
Ludhiana: Notices slapped on 9 pvt schools operating without registration
Some of these institutions—particularly some madrasas—have been running for years without offering formal education as defined by law, says DEO
An inspection drive led by district education officer (elementary) Ravinder Kaur has uncovered violations by several private schools operating without legal registration or adherence to minimum standards under the Right to Education (RTE) Act in Ludhiana district. The inspections, conducted between May 3 and May 15, revealed that at least nine institutions have been functioning without recognition from the education department or inclusion in the UDISE (unified district information system for education) database.
The DEO's team visited schools such as Islamia Arbia Mahdul, Saraswati Vidya Mandir Convent School, Maharaja English Model School (Ramgarh), BVM Grammar School (Dhandari Kalan), Madrasa Islamia Arbia, Origin Public School, Janta Model School (Giaspura), Arsh Public School and BBN Grammar School (Harnampura). All these schools were issued show-cause notices on Monday and given two days to present valid documentation at the district education office.
One of the most glaring cases was Islamia Arbia Mahdul, which had 355 students from Classes 1 to 8 but was found to be operating entirely outside the legal framework of the RTE Act. Similarly, Maharaja English Model School was found to have 29 students enrolled from nursery to Class 7, and BVM Grammar School had 120 students, all without proper recognition or compliance.
Ravinder Kaur said that several of these institutions—particularly some madrasas—have been running for years without offering formal education as defined by law. During inspections, she urged madrasa heads to facilitate student transfers to nearby government schools to ensure access to recognised and quality education.
Following directives from the state education department, a six-member committee has been formed under the DEO's leadership. This team, which includes block primary officers and education department officials, will continue to assess private schools for compliance with the RTE Act, 2009, and Punjab RTE Rules, 2011.
Schools have also been directed to prepare certified documents for verification, including building and fire safety certificates, sanitation reports, clean drinking water availability, and transport safety protocols. The committee's findings will be compiled into a report for submission to the state government to initiate further action.

Written by Neeraj Bunkar On June 4, a chilling incident in Beed district, Maharashtra, again laid bare the persistent scourge of caste-based violence in India. Vaibhav Khandagale, a Dalit man, was brutally assaulted by a mob of 10–12 'upper caste' Maratha men, some of whom were his classmates and supposedly friends. The attack, driven by casteist hatred, was not just an assault on Vaibhav's body, but also an affront to the principles of equality enshrined in our Constitution. The SC/ST (Prevention of Atrocities) Act, enacted on September 11, 1989, was designed to protect marginalised communities from caste-based discrimination and violence. It defines atrocities as 'offences' committed against Scheduled Castes (SCs) and Scheduled Tribes (STs) by non-SC/ST individuals, including acts like physical assault, humiliation, and the denial of rights. Section 3(1)(r) of the Act, cited in the FIR registered by Vaibhav in Beed, addresses intentional insults or intimidation meant to humiliate SC/ST members in public view, punishable with imprisonment from six months to five years and a fine. Section 3(1)(s) covers abuses using casteist slurs, while Section 3(2) (va) enhances penalties for offences under the Indian Penal Code (now Bharatiya Nyaya Sanhita (BNS), 2023). The FIR, registered under multiple sections of the BNS, 2023 (Section 119(1) for causing hurt, Section 333 for cheating, and Section 351(2) for criminal force), alongside SC/ST Act provisions, reflects the gravity of the incident. However, the response from local authorities raises serious concerns about the Act's enforcement. Vaibhav's brother, Dhananjay, according to reports, alleges that the police delayed registering the FIR, forcing the family to wait hours at the Shirur Kasar police station. Even after persistent pressure, the police initially resisted including critical BNS sections related to attempted murder. Shockingly, a counter-complaint was reportedly filed by the wife of the main accused, falsely alleging theft and threats by Vaibhav's family. This case mirrors broader trends documented by the National Crime Records Bureau (NCRB). In 2022, India recorded 57,582 cases of atrocities against SCs, up from 50,291 in 2020. Maharashtra alone reported 2,743 cases in 2022, a steady rise from 2,569 in 2020. Uttar Pradesh topped the list with 15,368 cases, followed by Rajasthan (8,752) and Madhya Pradesh (7,733). In Maharashtra, however, the conviction rates for these crimes remain alarmingly low, undermining the Act's purpose. For SCs, the conviction rate was a mere 8.8 per cent in 2018, dipping to 7.2 per cent in 2019, rising slightly to 11.8 per cent in 2020, then falling again to 10.7 per cent in 2021 and 8.9 per cent in 2022. For STs, the rates were similarly dismal: 11.3 per cent in 2018, 11.9 per cent in 2019, 12.5 per cent in 2020, 11.8 per cent in 2021, and 12.8 per cent in 2022. By the end of 2022, 14,504 cases involving crimes against SCs and 4,149 against STs were still pending trial in Maharashtra, reflecting a backlog that delays justice for victims. The Act mandates robust mechanisms like Special Courts and Special Public Prosecutors to ensure speedy trials (Sections 14 and 15). It also prohibits anticipatory bail (Section 18) and mandates state governments to provide legal aid and rehabilitation (Section 21). Yet, Dhananjay's account of delayed police response, insensitive officers, and hospital negligence in initiating a medico-legal case highlights a gap between the law's intent and its execution. The Beed incident also exposes the social and political pressures that undermine justice. The Act's provisions for externment (Section 10) and forfeiture of property (Section 7) could deter such intimidation, but their application remains rare. The collective silence of 200 villagers during the assault further illustrates the social boycott faced by Dalit families. The SC/ST Act remains a vital shield for India's marginalised, but its effectiveness hinges on impartial enforcement and societal change. Without systemic reforms — stronger police accountability, proactive legal aid, and widespread awareness — the Act risks remaining a paper promise, leaving countless Vaibhavs vulnerable to the enduring shadow of caste. Karnataka Labour Minister Calls for United Effort to Eradicate Child Labour
Bengaluru: Karnataka Labour Minister Santhosh Lad has urged officials and citizens alike to commit themselves to the complete eradication of child labour across the state. He said society must not entertain expectations of labour from children whose rightful place is in schools and playgrounds. Speaking at an event organised to mark World Day Against Child Labour near the Mahatma Gandhi statue on MG Road, the minister said, "The observance of this day should not be limited to a symbolic annual event. Every two months, Deputy Commissioners, Police Superintendents, and Chief Executive Officers of all districts must carry out awareness campaigns and enforcement drives to identify child labourers, especially in dhabas, hotels, factories, shops, and malls." Mr. Lad underlined that children found working in such establishments must be rescued, rehabilitated, and re-integrated into the education system. 'No child should be deprived of education. This is a primary objective of the government,' he said. The minister pointed out that child and adolescent labourers are most often found in remote or informal setups like home-based industries or small workshops, where regulatory oversight is limited. These areas, he said, require targeted interventions to detect and rescue child workers. He further blamed a flawed education system for indirectly encouraging the continuation of child labour. "Unless every citizen actively participates in this movement, the government alone cannot eliminate the scourge of child labour,' Mr. Lad said, calling for community-level vigilance and cooperation. Highlighting Karnataka's early response to the issue, he said the state had become the first in India to launch a Child Labour Eradication Action Plan back in 2001. The state's multi-departmental task forces now include 11 government departments ranging from labour and education to social welfare and industry. These task forces conduct joint field visits in 22 districts to identify, rescue, and rehabilitate children. Strong Legal Provisions Against Child Labour Reiterating that employing children is a punishable offence, Lad cited the Child and Adolescent Labour (Prohibition and Regulation) Act, 1986, amended in 2016. Under the law, first-time offenders may face six months to two years in prison and fines ranging from ₹20,000 to ₹50,000. Repeat offences could attract up to three years' imprisonment. Parents or guardians involved in such violations are also liable for penalties. However, the minister clarified that the law's intention is not to instil fear, but to foster awareness and ensure that children receive fair opportunities for growth and education. In the past three years, the state has conducted 1,02,213 inspections, rescued 2,084 children, and filed 705 cases under child labour laws. Lad cited data from the International Labour Organisation, which estimates that over 138 million children globally are engaged in child labour, including around 33 million in India. "This is an alarming reflection of our social priorities. We cannot claim to be humane while allowing such exploitation to persist,' he said. The Minister encouraged the public to report any incidents of child labour through the 24/7 Childline helpline 1098. Over one lakh complaints have already been received via this channel, prompting necessary action from the Labour Department, he added. Film actress Aditi Prabhudeva, who also spoke at the event, urged citizens to look beyond blaming the government and instead contribute through small personal initiatives. 'Even paying a struggling student's school fees can be a step towards ending child labour,' she said. The event included an awareness rally jointly flagged off by Minister Lad and Ms. Prabhudeva. Labour Commissioner Dr H.N. Gopalakrishna administered an anti-child labour pledge.

Lokpal seeks CBI, ED officers to join its inquiry wing
The Lokpal has sought applications from officers with experience in working with the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED) to join its inquiry wing on deputation. The applications have been invited for filling up of various posts i.e., deputy director (DD)/superintendent of police (SP), inquiry/investigation officer, assistant inquiry/investigation officer and personal assistant in the inquiry wing of Lokpal of India on a deputation basis, according to an official circular. The Lokpal and Lokayuktas Act, 2013, came into force on January 1, 2014, when it received the assent of the President. However, it began functioning only on March 27, 2019, following the appointment of its chairperson and members. To discharge its statutory functions, Section 11 of the Act obligates the Lokpal to constitute an inquiry wing to conduct a preliminary inquiry into any offence punishable under the Prevention of Corruption Act , 1988, alleged to have been committed by the public servants and functionaries. On August 30, 2024, a full bench of Lokpal met and decided to constitute such an inquiry wing. Live Events It has sought applications for posts of DD/SP, four posts each of inquiry/investigation officer and assistant inquiry/investigation officer, and two posts of personal assistant. Officers of different central government services, CBI, ED, Narcotics Control Bureau (NCB), Serious Fraud Investigation Office (SFIO) and those belonging to state or Union Territory police bodies are eligible to apply, said the vacancy circular dated June 10. It said officers with experience in conducting investigation in general/economic & banking/cyber matters are desirable. The pay & allowances, HRA, transport allowance, joining time, travelling allowances & transfer TA, children education allowance, LTC, dearness allowance, medical facilities, leave and the other terms & conditions of the officers selected for appointment on deputation basis will be governed by the extant guidelines/rules as admissible to the central government employees, till the time the Lokpal Officers and Staff (Conditions of Service) Regulations, 2024 are notified, the circular said. The DD and SP will be provided the facility of pick and drop from residence to office and vice versa, and other staff members can avail the facility of pick and drop between office and the nearest metro station/bus stand, it added.
