Tricolour Rises In Maoist HQ Foothills: Kawande's First Tryst With Independence Day

Nagpur: For the first time after 78 years of independence, the national anthem 'Jana Gana Mana' will reverberate through this once-impenetrable Maoist stronghold of Kawande on the foothills of Abujmarh hills — the tottering guerrilla headquarters.
The towering black flags and red-stamped pamphlets have vanished, and Maoist boycott calls are a distant echo as the remote tribal hamlet on Maharashtra-Chhattisgarh border gears up to unfurl the tricolour for the first time.
With the area flooded and not congenial for combat boots, police drones will hover in the sky to keep vigil on movements of the last standing guerrillas holed up in the forested, booby-trapped Abujmarh hills.
Till a few years ago, Maoists would step out from their hideouts in Gadchiroli to observe August 15 as 'Kala Diwas' or Black Day, hoist black flags in villages and set ablaze tricolours. Here guns boomed, guerrilla kangaroo courts flourished and govt's footprint was non-existent. This year, Kawande in a true sense, will observe its first Independence Day. And this was possible after C-60 commandos and Central paramilitary troopers decimated Maoists on the foothills of Abujmarh and dismantled their 'janatana sarkar'.
The Kawande police post, nestled in dense jungles of Bhamragarh taluka in Gadchiroli, will organise a historic flag hoisting on its newly opened premises in March this year. Setting up the post proved a game changer with Devendra Fadnavis becoming the first Maharashtra chief minister to step into the remotest tip of the Red Corridor.
Constructed in an unbelievable 48 hours, the police post at Kawande, equipped with Wi-Fi, a water purification plant, and bulletproof fortifications, stands as a stamp of state authority in this remote corner.
This was the seventh post opened in two years, signalling a steady erosion of Maoist influence in Gadchiroli. The hoisting of the tricolour will mark a symbolic triumph over decades of Maoist dominance here, replacing their black flags, said SP Gadchiroli Neelotpal.
"Relentless operations by C-60 commandos and Central Reserve Police Force (CRPF) personnel were instrumental in this transformation," he said.
The encounter in May, when 200 C-60 commandos dismantled a Maoist camp in Abujmarh, significantly weakened the rebels' Bhamragarh dalam, which operated in Kawande and surrounding areas.
The operation yielded weapons, detonators, and Maoist literature, underscoring the rebels' intent to disrupt the region. Bloodstains at the site suggested casualties, though the Maoists fled, exploiting the rugged terrain.
With security fortified, the region is poised for better roads, education, and health facilities, long denied by the rebels. As the tricolour rises, Kawande stands testimony to the resilience of local tribals and the courage of commandos, most of whom are sourced from Gadchiroli's tribal hamlets.

Shortage of teachers hits NEP in colleges

MUMBAI: Government and government-aided colleges across Maharashtra are reeling under a 38% shortfall in teachers, leaving them struggling to implement the requirements of the National Education Policy (NEP). Shortage of teachers hits NEP in colleges According to data obtained through the Right to Information (RTI) Act, 11,918 posts of lecturers and assistant professors in 2,000 government-aided colleges were vacant as of December 31, 2024. The situation is particularly dire in aided colleges affiliated to the University of Mumbai, where there are 2,127 vacancies – a staggering 41%. Colleges say the lack of permanent teachers makes it very difficult to meet the bar set by the NEP. 'We need permanent staff to teach the various courses we need to offer under the NEP,' said the principal of a South Mumbai aided college. 'We are currently hiring teachers on a clock-hour basis, but most of them don't continue beyond six months owing to low remuneration at government-approved rates.' Another college principal in Mumbai, said, 'We started implementing the NEP in our college three years ago, but offering students open electives in the spirit of providing a truly multidisciplinary education is impossible with the current staff strength. Without adequate faculty, the very purpose of the NEP is defeated. We are operating with contractual staff.' According to information sourced from the higher education department by RTI activist Abhay Kolhatkar, the state had sanctioned 31,185 teaching posts in over 2,000 aided colleges across the state, of which 11,918 remain vacant. The shortage of teachers began during the Covid pandemic, which began to unfold in early 2020, when the government ordered a recruitment freeze. Although 3,580 posts for assistant professors had been approved in 2018, only 1,492 were filled before the pause in May 2020. In 2021, another 2,088 posts were sanctioned but recruitment remained sluggish. The challenge has grown since the NEP was rolled out in autonomous colleges in 2023-24, and extended to affiliated colleges in 2024-25. The new policy introduced skill-based and practical subjects, requiring a greater number of teaching hours and specialised instructors. The University Grants Commission (UGC) has directed all states to fill at least 80% of sanctioned posts to maintain their accreditation grades under the National Academic Accreditation Council (NAAC). In July, the state government approved recruitment for over 7,900 teaching posts and more than 2,200 non-teaching posts across universities and government aided colleges. Chief Minister Devendra Fadnavis cleared the long-pending drive, which was last attempted in 2022 but had stalled. However, no advertisements have been published so far. Professor Kushal Mude, national convenor of the All India NET and SET Teachers' Organisation, said, 'If a healthy teacher-student ratio is not maintained, the standards set by the central government for NEP cannot be achieved. Nearly 40% of sanctioned posts in aided colleges are vacant, and many private colleges have no full-time teachers. The government must recruit assistant professors in mission mode.'

Similar conditions prevail here. I also support the demand. I will speak to chief minister Devendra Fadnavis soon," said Pawar. He also said that despite all plots in Jalgaon MIDC being sold, industries have not commenced operations. "Our people in Jalgaon are not getting employment despite all the plots in the Jalgaon MIDC being sold out, and this is because the industries are yet to start there. We have decided to issue notices to those who have not started anything so far and take back the plots if they are unable to do anything in the next three months," Pawar added. Contractors across the state have planned to agitate outside district collectorates on Aug 19, demanding the clearance of outstanding payments with state govt for completed works.
