Cabinet sub-committee approves Wadala to Gateway metro, Thane to NMIA elevated road
'These decisions will provide a modern transportation system and a new direction and momentum for development of cities like Mumbai, Pune, Thane, Navi Mumbai and Nagpur,' said chief minister Devendra Fadnavis, who chaired the cabinet sub-committee meeting, with deputy chief minister Ajit Pawar, revenue minister Chandrashekhar Bawankule and chief secretary Rajesh Kumar in attendance.
This 16-km, fully underground metro corridor, called Metro 11, will be constructed at a cost of approximately ₹24,000 crore, with funding from the Japan International Cooperation Agency (JICA). It would be the second fully underground metro corridor in Mumbai after the Colaba-Seepz corridor.
'The new metro line will connect south Mumbai with the eastern suburbs. It will include a metro car depot at the Anik-Pratiksha Nagar BEST bus depot and BEST will earn some additional revenue as a commercial complex will also be built at the site under a joint agreement,' said an official aware of the matter, requesting anonymity..
The 25-km Thane to NMIA elevated road will be built by the City and Industrial Development Corporation (CIDCO) at a cost of ₹6,430 crore. It will provide direct connectivity between Thane and the new airport, bypassing traffic on the Eastern Express Highway and the Thane Belapur Road, and reducing the travel time from 1.5 hours to 30 minutes.
'The six-lane elevated toll road will have six interchanges and a speed limit of 100 km/hr. We will need six months to secure necessary permissions and three years thereafter to complete the project. We will try to complete it before time,' Vijay Singhal, managing director, CIDCO told Hindustan Times.
The procurement of 268 airconditioned rakes for the Mumbai suburban section will be done under phases 3 and 3A of the Mumbai Urban Transport Project (MUTP). Old rakes with open doors will be phased out gradually and replaced by the new rakes.
'Though these trains are more comfortable, there will be no change in ticket prices. Purchase of new trains will start after approval from the central government.' Fadnavis was quoted saying during the meeting.
The third and fourth railway lines on the Pune-Lonavala suburban route are expected to boost industrial, residential and commercial development in the area. Two new stations under phase one of the Pune metro, Balajinagar-Bibwewadi and Swargate-Katraj, were also approved by the sub-committee on Tuesday.

Mumbai: At a meeting on Thursday to discuss challenges posed by US tariffs to exports, chief minister Devendra Fadnavis said the state should make 100 amendments to improve the Ease of Doing Business (EoDB) in the state. He also said a War Room will be set up to improve the EoDB policy, which will be reviewed every month. Fadnavis said the state should find alternative markets for its goods. He also said imposition of tariffs should not be treated not as a disaster but as an opportunity to improve the EoDB. The state has already cleared incentives worth Rs 1,300 crore to MSMEs recently and the clearance of incentives worth another Rs 2,500 crore is on the cards. Since MSMEs work on limited capital, the state is focusing on helping them cope. Fadnavis also said entrepreneurs should be encouraged to set up private industrial parks for which the MIDC should come up with a plan. The single window portal for industry licenses should be made more efficient so that no permission is required for agro-based industries over an area of five hectares in the state. The pollution fines for industries that do not harm the environment should be revised and additional fines should not be levied anywhere, Fadnavis said. Arrangements should be made to reduce time taken to obtain permissions. The process of calculating the land required for the industry should be expedited, he added. The state plans to create a land bank to arrange plots for setting up industries immediately. It plans to make the plot distribution process transparent and fast, and make arrangements for issuing environmental permits within 60 days. CM Devendra Fadnavis asks corporates to undertake CSR in backward districts
Chief Minister Devendra Fadnavis on Thursday appealed to the corporate sector and private institutions to not limit their mandated corporate social responsibility (CSR) initiatives to urban areas but should invest and implement their CSR activities in remote and developmentally backward districts. 'In the new phase of Maharashtra's Village Social Transformation (VSTF), let us all come together to bring about large-scale and impactful transformation,' he said. Fadnavis was speaking at the fifth Governing Council meeting of the Maharashtra Village Social Transformation Foundation. As per the Companies Act, companies are mandated to spend at least 2 per cent of their average net profit over the last three financial years on CSR activities. Fadnavis said the first phase of VSTF showed positive results in several villages, and evaluation reports were encouraging. 'Though there were some shortcomings, the second phase will be implemented more effectively to ensure greater success. After VSTF fellows left villages, the pace of transformation slowed. Hence, in the next phase, it is essential to build village-level institutional structures based on local human resources. Customizing schemes according to each village's specific needs would accelerate transformation,' he added. The focus in the first phase was not just on implementing schemes but also on having dedicated individuals, socially committed fellows, and local institutions in villages, CM Fadnavis said. He emphasized that each private partner's contribution was invaluable, and with government schemes, better results could be achieved across villages. 'Because of the participation of VSTF and corporate partners, rural transformation initiatives have shown excellent progress,' he said. Noel Tata, chairman, Tata Group, said that 20–25% of the Tata CSR fund is allocated to Vidarbha and backward regions for social and economic development. Sangita Jindal of JSW Group said that the group will undertake transformation work in 50 villages of Gadchiroli district as well as CSR projects in Alibag, Chandrapur and other areas. Rakesh Sharma, MD, IDBI said, with VSTF's partnership, IDBI is carrying out social initiatives in 104 villages across five districts, supporting government hospitals, and adopting schools and hospitals through its branches and divisional offices. On the occasion, CM Fadnavis released a report on water conservation projects prepared by STL Limited and inaugurated the warehouse of Raosaheb Patil Farmer Producer Company at Latur. MoUs were also signed between the Quality Council of India and VSTF for quality management, and between STL, VSTF, Chhatrapati Sambhajinagar Municipal Corporation, and the Social Forestry Department for the Harit Chhatrapati Sambhajinagar initiative. VSTF MD Pravin Singh Pardeshi presented a report on the first phase, highlighting the positive changes achieved. He suggested that the Mission Maha Karmayogi initiative, already being implemented in Solapur and Dharashiv districts, should be expanded across the state. CM Devendra Fadnavis urges industry to turn US tariff crisis into opportunity
Amid growing concerns over the tariff imposed by the United States on Indian goods, Chief Minister Devendra Fadnavis on Thursday said the US's decision to impose tariffs on Indian goods should not be seen as a setback but as an opportunity to expand exports and find alternative markets. Chairing a review meeting on global import-export strategy at Sahyadri Guest House, Fadnavis said Maharashtra must step forward to turn adversity into opportunity. 'The US has tried to put India in a difficult position by raising tariffs. But instead of treating this as a crisis, we should look for new markets and ensure Maharashtra becomes a driving force in India's economic growth,' the Fadnavis said. As a solution to this, Fadnavis directed the creation of a dedicated 'Ease of Doing Business War Room' to monitor reforms, address bottlenecks and review progress every month. He said that the disruption in global trade highlighted the need for Maharashtra to accelerate policy changes, attract fresh investments and provide greater support to exporters. Fadnavis underlined that the state must cut procedural delays and strengthen its single-window clearance system so that industries do not face hurdles in acquiring permissions. For agriculture-linked businesses on more than five hectares, he said prior approvals should not be required. He also called for speeding up land measurement processes and clearing environmental permissions in a fixed timeframe, while ensuring that industries which do not harm the environment are not subjected to punitive fines. To spread industrial growth beyond existing hubs, the Chief Minister urged officials to frame a clear policy for private industrial parks outside state-run MIDC estates, with a special focus on small and medium enterprises. 'Industrialisation will bring prosperity and create jobs, but for that the system must be efficient and responsive,' he said. At the meeting, officials presented a review of reforms already implemented in Maharashtra. The state has become the first in the country to issue year-long fire safety clearances, enacted the Maitri Act 2023 to streamline permissions, launched a single-window system for electricity connections requiring only two documents, and rolled out a Building Plan Management System to fast-track construction approvals. The Maharashtra Industrial Development Corporation has also operationalised MILAP, an online portal for transparent land allocation. Looking ahead, the state government outlined several new measures. These include creating a land bank to make plots available quickly, making the allotment process more transparent and efficient, and ensuring environmental permissions are granted within 60 days. At the district level, a mechanism will be set up to attract investment, while a dedicated export portal will be launched to help local businesses reach global buyers. A 'One Taluka, One Cluster' initiative will also be introduced to promote localised industrial growth. Fadnavis further stressed that the government was committed not only to attracting new industries but also to supporting existing ones. He said reforms should result in real, on-ground change. 'This is not about cosmetic reform. The real test is whether approvals come faster, whether industries face fewer hurdles, and whether jobs and prosperity are being created,' he said.
