13MP must be about policies, not mega projects, says Rafizi

KUALA LUMPUR : The government's focus in the 13th Malaysia Plan must shift from mega projects to long-term policy reforms aimed at making key structural changes, says former economy minister Rafizi Ramli.
Rafizi (PH-Pandan) warned that Malaysia could fall into a cycle of short-term populism and political instability with frequent changes in government without introducing these policy shifts.
Debating the 13MP in the Dewan Rakyat today, Rafizi said the government must break away from the traditional approach of approving high-cost infrastructure projects with questionable economic returns.
'I've repeated this many times. The 13MP cannot continue to be about approving mega projects like before. They must be grounded in policy frameworks.
'From these frameworks, we evaluate whether the regulations or education systems are future-proof. Every approval for a mega project must be based on implementability and business viability,' he said.
Looking beyond the current development cycle, the PKR MP warned that Malaysia may face structural fiscal pressures in the coming years, particularly regarding taxation.
'In five, 10 or 15 years from now, the government will face the dilemma of having to raise taxes. Every time a government increases taxes, it will be punished and replaced (in general elections),' he said.
He warned that this dynamic could trap the country in a populist cycle, where structural reforms are delayed in favour of populist policies for the sake of short-term political survival.
'It has already happened in many countries – in the UK, in European nations – and it will happen to Malaysia too, eventually,' he said.
Last week, Bersatu's Machang MP Wan Ahmad Fayhsal Wan Ahmad Kamal described the 13MP as lacking any 'wow factor' and was simply business as usual.
He said there were a lot of initiatives focusing on the Malay heartlands, including in Kelantan, but these were not game-changing.

Salman had claimed that a cow would usually lead the herd, while bulls serve to protect the herd. He said society should, therefore, avoid elevating women to leadership positions, and that men should assume leadership roles in accordance with Quranic teachings. Earlier today, Tuan Ibrahim defended Salman, saying such analogies were used in literary works and not meant to degrade women. 'In Islamic literature in the past, there are works such as 'Kalilah wa Dimnah', which are filled with analogies and stories about animals, used to convey teachings and moral values,' he was quoted as saying. He said he saw nothing sexist about Salman's remark.

KUALA LUMPUR: The Human Resources Ministry is conducting a feasibility study on implementing a minimum wage for graduates, aimed at ensuring fair starting salaries that reflect their qualifications and skills. Its minister, Steven Sim, said the study, carried out through the National Wages Consultative Council, is a comprehensive effort crucial to addressing salary expectations among younger workers, particularly those from Generation Z and Y (millennials), who now make up the majority of the country's labour force. "The study is important to ensure that graduates, the majority of whom are from the Generation Z and millennial cohorts, receive starting salaries that are commensurate with their qualifications. "This includes ensuring their income is aligned with their academic qualifications and skills and is also relevant to the current challenge of rising living costs. "The findings and related policy proposals will be submitted to the government once finalised," he said in a written parliamentary reply published today. He was responding to Young Syefura Othman (PH-Bentong), who enquired about the government's intervention plan to improve the wage structure in employment sectors dominated by Generation Z and millennials, who are currently facing a high cost of living. Citing the 2023 Salaries and Wages Survey Report by the Statistics Department, Sim said 76 per cent of the 10.1 million wage earners are aged between 15 and 44. He said graduates aged 15 to 29, representing Generation Z, currently earn an estimated median monthly salary of between RM1,529 and RM2,076. Meanwhile, those aged 30 to 44, representing millennials, earn between RM2,702 and RM3,381. "The young workforce, which makes up the majority of the country's labour market, holds significant potential to be empowered through government policy interventions that support the improvement of their well-being and competitiveness in the future economy. "In this regard, the government has taken several strategic measures to address the issue of wage structure and ensure a fairer distribution of income, including the implementation of the Minimum Wage Order, the Productivity-Linked Wage System and the Progressive Wage Policy."

KUALA LUMPUR : Pharmaniaga Bhd has completed its Practice Note 17 (PN17) regularisation plan following the completion of its capital reduction exercise through the cancellation of RM520 million in issued share capital. The pharmaceutical company said this step firmly sets the group on course to exit the PN17 status latest by the first quarter of 2026. 'The capital reduction exercise, which involved the cancellation of RM520 million in issued share capital, was completed after confirmation was received today from the registrar of companies that all statutory requirements have been fulfilled. 'Following the completion of this exercise, the issued share capital of the group is RM249.62 million, comprising 6.55 billion shares,' it said in a statement. Pharmaniaga fell into PN17 status in February 2023, dragged by its RM552.3 million provision for 'slow-moving inventories' of Covid-19 vaccines. At the close of trading today, the counter finished unchanged at 18.5 sen, with 28.69 million shares changing hands.
