
BJP wants KCR to own up responsibility for Kaleshswaram project imbroglio
Telangana BJP vice-president and ex-MLA N.V.S.S. Prabhakar wanted former Chief Minister K. Chandrasekhar Rao to own moral responsibility for the irregularities in the Kaleshwaram Lift Irrigation Project (KLIP) as head of the government then, instead of putting the blame on his Cabinet and engineers.
Addressing a press conference here on Saturday, Mr. Prabhakar accused KCR of trying to wash off his hands by shifting responsibility on the engineers when he had appeared before the P.C. Ghosh Commission a few days ago.
Mr. Prabhakar charged KCR with ignoring the warnings of CAG, which had remarked that undue favour was given to contractors and instead of rectifying and correcting the mistakes in the project, he (KCR) went ahead with the works causing a huge loss to the exchequer.
Before the BRS had come to power, the then Congress Government had commenced project work at Tummadihatti but KCR has changed the location, increased project estimation by double and triple without calling tenders for Medigadda barrage works.
'Who is responsible for shrinkage of columns in the barrage, non-functioning of pump motors, breaches in canals and other irregularities which had surfaced? KCR is liable to answer all these,' he said.
The former MLA also claimed that the change of site to Medigadda is purely a political decision and was later ratified in the Cabinet. There should be no question of sparing anyone involved in the irregularities, and the party would wait for the final report of the Commission, he added.
Local body polls
Mr. Prabhakar and former MP B. Narasaiah Goud (in a separate press conference) demanded the Congress Government to immediately hold the local body elections by publishing the BC census data and implementing 42% quota to BCs.
The government has been sitting on the proposal for the last 18 months, the tenures of most of the elected bodies completed and people of State are waiting to teach a lesson for the hollow promises made to them, they said.
Dr. Goud mentioned that 12,769 sarpanches posts have been lying vacant since Jan.31, 2024, 5,717 MPTC since May 2024, 538 ZPTC, MPPs, ZP chairpersons and others for the last one year. Similarly, 128 out of 130 municipalities six months had completed their tenures. Due to the delay in local body polls, about ₹1,514 crore due from the Finance Commission and another ₹800 crore pending dues from the previous commission have been held up, he claimed.

Delhi Chief Minister Rekha Gupta on Sunday alleged that her Punjab counterpart Bhagwant Mann is just a 'mukhota' (mask) as his government is being run by the AAP leaders, who have been 'rejected' by people of the national capital. She was speaking to reporters in Ludhiana while campaigning for BJP candidate Jiwan Gupta for the June 19 byelection to Ludhiana West seat. Launching a scathing attack on the AAP-led Punjab government, Gupta said drug menace is rampant in the state. She added that 'Punjab has been converted into a Chitta Express' under the AAP's rule. Gupta said the people of Ludhiana West will vote wisely and make the BJP candidate victorious. She also claimed that AAP national convenor Arvind Kejriwal had made 'tall promises' to the people of Delhi as well as Punjab but now stood exposed. She also accused him of 'widespread corruption and mismanagement during AAP's 10 years in power in Delhi.' Gupta said that 'new cases have been filed against Kejriwal and his team', adding 'that those currently out on bail could soon be imprisoned.' Gupta criticized the AAP government in Delhi for 'failing to present a single CAG report in the assembly over the past decade'. She also highlighted that former Delhi minister Manish Sisodia has failed to respond to summons. Gupta asked the AAP what is the fate of their promises to improve health infrastructure and schools. 'What about your promise to end drug problem in Punjab? What have you done for these years?…People have died due to consumption of spurious liquor in Punjab, what are you doing? Kejriwal should answer what happened to his promises. I will not ask Mann as he is only a 'mukhota' (mask), the government here is being run by their leaders from Delhi who have been rejected by the people there,' she said. Gupta accused Kejriwal of displaying 'false Punjabiyat today'. 'When you were in power in Delhi for a decade, not even one minister in Kejriwal's Cabinet was from the Sikh community. Did you not find them able? While in power in Delhi, you never did anything for the Sikhs,' she said. Gupta said the process of delivering justice to the 1984 anti-Sikh riot victims truly began after Prime Minister Narendra Modi came to power. She also said that her government recently handed over job appointment letters to the families of 1984 anti-Sikh riot victims. In present BJP government in Delhi, you will see a minister from the Sikh community, from the Punjabi community, she added. Escalating her attack, Gupta said Mann has been made powerless. 'The chief minister is seen only in the advertisements, what have you left him with. Entire administration in Punjab is being run by the rejected AAP leaders of Delhi. Be it (Manish) Sisodia, Satyendar Jain, Bibhav Kumar, Raghav Chadha. Who among them is of Punjab origin? Who among these knows the problems of Punjab? They are only power hungry. They lost power in Delhi and quickly descended on Punjab,' she said. She added, 'People of Delhi took 10 years to send Kejriwal out of power, but Punjabis are wiser enough to make a good choice, and they have understood completely that time has come to give farewell to the AAP government from here as well.'

State deprived of `2,314 cr over govt neglect in holding timely local body polls
Hyderabad: The Telangana BJP has accused the state government of undermining the administration of local bodies by failing to conduct elections. This inaction has resulted in the state missing out on central funds totalling Rs 2,314 crore over the past 18 months, negatively impacting development projects and infrastructure in both rural and urban local bodies. Former MP Dr Boora Narsaiah Goud pointed out that the terms of 12,769 Sarpanches in the state ended on January 31, 2024. Additionally, elections for 5,717 MPTCs across the state were supposed to conclude in May 2024. The elections for 538 ZPTCs, MPPs, and ZP chairpersons have already been completed for a year. Moreover, 128 out of 130 municipal bodies in the state have completed their terms, yet the election process has not yet begun. The state government's actions are unconstitutional, as local body elections fall under Articles 243-A, 243-U, and 243-ZA of the Constitution of India. The responsibility for conducting these elections lies entirely with the state government and is overseen by the State Election Commission. By failing to conduct timely elections for local bodies, the state government has disregarded its constitutional mandate. As a result, Telangana missed the opportunity to withdraw Rs 1,514 crore from the 15th Finance Commission and approximately Rs 800 crore from the 14th Finance Commission, he alleged. According to the Constitution, the state government holds the power to determine the level of reservations in local body elections. However, it has failed to clarify this issue. The unfulfilled promises and halted development funds due to the non-holding of elections highlight the failures of the Congress government. Therefore, it is imperative that local body elections be held immediately to prevent further losses to the state. While the Constitution grants the state government authority over reservation levels in local body elections, the Congress party's commitment to providing 42 per cent reservation to BCs has yet to be implemented, he said. Considering these circumstances, it is misleading for the Congress government to blame the central government. Daily, one or more ministers make statements such as, 'It will happen soon,' 'It will happen in an instant,' and 'It will happen by Sankranti.' Chief Minister Revanth Reddy is suggesting that good days and positive news are coming for the people of Telangana. CAG to deploy AI, machine learning for faster, accurate audits
New Delhi: India's apex auditor will integrate generative AI, machine learning and optical character recognition into its processes to fast-track work and reduce manual burden, according to two deputy heads of the federal auditing body. The Comptroller and Auditor General (CAG) will use these tools for voucher verification and risk detection and will expand remote and hybrid audits in complex revenue areas such as goods and services tax, stamp duty and public works, deputy CAGs A.M. Bajaj and K.S. Subramanian said in an interview. These technologies are expected to significantly reduce manual workload, enhance anomaly detection, and enable predictive identification of high-risk areas, making audits more focused and data-driven, they said. With over 700 central public sector units, 1,600 state enterprises, 485 central autonomous bodies and thousands of panchayats and urban local bodies now under its jurisdiction, the federal auditor is adapting to not just the size, but also the changing nature of public service delivery, they said. The CAG is conducting multi-state audits on key welfare and infrastructure areas, including solid-waste management in urban bodies, welfare of construction workers, management of District Mineral Funds, implementation of rural jobs guarantee programme, functioning of regional transport offices and the Jal Jeevan Mission. All-India audits covering the Green India Mission, Smart Cities, MSME support and skill development are also underway and are expected to be completed by mid-2025. These audits aim to assess how effectively these national initiatives are delivering measurable benefits to citizens and improving their lives. For the first time, the CAG has institutionalized stakeholder consultations at all stages of the audit cycle from planning to reporting, said Bajaj. 'We've made it mandatory to consult the Secretary, senior officials, academia, and civil society while finalising the Annual Audit Plan and audit reports. This inclusive process helps ensure our audits are grounded in real issues and deliver meaningful value to both institutions and citizens," Subramanian added. Focus on training Training remains central to this revamp. The CAG has signed eight memoranda of understanding with institutions such as the Indian Institute of Technology Madras, the Indian Institution of Management Ahmedabad, Bhaskaracharya National Institute for Space Applications and Geo-informatics and the National Institute of Urban Affairs to co-develop specialised curricula. 'For capacity building, we are training audit staff in AI, data analytics, cybersecurity, and public policy at top institutes, including a nationwide boot camp on AI and machine learning for audit at IIT Delhi," said Bajaj. A nine-month AI and cybersecurity diploma programme is already underway at IIT-Madras for CAG officers, with modules on environmental audit, ESG reporting, procurement, and non-cognitive skills running in parallel across various centres, said Subramanian. These reports have historically played a key role in ensuring financial accountability and transparency in governance, uncovering issues from expenditure irregularities and poor scheme implementation to systemic inefficiencies. These audits have led to policy reforms, public debates, and accountability at the highest levels.
