Kullu: Cash-strapped Himachal Pradesh is trying its luck with lottery to turn its fortunes. The cabinet has allowed lottery operations that were shut down in 1999. Burdened by a Rs 1 lakh-crore debt, it hopes to make a modest Rs 50 to Rs 100 crore annually from sale of lottery tickets. The decision to reintroduce lottery in the mountain state after over a quarter century was taken in a cabinet meeting on July 31. The recommendation came from a cabinet sub-committee set up to give suggestions to boost state revenue. It seems to be inspired by other states that run lotteries. Neighbouring Punjab earned Rs 235 crore through sale of lottery tickets during the 2024-25 fiscal, while the tiny state of Sikkim made Rs 30 crore during the same period. Kerala tops the list — the southern state earned a jaw-dropping Rs 13,582 crore last financial year. Himachal, which is finding it difficult to meet the expenses of rebuilding the damage caused by this year's landslides and flash floods, hopes to mop up some much-needed funds this way. "Many states earn through lotteries. You will be surprised to know how much Kerala earns. The decision to reintroduce lotteries in Himachal has come at a time when the state's debt stands at a back-breaking Rs 1,04,729 crore, and the per capita debt has reached Rs 1.17 lakh per head, the second highest after Arunachal Pradesh. To make the financial situation even worse, the revenue deficit grant (RDF), financial assistance from the Centre, has come down from Rs 6,258 crore in 2024 to Rs 3,257 crore in 2025, and the GST compensation has been stopped by the Union govt. Govt is expected to introduce the bill on lotteries in the monsoon session of assembly, beginning Aug 18. Himachal Pradesh had banned lotteries, both state-run and from outside the state, in 1999 under Sections 7, 8 & 9 of the Lotteries (Regulation) Act, 1998, during the tenure of chief minister Prem Kumar Dhumal. The lottery decision has not gone down well with opposition BJP. Former CM and Leader of Opposition Jai Ram Thakur criticised the move, saying: "Lotteries were prohibited because they ruined families, homes were auctioned, and people were driven to suicide." Ludhiana: The local bodies department has extended the deadline for its one-time property tax settlement scheme to August 15, offering relief to defaulters who missed the original cut-off date of July 31. Under the scheme, launched on May 15, property owners with pending dues from 2013-14 onwards were given a chance to clear their backlog without paying any interest or penalty. Officials said that initial response was slow, but picked up momentum in July. So far, the department has collected Rs 15 crore under the scheme, contributing to Rs 40 crore property tax revenue for the current fiscal year. As per the original policy, dues paid between August 1 and October 31 would attract a 50% waiver on interest and penalties. Now that the deadline has been extended, full waiver benefits will continue till August 15, giving taxpayers a few more days to settle their accounts. MC superintendent Vivek Verma confirmed the extension and urged residents to take advantage of the scheme. "This is a golden opportunity for defaulters to clear their dues without additional financial burden," he said. While the extension benefits taxpayers, it has sparked concern among MC employees, who have been working overtime, including weekends and public holidays, to manage the rush. With Raksha Bandhan falling on Saturday, staff members are considering requesting the MC commissioner to keep suvidha centres closed on holidays. One employee noted that the pressure would continue even after the scheme ended, as the civic body would shift focus to collecting current dues. Taxpayers are eligible for a 10% rebate on current dues until September 30, which means that offices may remain open on weekends for months to come. Vadodara: The Vadodara Municipal Corporation (VMC) has formed a four-member preliminary inquiry committee to investigate alleged irregularities in the procurement of safety, rescue, and other equipment for the fire department. While the panel was initially expected to submit its report this week, officials said it may take more time. The civic body initiated the inquiry after reports surfaced about highly inflated rates for several items procured earlier this year from a Surat-based agency, for which the VMC had already made payments of Rs 3.81 crore. The purchases included 24 items ranging from emergency whistles and water bottles to inflatable rubber rescue boats and motors for such boats. The purchase order, issued in April, mentioned unusually high prices for several items such as whistles, water bottles, mosquito nets, and pocket knives. The glaring price discrepancies prompted the civic body to launch an internal inquiry. Sources said a third party managed the procurement, and the bills were reviewed by the audit department before payment was cleared. The order to form the panel was issued on July 26, and it was given three days to submit its report. However, the panel has yet to submit its findings. "The committee is still working on the report and may take some more time," an official said.
