
Karnataka state education policy calls to scrap NCERT, proposes reservation in private institutions
Under school education, in a major departure from NEP 2020, Karnataka plans to localize curriculum content, moving away from a reliance on NCERT textbooks and instead developing a Comprehensive Curriculum for School Education (CCSE). The state will also regulate private pre-primary schools through a separate framework and introduce a dedicated regulator for private schools in view of concerns linked to high admission fees, age restriction criteria among others.
Further, the report proposes a structural overhaul, replacing the NEP's 5+3+3+4 model with a simplified 2+8+4 framework: two years of pre-primary, eight years of primary, and four years of secondary education. Notably, it mandates that Kannada or the mother tongue be the medium of instruction up to Class 5 across all school boards, including CBSE and ICSE, a step in line with NEP 2020. The latter recommends that the medium of instruction in schools should be the home language, mother tongue, local language, or regional language up to at least Grade 5, and preferably up to Class 8.
Karnataka's model also introduces a two-language education policy, where Kannada or the mother tongue is taught alongside English, reflective of Siddaramaiah's objection to three language policy citing 'Hindi imposition'. Significantly, the commission also proposes increasing the education budget to 30 per cent of the state's total expenditure, with a planned 5–10 per cent annual increase in per-student spending. It also recommends the establishment of the Karnataka State Open School System, designed to offer flexible learning options for dropouts and working students, and makes Constitutional Values Education a compulsory subject across all schools.
The policy has proposed a significant recommendation to extend the state's reservation policy to private unaided institutions, including universities, deemed universities, and autonomous colleges. Citing Article 15 (5) of the Constitution, the commission has called for the implementation of SC/ST/OBC reservations in admissions within these institutions. The policy also recommends that all admissions in private institutions be brought under a transparent, merit-based and regulated framework, to safeguard against exclusion and ensure accountability.
Further, the commission departs from NEP's uniform 4-year degree model by recommending a 3+2 structure for general education (3-year undergraduate + 2-year postgraduate) and a 4+2 model for professional programs. This maintains the state's pre-NEP flexibility while still enabling interdisciplinary and modular learning. Postgraduate admissions will be opened up across state universities, and interestingly the policy also proposes bilingual teaching where Kannada (or another regional/mother tongue) is used alongside English in higher education institutions.
Further, the Commission proposes the identification of State Institutions of Excellence, along with a feasibility-based approach to opening new institutions. It mandates training for all new teachers to be provided through Higher Education Teachers Academy Centers in each department. The policy also recommends offering free higher education for girls across government, aided, and unaided institutions, with financial incentives to delay child marriage.
To improve research and innovation, a State Research Foundation with a seed fund of Rs 500 crore is proposed. Karnataka also plans to expand post-matric scholarships, raise income limits to Rs 10 lakh per annum, and establish a State Education Finance Corporation that will offer employment-linked education loans to low-income students.
In terms of governance and administration, the policy recommends merging parallel educational bodies under a single unified commissionerate, converting DSERT into an autonomous SCERT to lead curriculum innovation, and reducing the number of regional joint director offices from six to four. It also proposes district-level academic administration units led by educationists, the establishment of Foreign Students Cells in all universities, and the creation of a Karnataka State Quality Assessment Board to help institutions meet and exceed quality benchmarks.
Importantly, the policy mandates the filling of all sanctioned teaching posts within five years, and ensures that the vacancy gap remains below 5%. A recruitment model involving KEA-administered exams and university interviews is proposed for Assistant Professors, and a new selection process is outlined for college principals.
The Commission officially began its work on November 1, 2023, comprising 17 members, 6 advisors, and a member secretary. It established 35 task forces—16 for school education, 16 for higher education, and 3 for vocational education—engaging a total of 379 experts. These task forces held 132 meetings, and the Commission itself met 42 times, contributing nearly 2,775 man-days of academic and policy effort. The final report is spread across three volumes, consisting of 2,197 pages. The report is expected to be placed before the state cabinet for acceptance before implementation.

Karnataka rolls out measures to enforce plastic ban in temples from August 15
From August 15, the use of all types of plastic — including water bottles — will be strictly prohibited in all temples under the State's Religious Endowment Department, and measures are being put in place to enforce it, said Transport and Muzrai Minister Ramalinga Reddy. Replying to members in the Legislative Council, the Minister said several measures have been taken to keep the premises inside and outside notified/declared temples and institutions clean. Management unit A project management unit has been set up, and in the first phase, 25 temples under the department have been selected for the installation of solid and liquid waste management units. Locations have been identified for these units, and a team of experts will oversee scientific waste disposal, he said. Officials of temples under the department's jurisdiction have been instructed to impose fines if plastic products are used within their premises. However, this order will not apply to private temples, the Minister clarified. The Minister further stated that funds collected in government temples will be used only for the maintenance, renovation, and basic facilities of the respective temples, as well as for educational institutions run by them and other religious purposes, not for any other purpose. Pointing out that efforts will be made to adopt the practice of chanting mantras in Kannada in the temples of the State, Mr. Reddy said that if mantras are recited in Kannada, everyone will be able to understand them. Temples in tribal areas He also assured the Legislative Council that grants will be provided through the Social Welfare Department for small shrines belonging to people living inside forests. Replying to BJP MLC Shantharam Budna Siddi in the Council, the Minister said grants can be sanctioned under the Scheduled Caste Sub-Plan (SCP) and Tribal Sub-Plan (TSP) schemes for shrine construction in areas where tribal and forest-dwelling communities live. The matter would be discussed with the Social Welfare Minister, he said, adding that limited grants could also be provided through the Muzrai Department using his special powers. Mr. Siddi said that there are about 50 tribal and forest-dwelling communities, of which 40 live inside forests. These communities often worship in front of stone idols. He pointed out that there is currently no grant available to build shrines in such places.

79th I-Day celebrations at Manekshaw Parade Ground to feature 35 police contingents
The 79th Independence Day will be celebrated at the Field Marshal Manekshaw parade ground in the heart of the city on Friday, with 1,150 members of 35 police force contingents taking part in the ceremonial parade. Chief Minister Siddaramaiah will hoist the flag at 9 a.m., receive the salute, and later address the crowd. The event will witness a performance by 650 children commemorating the women from Karnataka who took part in the freedom struggle, according to a press release by the Bruhat Bengaluru Mahanagara Palike (BBMP). As many as 500 students of Seshadripuram Pre-University College will stage a performance depicting five guarantees of the Congress government, and 253 members of the Karnataka police will participate in a mass band. The 35 contingents taking part in the parade include the Karnataka State Reserve Police (KSRP), the Central Reserve Police Force (CRPF), the City Armed Reserve (CAR), the Goa police, the Karnataka State Industrial Security Force (KSISF), the traffic police, the women police, the Home Guards, the traffic wardens, the Karnataka State Fire and Emergency Services (KSFES), the canine squad, and a band squad. The Bengaluru Urban Deputy Commissioner's office has started issuing free passes for the programme on the Seva Sindhu portal. As many as 3,000 passes will be issued, among which 100 have been issued already. Physical passes can also be collected at the Assistant Commissioner's and the Deputy Commissioner's offices. Police Commissioner Seemanth Kumar Singh announced that an elaborate bandobast plan has been chalked out for the programme, with 2,000 officers being deployed around the ground. The announcement was made after the final parade practice on Wednesday. In addition to 500 cameras in the vicinity of the ground, the police are installing an additional 100. A strict frisking procedure will be in place before the entry. Handheld metal detectors, door frame metal detectors, and baggage scanners will be deployed for additional security measures. The public are strictly allowed to enter through Gate 5 only and should occupy blocks seven, eight and nine. E-pass holders must carry valid ID proof, and the public must be seated inside by 8.30 a.m., and no latecomers will be entertained. Any sharp objects, matchboxes, knives, pamphlets, food and snacks, water bottles, video and still cameras, firecrackers, explosives, and weapons won't be allowed. No one can wear black clothing. Traffic restrictions To ensure smooth flow of traffic, the police have announced traffic diversions and parking restrictions around the Central Business District (CBD) from 8 a.m. to 11 a.m. Parking has been prohibited on Central Street from Anil Kumble Circle to Shivajinagar bus stand. Similarly, no parking on Cubbon Road from CTO Circle to K.R. Road and Cubbon Road junction. Parking is also prohibited on M.G. Road between Anil Kumble Circle and Queens Circle on both sides. The vehicles coming from Infantry Road towards Manipal Centre should move on Infantry Road, take a left turn at Safina Plaza, move to Kamaraj Road via Dispensary Road, take a right turn at Dickenson Road junction, and reach Manipal Centre junction via Cubbon Road. Vehicles coming from Manipal junction towards BRV Junction on Cubbon Road will be prohibited near Manipal Centre. Vehicles must take the right turn at the Webbs junction, move on MG Road, take a right turn at Anil Kumble Circle and reach BRV junction. The vehicles coming from Anil Kumble Circle towards Cubbon Road will go straight on Central Street Junction, take a right turn on Infantry Road, move to Safina Plaza, take a left turn and reach Kamaraj Road via Alies Circle, take a right at Dickenson Road junction to reach KR Road, make a left turn to Cubbon Road and reach Manipal Centre via Cubbon Road.

CM SHRI test: Aug 22 last date for application submission for classes 6-8
New Delhi, Aug 13 (PTI) The deadline for submitting online applications for 'CM SHRI Admission Test 2025' for classes 6,7 and 8 has been extended to August 22, the Delhi government said in a circular issued on Tuesday. According to the circular issued by the Directorate of Education, earlier the last date for form submission was set for August 15. However, considering the overwhelming response and requests from applicants and stakeholders the date has been pushed to 11.59 pm on August 22. The date for conducting the CM SHRI Admission Test for academic session 2025-2026 has also been revised from August 30 to September 6, it said. The Delhi government is likely to inaugurate its newly announced CM SHRI Schools in September, an official said, as preparations to operationalise the institutions gather pace. The initiative, announced earlier this year, aims to offer high-quality, future-ready education in government schools. It is modelled after the Centre's PM SHRI Schools and will follow the National Education Policy (NEP) 2020. The CM SHRI Schools will implement the National Curriculum Framework 2023. Each school will be equipped with AI-enabled libraries, smart classrooms featuring augmented reality (AR) and virtual reality (VR) tools, smartboards, biometric attendance systems and robotics laboratories to promote innovation among students. The Delhi Board of School Education (DBSE) is also being phased out, and its affiliated schools will now be brought under the Central Board of Secondary Education (CBSE). Delhi Chief Minister Rekha Gupta had allocated Rs 100 crore for the CM SHRI Schools in her budget speech earlier this year.
