Inaccurate to compare CAAM-Mavcom merger to SPAD's dissolution, says Loke
Transport Minister Anthony Loke said the consolidation of CAAM and Mavcom is intended to strengthen the regulator's role and establish a single authority to oversee the aviation industry.
"CAAM has always been a technical regulator, while Mavcom functions as an economic regulator.
"This merger does not replace CAAM's role; it enhances it. CAAM has long handled technical regulation, including aircraft, airlines and pilots.
"With the merger, CAAM's responsibilities are now expanded. Our aim is to have a single, unified regulator for the aviation sector," he told reporters here today.
Loke said comparing the CAAM-Mavcom merger with SPAD's dissolution and the formation of the Land Public Transport Agency (Apad) was inaccurate, as they occurred under entirely different circumstances.
Earlier today, Loke announced that CAAM will take over the economic regulatory functions of the Mavcom starting Aug 1.
This follows the merger of the two entities, under which CAAM will transition into a Statutory Body with Separated Terms and Freedoms (BBDSB), making it the sole aviation regulatory authority overseeing the technical, safety, and economic aspects of the industry.
Loke had said that the merger would save the government about RM1.5bil to RM2bil over the next decade.
In 2018, Loke had then announced the establishment of APAD following the decommissioning of SPAD.
He had said that Apas would be a full-fledged department under the ministry, headed by a director-general and tasked with planning the development of the country's land public transport system, including mass rail transit (MRT), light rail transit (LRT), rail transportation and bus systems.

Lee emphasised that while the strategy was still being formalised, exercises like SAREX JASAR were critical building blocks that could help identify the gaps, validate protocols, and build operational experience to guide future policies and investments in aviation safety and aerospace readiness. Lee also highlighted the importance of offshore aviation safety, particularly for the oil and gas sector – one of the nation's most important economic pillars. 'A robust search-and-rescue (SAR) capability, rapid response systems, and well-coordinated multi-agency support are essential to sustaining operations in this high-risk and high-value industry,' he said. He also acknowledged the crucial roles of the Sarawak Disaster Management Committee (SDMC) and the Sarawak Security and Enforcement Unit (UKPS). On SAREX JASAR 2025, Lee described it as 'not only a drill, but also a demonstration of Sarawak's commitment to aviation safety, the protection of our critical industries, and the pursuit of long-term aerospace development'. He also expressed appreciation to the Civil Aviation Authority of Malaysia (CAAM), Shell Malaysia, Petroliam Nasional Berhad (Petronas), and the 23 other participating agencies including government departments, enforcement bodies, regulators, airport and air operators, and key players from Malaysia's oil and gas industry , for jointly holding the event. 'I was informed that the exercise involved more than 300 personnel from 23 organisations. In a statement, the party said its Penang members will also distribute 831 Jalur Gemilang flags for free if any party attempts to disturb the peace at the location, describing the gesture as a show of unity ahead of National Day on Aug 31. 'Threats by certain parties to stage a protest in front of the shop if no charges are brought are blatant bullying and unacceptable, particularly as the shopkeeper is a senior citizen,' DAP secretary-general Loke Siew Fook said. 'To deal with such immature parties, we must show higher rationality and act in a peaceful and courteous manner,' he added. The incident began when a 59-year-old hardware shop owner in Kepala Batas, Penang, was investigated after the Jalur Gemilang was found hanging upside-down outside his premises. DAP planning peaceful response to uproar over flag incident, says Loke
KUALA LUMPUR: DAP has hit out at attempts by certain parties to pressure the Attorney General's Chambers into prosecuting a Penang shop owner who mistakenly displayed the national flag incorrectly. Party secretary-general Anthony Loke said on Tuesday (Aug 12) that such actions amounted to political interference and bullying, particularly after threats to stage a protest outside the shop if no charges were filed. ALSO READ: Shopkeeper to be charged soon over upside-down flag He said the Attorney General should be allowed to decide freely without pressure. Loke added that the party would respond peacefully by sponsoring a giant Jalur Gemilang to be displayed at the shop this evening. DAP members will also distribute 831 national flags to promote unity ahead of Merdeka Day, he said. It was reported that the 59-year-old shopkeeper is expected to be charged soon.
