
TDS refund rules to be made simpler under Income Tax Bill 2025? Here's what we know
Instead of filing ITRs solely for claiming TDS refund, taxpayers may be able to do it by just filling up a simple form, according to a report by The Hindustan Times.
The Select Committee on the Income Tax Bill 2025 made a recommendation to this effect to the government, the report said citing functionaries related directly with the legislation.
'The panel felt that the current mandatory requirement to file a return solely for the purpose of claiming a refund can inadvertently leads to prosecution, particularly for small taxpayers whose income falls below the taxable threshold but from whom TDS has been deducted. In such cases, the law should not compel a return merely to avoid penalty,' the official, who was not named, was quoted as saying by the newspaper.
The government has accepted the suggestion and will implement it as an amendment to the bill, the person said.
Two other panel members cited by HT confirmed that the idea is for the CBDT to work out a simple form for those who are not under the tax threshold, instead of them filing IT returns.
'We discussed it in the meeting. The idea is instead of filing an ITR, one can file a simple form for claims. The process will be linked with Form 26AS.'
Form 26AS is a consolidated statement of tax deducted and collected at source.
The Select Committee on the Income Tax Bill 2025 suggested to do away with a clause that says 'a person who intends to make a claim of refund under Chapter 10' should file an IT return.
Under the recent amendments to the new tax regime, people getting salaries up to ₹ 12.75 lakh do not need to pay taxes. However, when salaried employees do not present the required documents, the employer deducts TDS.
The panel also added more accountability to the controversial provision that empowers tax officials get access to a taxpayer's digital devices.
One of the functionaries quoted by HT said that the new bill aims to simplify income tax laws as well as make tax administration nimble and efficient.
'For example, the existing Income-Tax Act, 1961 does not specifically mention digital devices, which often become a contentious point in case of litigation. This bill seeks to specifically authorise officials to gain access to digital devices, besides books of account, ledgers and other manual records showing details of income and expenditure,' he was quoted as saying.
The new law is likely to be implemented from April 1 next year, the person reportedly said.

Chief minister Yogi Adityanath reviews Kanwar yatra plans in west Uttar Pradesh

'CM Yogi also inquired about the progress of the Dudheshwar Nath temple corridor being developed under the tourism department within the temple premises. After visiting the temple, CM Yogi proceeded to the Ghaziabad police lines, from where he boarded a helicopter to shower flower petals on Kanwariyas travelling along routes passing through various districts of western UP, especially near the borders of Muzaffarnagar and Meerut,' said officials. 'CM Yogi expressed satisfaction about the arrangements taken up for Kanwar Yatra and Kanwariyas in Ghaziabad. We also briefed him about the progress of the temple corridor, for which several old shops need to be shifted out. We will also hold a meeting in this regard within a week, and further progress is expected soon,' said district magistrate Deepak Meena. The temple corridor in Ghaziabad is expected to be built on the lines of the corridor in Kashi Vishwanath in Varanasi. 'It is the responsibility of every Kanwar sangh and every Shiv bhakt to expose such elements and immediately inform the authorities. The entire Yatra route is under CCTV surveillance, and once the Yatra concludes, strict action will be taken against those identified. Their posters will also be displayed publicly,' said CM Yogi in a statement issued by the department. CM Yogi while taking a dig at the previous governments said that before 2017, such pilgrimages were neither supported nor respected, but they were obstructed. 'Today, with a government that values and protects faith, it is the collective duty of all devotees to carry forward this tradition with peace and respect. If anyone receives information about any such person, they should inform the administration instead of taking the law into their own hands,' said CM Yogi. Reacting to CM Yogi's statements, Samajwadi Party's district president Faizal Hussain, said, 'The Kanwar Yatra went on peacefully during previous years and previous governments, and it was never stopped. People of different faiths have always supported and contributed towards it. Political statements should be avoid during religious events. But, it is the habit of the BJP leaders to play divisive politics. They will never raise and listen to the issues of unemployment, poverty, lack of education facilities and healthcare which largely affect the common man.'

Kashi Declaration advocates consensus against drug abuse
The Youth Spiritual Summit on the theme Nasha Mukt Yuva for Viksit Bharat concluded at the Rudraksh International Convention Centre in Varanasi on Sunday with the formal adoption of the Kashi Declaration that affirmed a national consensus to tackle substance abuse as the event marked a key moment in the country's journey toward a drug-free society by 2047. It proposed institutional mechanisms for multi-ministerial coordination, including the formation of a Joint National Committee, annual progress reporting and a national platform for linking affected individuals to support services. Organised by the Ministry of Youth Affairs and Sports, the summit gathered over 600 youth leaders, representatives from 120+ spiritual and socio-cultural organisations, academicians, and domain experts. 'The Kashi Declaration is not just a document, but a shared Sankalp (resolve) for the Yuva Shakti of Bharat,' stated Union minister for youth affairs and sports Dr Mansukh Mandaviya. 'Bharat's Spiritual strength has always guided Bharat through its crises. This is why spiritual institutions must now lead the charge in creating a Nasha Mukt Yuva for Viksit Bharat. They will serve as the backbone of this Maha Abhiyan,' he added. Himachal Pradesh governor Shiv Pratap Shukla said: 'This sacred land of Kashi is the cradle of Sanatan Chetna (eternal consciousness), where discipline and values guide life's journey towards moksha. We are not just gathering; we are sowing seeds that will one day grow into a strong tree of national transformation.' He further cautioned: 'If a nation where 65% of the population is youth falls prey to addiction, only those who break free from it will be able to build the future.' The summit featured deliberations across four plenary sessions. These deliberations formed the foundation of the Kashi Declaration that will serve as a guiding charter, with progress to be reviewed during the Viksit Bharat Young Leaders Dialogue 2026. The keynote address of Session 4 was delivered by Nitin Agarwal, minister of state (independent charge) for excise and prohibition, Uttar Pradesh. Several dignitaries participated in sessions. They included Union minister for social justice and empowerment Dr Virendra Kumar, Union culture and tourism minister Gajendra Singh Shekhawat, Uttar Pradesh minister for labour and employment Anil Rajbhar, Union minister of state for home affairs Nityanand Rai, Union minister of state for youth affairs and sports Raksha Nikhil Khadse and Uttar Pradesh sports minister Girish Chandra Yadav. Khadse highlighted the misuse of digital platforms targeting school children and reiterated the government's zero-tolerance policy.
