its best so that all people may prosper, all cultures may flourish and India, in all its diversity, will remain a strong nation. Only when every State progresses independently, with its own unique identity, will a united and strong India stand tall in the world arena. Tamil Nadu will always stand steadfast in support of that vision,' he assured.

Tej Pratap's expulsion came after he announced on social media that he was 'in a relationship for 12 years' with a woman, despite being married and his divorce petition still pending before a family court. He, however, deleted the post a few hours later, claiming on X that his Facebook page was 'hacked'. Days later, Tej Pratap blamed 'greedy people playing politics with him' for his predicament within the party and the family. In a post on X, he said, 'Daddy, if it weren't for you, neither this party would exist, nor would those greedy people like 'Jaichand' who play politics with me. Mom and dad, may you both always stay healthy and happy (sic).' Later, without mentioning his brother and former Bihar deputy chief minister Tejashwi Yadav's name, he said, 'My brother, I would ask you to have faith that I am with you in all circumstances. My blessings were with you and will be so always. Please take care of mummy and papa, Jaichand is outside as well as within.' The Rashtriya Janata Dal (RJD) is set to hold internal elections for its national council and state executive on July 5. Party patriarch Lalu Prasad Yadav is poised to be elected as RJD president for the 13th time, having led the party since its inception in 1997, following a split from the Janata Dal. Lalu is dreaming about winning Bihar polls when he can't even manage his family. The development comes ahead of the upcoming Bihar assembly elections scheduled for later this year. Calling it his biggest personal achievement in the past 11 years, Gadkari said in an interview with Business Standard that millions were engaged in this exploitative labour, especially in states like Jharkhand and West Bengal. Introduction of e-rickshaws in India While e-rickshaws began operating in cities without formal regulations, the government made amendments to the Motor Vehicles (Amendment) Act in 2015 to legalise and regulate them, after recognising their potential to offer affordable and eco-friendly transportation. The Act defined e-rickshaws as a special-purpose battery-powered vehicle for last mile connectivity. Ever since e-rickshaws were included in the ambit of the Motor Vehicles Act, it has gained popularity, especially in the urban and semi-urban areas as a low-cost and zero-emission transport, which offers last-mile connectivity. Why were e-rickshaws introduced? The policy to bring e-rickshaws under the ambit of the Motor Vehicles Act aimed to address several challenges in urban mobility and environmental sustainability. This battery-powered mode of transport provides sustainable and last-mile connectivity to passengers, generates employment, especially for those who were previously involved in the act of carrying or ferrying people on their shoulders or pulling a rickshaw. Star rating for e-rickshaws According to a report in The Times of India, the government is likely to introduce a 'star rating' for e-rickshaws, a move that will ensure that these e-rickshaws have better structural stability and cannot run beyond 25 kmph. The move by the Centre aims to address the safety concerns related to this special-purpose battery-powered vehicle. Gadkari made the announcement earlier this April at an event. He said, 'Govt is working on standards and a safety assessment system for battery-operated e-rickshaws in the country as they suffer from safety issues.' The minister said safety improvements in e-rickshaws will help in improving their quality and generating employment. According to an India Today report, the penetration of e-rickshaws is expected to be faster than that of two-wheelers or buses, reaching 70 per cent by 2030 in the best-case scenario.

Manithaneya Makkal Katchi president M.H. Jawahirullah on Thursday (June 26, 2025) contended that the Waqf Umeed Portal, launched by the Union government for the compulsory registration of Waqf properties, is illegal and constitutes contempt of court. In a statement, Mr. Jawahirullah said the Waqf Amendment Act, 2025, is under judicial review before the Supreme Court of India. 'Not only Muslim organisations, but also all political parties that uphold social harmony have strongly opposed the Waqf Amendment Act. On June 6, the Union government launched the Waqf Umeed Portal and began mandating the compulsory registration of Waqf properties through it. This move is entirely illegal and constitutes contempt of court.' The All India Muslim Personal Law Board has urged Waqf administrators and State Waqf Boards to refrain from registering Waqf properties through the portal until the Supreme Court delivers its judgment, as the Amendment Act itself is in violation of the Constitution, he added.
