Duterte Youth seeks TRO vs. Comelec suspension of proclamation

Duterte Youth party-list chairman Ronald Cardema on Tuesday filed a petition seeking a temporary restraining order (TRO) against the Commission on Elections' (Comelec) suspension of the former's proclamation.
"Sa tingin po natin, merong grave abuse of discretion ang Comelec kahapon. Sinabihan lang kami na hindi kami kasama sa proclamation tanghali bago mag-proclamation mismo," Cardema said in an ambush interview.
(We believe there was grave abuse of discretion by the Comelec yesterday. We were only informed that we were not included in the proclamation at noon, just before the proclamation ceremony itself.)
"Kung sinabi nila last week 'yun, eh di nagawan namin ng paraan pero parang sinadya na talagang tatlo, apat na oras bago 'yung proclamation at saka kayo magsasabi," he added.
(If they had told us last week, we could have done something about it, but it seems like it was intentional to inform us just three or four hours before the proclamation.)
The Duterte Youth party-list garnered 2.3 million votes during the 2025 midterm polls, ranking second.
However, the Comelec suspended Monday the proclamation of Duterte Youth and Bagong Henerasyon, citing pending cases filed against them before the poll body.
Cardema said the case being referred to was already filed in 2019.
"Una, masabi ko sa inyo, existing na 'yung hao siao na kaso na yun, nu'ng 2019 pa, pero binigyan tayo ng proclamation for the 2019 election. Nu'ng 2022, existing pa rin 'yung 2019 na kaso na 'yun, pero pinasali tayo at binigyan tayo ng proclamation," he said.
(First, let me tell you, that bogus case has existed since 2019, but we were still given a proclamation for the 2019 election. In 2022, that 2019 case still existed, but we were allowed to participate and were given a proclamation.)
"Bakit ngayon, kung kailan tayo ang nasa taas, tayo ay magkakaroon ng three seats, bakit biglang sasabihin very serious 'yung mga kaso na 'yun?" he added.
(Why now, when we are on top and about to get three seats, why are they suddenly saying that those cases are very serious?)
The respondents in the petition are Comelec and the National Board of Canvassers (NBOC).
GMA News Online has sought comment from the poll body but has yet to receive a response as of posting time.
Earlier, SC spokesperson Atty. Camille Ting said petitions seeking the issuance of TROs are considered urgent.
"If your petition includes a prayer for TRO, that's considered urgent. So that's immediately raffled and it will be up to the member in charge to recommend if they will grant or not grant the TRO," she said in a separate interview. — VDV, GMA Integrated News

A gun ban will be implemented in the Bangsamoro region as the election period for the 2025 BARMM parliamentary election starts on Thursday, the Commission on Elections (Comelec) said. The BARMM elections is set on October 13, 2025. Organization or maintenance of reaction forces, strike forces, or similar forces. Suspension of elective, provincial, city, municipal or barangay officer without prior approval of the Commission. Illegal release of prisoners Violators may face imprisonment from one to six years, and not subject to probation. They may also be disqualified from hold public office and lose the right to vote. Meanwhile, poll chief George Erwin Garcia ealier said the Comelec is continuing its preparation for the BARMM elections as they started setting up checkpoints and coordinated with the police and military to ensure public safety during the election period. Garcia also said they recommended the lifting of control over Buluan, Maguindanao del Sur and Datu Odin Sinsuat, Maguindanao del Norte as the election period starts. 'Regular na ginagawa pa rin natin tulad ng paglalagay ng ibat ibang checkpoints sa important points d'yan sa buong Bangsamoro Region,' he told reporters. BARMM polls The Bangsamoro polls was reset from May 12 to October 13, 2025 after President Ferdinand Marcos Jr. in February signed into law the measure postponing the first-ever parliamentary elections. The suspension came months after the Supreme Court (SC), in September 2024, upheld the validity of the Bangsamoro Organic Law but declared that Sulu was not part of BARMM. The Court denied motions seeking the reversal of the decision in November 2024. The SC ruling necessitated the redistribution of the seven vacated seats originally allocated to Sulu under the Bangsamoro Electoral Code. Gov't contractors prohibited from contributing funds to candidates — Comelec

Contractors in government projects are prohibited from contributing funds to candidates, the Commission on Elections (Comelec) said Thursday. Interviewed on GMA Integrated News' Unang Balita, Comelec chairperson George Garcia said this is a violation of the Section 95 (c) under the Omnibus Election Code. Article Xi of the Omnibus Election Code states: "SECTION 95. Prohibited contributions. – No contribution for purposes of partisan political activity shall be made directly or indirectly by any of the following:" "(c) Natural and juridical persons who hold contracts or sub-contracts to supply the government or any of its divisions, subdivisions or instrumentalities, with goods or services or to perform construction or other works." 'Sila ay bawal mag-contribute sa isang kandidato yun pong mga contractors ng pamahalaan at kahit na anong political subdivision o kung sinuman yung may kontrata sa pamahalaan lalo na po kung ito ay public works,' he said. (Those government contractors are not allowed to contribute to a candidate and any political subdivision or anyone who has a contract with the government, especially if it is public works.) Comelec to resume voter registration in October after BSKE polls postponed

The Commission on Elections (Comelec) on Thursday said it will resume voter registration in October following the postponement of the barangay and Sangguniang Kabataan election (BSKE). 'Kung sakali po talaga na hindi na matutuloy ang election sa December 1, kami po ay magre-resume sa October na ito ng taon ng 2025 hanggang next year ng July ng atin pong registration,' Comelec chairperson George Garcia told GMA Integrated News' Unang Balita in an interview. (If the elections cannot proceed on December 1, we will resume our registration from October this year, 2025, until next year in July.) Comelec on August 1 launched a ten-day voter registration for 2025 BSKE, in which 2.8 million people have registered. President Ferdinand 'Bongbong' Marcos Jr. on Wednesday signed into law the measure seeking to postpone the BSKE from December 2025 to November 2026. According to Garcia, the movement of the BSKE schedule is in light of the newly set fixed term of four years for barangay and SK officials. The Comelec official noted that the adjustment on BSKE will be effective after 15 days of publication in newspapers or the Official Gazette but can be challenged before the Supreme Court. 'Alam po natin na kahit ito ay nalagdaan na ng ating Pangulo, ang batas po ay magiging epektibo lamang kapag ito ay na-publish sa newspapers of general circulation o Official Gazette,' he said.
