Data will be collected using mobile apps available in English, Hindi, and various regional languages during Census 2027, and citizens will have an option for 'self-enumeration' through a dedicated web portal, the Centre announced Monday.
'Census 2027 will be the first digital census in the country and data will be collected using mobile apps – both android and iOS – in English, Hindi and regional languages. Enumerators/Supervisors will use their own mobile device for data collection,' the Registrar General and Census Commissioner under the Ministry of Home Affairs (MHA) posted on X.

Last month, the government formally announced that the 16th Census of India will take place in two phases, with the reference dates set as March 1, 2027, for most of the country, and October 1, 2026, for snow-bound and remote regions such as Ladakh, Jammu and Kashmir, Himachal Pradesh, and Uttarakhand. This census will also include the first nationwide caste enumeration since 1931.
'Census will be conducted in two phases, phase first; Houselisting and Housing Census (HLO) will start from April 2026 and phase two; Population Enumeration (PE) will be conducted. Enumeration of Caste: Caste of household members will be enumerated in ensuing Census,' the post said. The option of self-enumeration through a web portal will be available for both phases: HLO and PE.
'Digital Census initiative is a transformational step towards modernising the Census process. For the first time, technology will be used to collect data and send it electronically to the central server. This will result in early availability of Census data,' the Registrar General said on X.
The Registrar General has established a three-tier training structure: national trainer, master trainer, and field trainer, to provide focused and need-based training for each phase of Census 2027. Field trainers will impart training to around 34 lakh enumerators and supervisors, the post added.
'Census 2027 will have a focused publicity campaign for nationwide awareness, inclusive participation, last-mile engagement and support for field operations. It will emphasize on sharing accurate, authentic and timely information ensuring cohesive and effective outreach effort,' it said.
For Census 2027, administrative boundaries across India will be frozen on January 1, 2026. States and Union Territories have been requested not to make changes to administrative boundaries between January 1, 2026, and March 31, 2027.
In a letter to all states and Union Territories, Registrar General and Census Commissioner of India Mritunjay Kumar Narayan told them to make any proposed changes to the boundaries of administrative units before December 31, 2025, when they will be considered final for the census exercise. He said all villages and towns are divided into uniform enumeration blocks, and for each block, an enumerator is assigned to avoid any miss or repetition during the population count.

BJP celebrating the announcement (TOI) NEW DELHI : Unesco's inclusion of 'Maratha Military Landscapes' in its World Heritage List has added another layer to the Centre's push for Maratha heritage and identity, coming as Maharashtra heads for crucial local body elections later this year. The recognition of 12 Maratha forts — 11 in Maharashtra and one in Tamil Nadu — follows the Centre's grant of classical language status to Marathi ahead of the 2024 Maharashtra assembly polls, a long-pending demand that became central to the BJP-led alliance's victory, political observers said. The opposition has hit out at what it calls 'headlinegrabbing cultural optics' designed to mask governance lapses. The cultural thrust was also evident when the Indian Navy dropped the colonial-era St George's Cross in 2022 for an ensign inspired by Chhatrapati Shivaji. PM Modi on Saturday described the Unesco listing as a moment of national pride. 'Every Indian is elated with this recognition. These Maratha military landscapes include 12 majestic forts, 11 of which are in Maharashtra and one in Tamil Nadu. When we speak of the glorious Maratha empire, we associate it with good governance, military strength, cultural pride and emphasis on social welfare. The great rulers inspire us with their refusal to bow to any injustice. I call upon everyone to go visit these forts and learn about the rich history of the Maratha empire,' Modi posted on social media. Earlier, when Modi unveiled the Navy's redesigned ensign in Sept 2022, he had said, 'Till now the identity of slavery remained on the flag of Indian Navy. But from today onwards, inspired by Chhatrapati Shivaji, the new Navy flag will fly in the sea and in the sky.' BJP's calibrated emphasis on Maratha symbols reflects a larger strategy of cultural nationalism being woven into state politics. By granting Marathi classical language status ahead of the 2024 assembly elections and now amplifying Unesco's recognition of Maratha forts, it has sought to embed itself in the emotive terrain of Maharashtra's regional pride. For BJP, which has historically faced challenges in breaking the Shiv Sena-NCP-Congress stronghold over the 'Maratha pride' vote, these gestures are a bid to redraw the political map and secure urban and semi-urban Marathi voters. Yet critics argue such symbolism risks crowding out governance debates on agrarian distress, urban infrastructure gaps and unemployment, issues that resonate in local polls. The classical language status for Marathi, granted in early 2024, had been a longstanding demand from cultural bodies and political groups for over a decade. Earlier govts cited procedural hurdles, but NDA cleared the proposal months before state elections, helping it tap into a potent mix of linguistic pride and historical identity. With civic polls due, heritage and identity are again becoming political battlegrounds.

Wright says it indicates a 'perfect storm for businesses' amid rising wages and cost-of-living pressures. The Sydney-based owner of Alexandria's Clover Valley Meat Company and Wrights The Butchers says 'It's not a matter of money'. 'We have [had a decades-long] drain on people that have not picked up the trade, this is what we're suffering now.' No luck finding a candidate Clayton Wright is 'desperate' for more employees, so much so that he is spending $1,100 per month advertising a position on job-hunting website Seek. Despite having received over 140 applications, he is unable to fill the position as all the applications are from overseas. 'We've had 140 applications and not one was from Australia,' he said. 'They were from Bangladesh, India, Pakistan, Nigeria, South America.' Wright says that all the applicants are looking for ways to enter Australia. Some can barely communicate in English, others have no experience in the butchering industry. Aside from some applicants who had experience in halal slaughter, the other applicants 'had virtually no qualifications at all' and 'most were battling to speak English'. 'They all want a sponsorship,' said the Australian businessman. 'This happened years ago in the chef industry, where chef was an easy entry into Australia so all these people came and did a chef's course. The problem is that you have no butchers, so if you bring people in from overseas you have no one to train them.' The business lobby agrees that Australia is facing a skill shortage, and that Wright is not alone in experiencing this. 'We are hearing from business owners across the state who are advertising the same job two, three, even five times and still coming up empty,' said Daniel Hunter, chief executive of Business NSW.
