
TfL licencing delays a 'matter of life and death', family says
The family of an Uber driver has said they fear the stress caused by a delay in the renewal of his private hire licence may have contributed to his death.Robert Dale was left unable to work because of the delay - which was due to software problems caused by a cyber attack on Transport for London (TfL) last September.Mr Dale died aged 65 after a heart attack in November, three months after he applied for his licence renewal and a month after it expired.His son believes the day-to-day pressure of the situation reduced his father's quality of life and badly affected his health.
The problems caused by the cyber attack meant some drivers were unable to work for months.Some took out loans, and others missed payments on their mortgages.In a recent letter to TfL and the mayor of London, Mr Dale's son Ben Dale said his father wrote numerous emails urging TfL to renew his licence, as its expiry date approached.These emails became increasingly desperate, he said. In his letter, he said it was "a matter of livelihoods, mental health, and in our case, life and death."
He said his father had been "happy, popular and dedicated" but there had been a noticeable change in him when he was left unable to work. "Every single day. That is all he talked about. "We started to really feel like we were losing our dad and my mum, her partner, mainly because of the complete stress that he was just consistently under. "It was relentless".
TfL is now able to issue temporary licences "where it is appropriate to do so" but private hire drivers are still protesting and want compensation for their financial losses.One driver, Kambiz Hemati, said he was still "up to his neck in debt".He waited four months for his renewal, and described that time as "like hell"."I wasn't working and the costs were piling up."He said he had bought an electric car, as requested by TfL, and was beginning to default on the monthly payments for it as well as his mortgage, and he was worried about his young son."I had to borrow from banks and use credit cards. "I have to pay that all back and that means more hours and tiredness. This is not the way drivers should be treated."
The Dale family believes the "failings of TfL" and the "complete lack of communication and acknowledgement of any wrongdoing" led to Mr Dale's mental health deteriorating.His son said it was difficult to say if the stress Mr Dale was under "was the exact reason" his dad died, but he was "certain the quality of life he had up until his death was significantly worse" because of it. "He was great. Everybody loved him. Always making jokes, trying to make people laugh. He loved people. "He was very inquisitive, always wanted to know how people were doing and just wanted the best for people."Hundreds and hundreds and hundreds of drivers are going through exactly what my dad went through."
Helen Chapman from TfL said they were "carrying out a comprehensive review" and would respond to the Dale family's concerns in full.She added they "were aware some drivers have been further impacted due to the introduction of a new licensing system. "We have taken a number of steps to mitigate the impact of these delays by recruiting and training additional staff and granting short-term private hire vehicle driver licences."A spokesperson for the mayor of London said his "deepest sympathies and thoughts" were with the Dale family and the concerns raised in their letter "would be looked into".

Reform and indy will be at the heart of our debate for years
Of course, by now you already know the result, so you'll know which of the following scenarios and their consequences are the most accurate. But let me start with what the national polls tell us ought to have happened, by-election peculiarities – which I'll come to – notwithstanding. The SNP should have won with around 33% of the vote, down significantly on the 46.2% it won in 2021, with Labour in a narrow second on around 28% of the vote. Reform should have come third with just under 20% of the vote, while the Conservatives should have collapsed to under 10% of the vote. The rest of the vote, around 10%, will have been split among the Greens, Liberal Democrats, and myriad minor parties and independents. But by-elections rarely work out this way, even when the national polls are accurate. Firstly, voters are more likely to have voted in protest than they are at national elections, which may well help Reform in this case. As Jamie, a service engineer from Hamilton, told a focus group run by More in Common, it's 'time to give someone else a chance,' even if he thinks Nigel Farage is an 'a***hole'. Read more by Mark McGeoghegan Secondly, turnout will likely have collapsed. In the Hamilton and Rutherglen West by-election in October 2023, turnout fell by 43% compared to the 2019 General Election. A similar decline here would see around 15,600 voters who would otherwise turn out in a national election stay at home instead. Given that voters turning out to vote Reform as a protest against both the SNP and Labour governments are likely to be more motivated than SNP and Labour voters, this may also advantage Reform. In fact, assuming predictions based on national polling would otherwise have been accurate, Reform's vote will only have to have been marginally more resilient for it to finish ahead of Labour and narrowly behind the SNP. Factor in that first peculiarity of by-election campaigns, and such a scenario is hardly far-fetched. On the eve of the by-election, Scottish Labour leader Anas Sarwar accused the First Minister, John Swinney, and journalists of manufacturing Reform's competitiveness in the seat. Nothing could be further from the truth, and a Reform underperformance yesterday will have been more surprising than it coming second. It has demonstrated its strength in a succession of local by-elections, the latest of which saw it beat Labour to come second behind the SNP. Whether or not Reform came second yesterday, its performance will shape the narrative in Scottish politics going into next year's elections in conjunction with its UK-wide polling lead (it has led in 25 consecutive polls going back to the beginning of May) and strong results in recent local elections and Parliamentary by-elections in England. Ultimately, regardless of yesterday's result, the spectre of Nigel Farage looms over Scottish politics. There are three broad scenarios. Firstly, that Reform performed to its Scotland-wide polling, confirming that it is on course to win between 15 and 20 seats in next year's Scottish Parliament election. Secondly, that it did overperform, perhaps coming second, leading to the next 11 months to being dominated by the SNP seeking to present next year's elections as a choice between the SNP and Nigel Farage, and a bitter fight between Reform and Labour for status as the main challengers to the SNP. Thirdly, that it underperformed, in which case the SNP will be quick to emphasise divergence between Scottish and English politics. In any case, the SNP will use the prospect of a Reform government at Westminster to try to increase the salience of the constitutional question, attempting to return independence to the heart of the Scottish political agenda ahead of next year's elections and the following UK general election. It knows that that is its best bet for winning back pro-independence voters who have swung to Labour in recent years. Replacing Humza Yousaf with John Swinney may have stabilised the SNP's support, but the party not really recovered in any meaningful way. The longer Reform leads in UK-wide polls, the more likely that narrative will be to gain purchase among the independence-supporting electorate. Strong Reform showings in Scotland will reinforce the sense that they could win power in 2029; weak performances will emphasise the ways in which Scottish and English politics may be diverging. Both provide hooks for the SNP. The spectre of Nigel Farage looms large over Scottish politics (Image: PA) The bigger question is whether this leads to a change in the constitutional deadlock. Some recent polling suggests that support for independence may have edged up. Norstat recently recorded its first Yes leads in three years, finding Yes ahead by seven points in the wake of Reform's strong showing in the English local elections. Survation still has No ahead by two or three points, down from leads of seven or eight points a year ago. The data is not conclusive, and we should be cautious of hypotheticals around whether developments will change voters' minds – we had enough such polls around Brexit and Boris Johnson becoming Prime Minister that never bore out. But the prominence of Reform UK and Nigel Farage in UK politics is a gift to the SNP and the independence movement, regardless of how they performed yesterday or how they perform north of the Border in the coming year. If Anas Sarwar is frustrated with his opponents' and the media's "obsession" with Reform UK, he should get used to that feeling – they'll be at the heart of Scottish political debate for years to come. Sainsbury's is testing a huge change to shelf labels – and shoppers will be divided
SAINSBURY'S is the latest supermarket to test a major change to shelf labels in stores - but it will leave shoppers divided. One of the UK's biggest supermarkets is trialling electronic shelf labels in a small number of branches. 1 The retailer installed the tech at three of its larger shops late last year and has been trying it out across different sections including alcohol, health and general merchandise. Sainsbury's has partnered with Harrison Retail to build the shelf fixings featuring the labels. A branch in Witney, Oxfordshire, is understood to be one of the three locations where the tech is being trialled. A spokesperson for Sainsbury's said: "We are trialling electronic shelf-edge labels in a small number of our stores." Sainsbury's shoppers are bound to be left divided over the new electronic tags though. Fears have been raised digital labels could lead to "surge pricing", which sees prices hiked when products are more in demand. The labels can make it harder for shoppers to spot cut-price items too, as they're not as visible as the paper yellow, orange or red stickers. Sainsbury's joins a host of other supermarkets trialling electronic shelf labels in stores. Co-op is replacing paper product tags with electronic labels throughout its whole estate over the coming months. The retailer said last month it had already made the change in 340 branches but would roll out the tags more widely. SAVE AT SAINSBURY'S It said 1,500 stores will have the labels by the end of this year and rolled out across all its nearly 2,400 shops by the end of 2026. Lidl also said it would roll out the digital labels across all its stores before the end of 2024. This came after a successful trial at 35 branches. Asda is testing the digital labels at a Manchester shop. WHAT ARE ELECTRONIC PRICE LABELS Electronic pricing labels are not easy to spot and look almost identical to the traditional paper labels which have existed in stores for centuries. They feature everything a shopper would expect to see on a label such as cost, weight and unit price. The only difference is that the information is displayed on screens instead of a paper label. Usually, they are connected to a wireless network that allows for prices to be updated in real-time - instead of it being done manually by a store clerk. Supermarkets say the technology will help cut down on waste and help with efficiency in stores. OTHER SAINSBURY'S NEWS Sainsbury's exclusively revealed to The Sun last month it had closed all remaining patisserie, hot food and pizza counters. It is not clear when the pizza counters shut while is understood the patisserie and hot food counters closed in April. The closures come as part of a wide-ranging update of Sainsbury's' store estate which also saw 61 in-store cafes shut on April 11. The cafe spaces are being replaced with restaurants run by franchises such as Starbucks and Gourmet Burger Kitchen. The supermarket said its hybrid cafe and food halls were becoming popular among shoppers. Sainsbury's first announced the store overhaul in January, as it revealed 3,000 head office staff would also lose their jobs in a senior team shake-up. At the time, chief executive Simon Roberts said the changes would "ensure we continue to drive forward our momentum". .

Walking wounded told not to go to A&E as Labour plots £450m shake-up to end 'corridor care' in hospitals
The walking wounded will be told to avoid visiting A&E amid a major NHS shake-up revealed today which aims to divert them to a series of new urgent care centres. The Government has come up with the plan in an attempt to ensure hundreds of thousands fewer patients face long A&E waits in a bid to end 'corridor care'. Almost £450million will be put into creating better care and more facilities with an emphasis on caring for people closer to their homes, according to officials. Some 40 new same day emergency care and urgent treatment centres will also be established across England to treat and discharge patients the same day. The centres will deal with all but the most serious cases, with millions of patients urged to visit them instead of A&E to avoid unnecessary hospital admissions. Units located next to A&Es are likely to be within the network, focusing on patients with issues that are not life threatening who can be discharged the same day. Deteriorations in chronic illnesses and wound infections are among the issues that medics will be able to deal with at the new centres, reported The Telegraph. It is hoped the plan will result in 800,000 fewer patients each year waiting more than four hours at A&E and free up space for genuine emergencies to be dealt with. There are also proposals for 15 mental health crisis assessment centres, which are designed to ensure mentally ill people do not have to wait in A&E for hours for care. It comes after the NHS experienced a crisis over winter, with patients waiting hours for beds and regularly being treated in corridors - so-called corridor care. A&E waiting time targets have not been met for more than a decade, while the 18-minute target for category 2 ambulance calls - such as those suffering stroke, heart attack, sepsis or major trauma - has never been hit outside the pandemic. The new Urgent and Emergency Care Plan for England says more needs to be done to drive down long waits, cut delayed discharges and improve care for patients. An earlier version of the document said NHS trusts would need to show how, by this winter, systems will 'improve flow through hospitals, with a particular focus on patients waiting over 12 hours, and eliminate corridor care'. But the later version does not commit to a timescale for ending corridor care, instead saying systems must 'improve flow through hospitals, with a particular focus on reducing patients waiting over 12 hours and making progress on eliminating corridor care'. Ministers have also set an ambition for a minimum of 78 per cent of patients who attend A&E (up from the current 75 per cent) to be admitted, transferred or discharged within four hours, meaning 'over 800,000 people a month will receive more timely care'. There will also be a focus on seeing more children, according to the Department of Health and NHS England. The Government wants to slash the number of patients waiting more than 12 hours for a hospital bed - or to be discharged from A&E - so this occurs 'less than 10 per cent of the time', according to the new document. Around 1.7million attendances at A&E every year currently exceed this time frame. Further measures in the plan are intended to drive down delayed discharges from hospital, which occur when people are medically fit to leave but care in their homes or community has not yet been put in place. Local performance targets will be set to improve patient discharge times, and 'eliminate internal discharge delays of more than 48 hours in all settings', the plan said. Experts said A&E 'league tables' will be published to drive up performance. Those patients who need an overnight emergency admission will also have their overall stay reduced where appropriate - the average is 'currently nearly a day longer than in 2019'. The plan further sets out how ambulance waiting times for category 2 patients will be cut by more than 14 per cent, from 35 to 30 minutes. A previous target of 18 minutes has been repeatedly missed. In the document, there is an aim to 'eradicate' last winter's lengthy ambulance handover delays by meeting a maximum 45-minute target for patients to be handed over to A&E. This should help 'get 550,000 more ambulances back on the road for patients', it says. According to the document, almost 500 new ambulances will also be rolled out across the country by March 2026. Health Secretary Wes Streeting said: 'No patient should ever be left waiting for hours in hospital corridors or for an ambulance which ought to arrive in minutes. 'We can't fix more than a decade of underinvestment and neglect overnight. 'But through the measures we're setting out today, we will deliver faster and more convenient care for patients in emergencies. 'Far too many patients are ending up in A&E who don't need or want to be there, because there isn't anywhere else available. 'Because patients can't get a GP appointment, which costs the NHS £40, they end up in A&E, which costs around £400 - worse for patients and more expensive for the taxpayer. 'The package of investment and reforms we are announcing today will help the NHS treat more patients in the community, so they don't end up stuck on trolleys in A&E.' Under the plans, paramedics will play a bigger role in the community, with patients given 'more effective treatment at the scene of an accident or in their own homes from ambulance crews'. More patients will also be seen by urgent community response teams in their own homes to try to avoid hospital admission. The NHS is also pledging better use of virtual wards, where patients are monitored by hospital staff from their home, and there are plans to drive up vaccination rates among NHS staff to help protect patients. Royal College of Emergency Medicine president Dr Adrian Boyle said: 'There is some good and some bad - but we wholeheartedly welcome the commitment to publish A&E performance data for each and every hospital and we thank NHS England and the Department of Health for heeding our recommendation. 'In this plan, for possibly the first time, NHS England acknowledges the shameful situation being experienced by patients and clinicians across the country's emergency departments - and that must be commended. 'However, some parts lack ambition - for example accepting that 10 per cent of people will face A&E waits of more than 12 hours, when no patient should. 'Also maintaining the four-hour standard at 78 per cent when the stated aim is that 95 per cent of patients should move through the emergency department within this time - something which hasn't happened for a decade.' He said there were also concerns about how the maximum 45-minute ambulance handover will be achieved 'without exposing patients to risk and increasing overcrowding in our departments'. Association of Ambulance Chief Executives managing director Anna Parry said: 'We are particularly heartened to see the plan's emphasis on the reduction and improved management of hospital handover delays. 'Handover delays have the greatest detrimental impact on ambulance resources and create unnecessary delays and additional harm for thousands of patients each year. 'The elimination of corridor care and the focus on reducing 12-hour waits at emergency departments is also welcomed.' The Liberal Democrats claimed the Government had listened to their calls to end corridor care, but called on ministers to follow through on their promises. Lib Dem health spokesperson Helen Morgan MP said: 'Patients have heard these kinds of promises before only to be led up the garden path. 'We can't bear any more of the shameful neglect and failed delivery that we saw for a decade under the Conservatives. 'It's good to see ministers finally listen to Liberal Democrat demands to end corridor care but the misery in our A&Es will only be prolonged if they continue to move at a snail's pace on social care. 'Until they grasp this nettle, millions are at risk of dangerously long waits in A&E. They must see sense and conclude their review into social care by the end of this year.'
