Centre suggests state to try ‘plastic-for-coupon' scheme
Patna: Union ministry of environment, forest and climate change on Friday suggested that Bihar explore a 'plastic-for-coupon or cash' initiative, drawing inspiration from a successful model implemented in Goa.
The proposal was made by Tanmay Kumar, secretary of the ministry, while addressing the seminar on 'Ending plastic pollution: The road ahead', organised by the state's department of environment, forest and climate change.
He proposed that the initiative could be executed through urban local bodies and commended the state's achievements under the 'Ek Ped Maa Ke Naam' campaign, which saw 4.42 crore saplings planted, exceeding the target by 42 lakh.
Naresh Pal Gangwar, additional secretary of the ministry, highlighted the elimination of single-use plastics and detailed how plastic pollution is adversely affecting health. "The central govt has already banned those plastic products for which viable alternatives exist," he said, urging states to strengthen their systems through sustained collaborative efforts.
In her address during the inaugural session, Harjot Kaur Bamhrah, additional chief secretary of state environment, forest and climate change department raised concerns over the environmental damage caused by single-use plastic.
She said, "The state govt has taken decisive steps, including restrictions on the manufacture, storage, import, transport, sale and use of single-use plastics where alternatives are available.
" She also stressed the need to eliminate non-essential and non-biodegradable plastics and affirmed the state's continued cooperation with the Centre on plastic management.
Technical sessions during the seminar included presentations on 'Plastic waste management in urban local bodies in Bihar" by the department of urban development and housing, "Legal provisions for the elimination of single-use plastic" by the Bihar State Pollution Control Board and "Methods, challenges and opportunities adopted by Patna Municipal Corporation for plastic waste management."
In his welcome address, Prabhat Kumar Gupta, principal chief conservator of forests (HoFF), highlighted the challenges posed by single-use plastic and the urgent need for collaborative action from all sectors.
D K Shukla, chairman of the Bihar State Pollution Control Board, elaborated on the grave environmental consequences of plastic waste. He said establishing user responsibility was essential for its effective management.

Air India plane crash: Parents flew to surprise daughter in London. She got news of their death
What was meant to be a joyful surprise turned into a devastating tragedy for 21-year-old Dhavni Patel, a student in the UK. Her parents and aunt, who had planned to arrive early in London to attend her convocation ceremony, were among those killed in the doomed Air India plane that crashed shortly after take off from Ahmedabad airport on Thursday afternoon. According to a report by NDTV, Dhavni's parents Rajnikant Patel and Divyaben Rajnikant, along with her maternal aunt Hemangi Ben, were flying from Vasad in Gujarat to London. They were originally supposed to travel on June 17, but preponed their trip to surprise her and spend more time together. But instead of reuniting with her family, Dhavni received the heartbreaking news of their death after the Air India 787-8 Dreamliner crashed into a doctors' hostel near Meghani Nagar, Ahmedabad. The crash killed at least 251 people, including passengers and residents of the hostel. Only one passenger survived the crash. Air India confirmed that the London-bound flight had 242 people on board, including 169 Indian nationals, 53 British, seven Portuguese, one Canadian, and 12 crew members. Prime Minister Narendra Modi on Friday visited the crash site near the Ahmedabad airport. He later met the lone survivor of the crash, Vishwash Kumar Ramesh, a British-Indian national, who is currently being treated at the Civil Hospital. Union home minister Amit Shah, who visited the crash site and met the injured at a local hospital, said the final death toll would be confirmed after DNA testing. "The forensic laboratories have been directed to complete the DNA testing in the shortest possible time," he said. The Centre has set up a high-level, multi-disciplinary committee to investigate the Air India plane crash that killed over 250 people in Ahmedabad on Thursday. According to an order from the ministry of civil aviation, the panel will look into the causes behind the crash, review the existing Standard Operating Procedures (SOPs), and suggest new safety guidelines to prevent such incidents in the future. The committee will have access to key evidence including aircraft maintenance records, air traffic control (ATC) recordings, black box data, and eyewitness accounts. The government has set a deadline of three months for the final report.

Karnataka Chief Minister Siddaramaiah on Friday made a strong pitch before the 16th Finance Commission for a more equitable share of central taxes for the state and sought a ₹1.15 lakh crore investment over five years to bolster Bengaluru's infrastructure. In a detailed meeting with Commission Chairman Arvind Panagariya, the chief minister flagged the fiscal disparity Karnataka faces, stating that despite contributing nearly 8.7% to India's GDP with only 5% of the population, the state receives disproportionately low returns from the Centre. He added that the discussion with Panagariya was cordial, and the Commission appeared open to the state's demands. The chief minister also drew attention to the state's reduced share in central funds under the 15th Finance Commission. Karnataka's share in tax devolution dropped from 4.71% to 3.64%, leading to an estimated loss of over ₹80,000 crore during the award period. Moreover, Karnataka's per capita devolution fell from 95% to just 73% of the national average between the 14th and 15th Finance Commissions. In its formal submission, the state government called for a significant overhaul in the devolution formula. Karnataka urged the Commission to raise states' share of divisible taxes to at least 50%, cap cess and surcharges at 5%, and include the Centre's non-tax revenues in the divisible pool. Siddaramaiah stressed that states are currently excluded from revenue earned through central cess and surcharges. 'If cess and surcharges exceed 5%, they should be brought into the divisible pool so that states can benefit,' he said. The chief minister also criticised the current design of revenue deficit and state-specific grants. He cited Kerala's receipt of a ₹38,000 crore revenue deficit grant, while Karnataka received nothing under that head. He also questioned the denial of a ₹5,495 crore special grant recommended for Karnataka by the 15th Finance Commission but ultimately not sanctioned by the Union government. To correct these imbalances, the state has suggested recalibrating the weight of the income-distance criterion — currently favouring poorer states — by reducing it by 20%, and reallocating that weight to reflect each state's contribution to the national GDP. This, Siddaramaiah argued, would ensure that economically productive states like Karnataka are rewarded rather than penalised. He concluded by urging the Finance Commission to consider reforms that would make the devolution system more predictable, performance-based, and transparent — with a focus on both promoting national growth and addressing regional disparities.

Mr Rupani was among the 241 passengers who lost their lives in the tragic crash of Air India Flight AI-171, a London-bound Boeing 787-8 Dreamliner, on Thursday. In a post on X, Amit Shah wrote, "I worked for a long time in the organisation with former Gujarat Chief Minister Vijaybhai Rupani ji. Earlier in the day, BJP President JP Nadda expressed sorrow and grief over the demise of former Gujarat CM Vijay Rupani. On Thursday, the Al-171 Boeing Dreamliner 787-8 aeroplane bound for London's Gatwick had crashed shortly after it took off from the Ahmedabad International Airport. The airlines said only one out of the 242 people on board the aircraft survived the crash. Vijay Rupani was a two-time Chief Minister of Gujarat from 2016 to 2021. Rupani was also appointed the BJP's in-charge for Punjab.
