Former West Bengal BJP President Dilip Ghosh says party did not invite him to PM rally, gives it a miss
Dilip Ghosh, former president of the Bharatiya Janata Party (BJP) in West Bengal, remained absent from Prime Minister Narendra Modi's event in the State on Friday, claiming the party 'did not invite' him. 'The party cadre had called me to attend the rally. But the party did not invite me. Maybe they do not want me there; it would make them uncomfortable. So, I will not go to the Prime Minister's rally. I am going to Delhi instead, for some work related to the party,' Mr Ghosh told media persons at the Kolkata airport before departing for Delhi. In Delhi, he was seen going to the residence of national BJP president JP Nadda, and leaving in a few minutes. Meanwhile, on the same day, in West Bengal's Durgapur, Prime Minister Modi inaugurated key development projects and attended a party rally. Mr. Ghosh has notably remained absent from important party events and rallies in the recent past, including events attended by Prime Minister Modi at Alipurduar and Home Minister Amit Shah in Kolkata this year. His absence on Friday assumes significance considering the upcoming Martyrs' Day rally by the Trinamool on July 21. Speculations are rife that Mr Ghosh is potentially joining Trinamool. Amid reports of a souring relationship between Mr. Ghosh and the State BJP leadership, the newly appointed West Bengal BJP President Samik Bhattacharya had reached out to Mr Ghosh on July 8 this year. After their in-person meeting, Mr. Bhattacharya described Mr. Ghosh as the 'heart and soul' of the party, while Mr. Ghosh said that he will follow instructions from the party leadership like any other party worker. Mr. Ghosh is a senior leader of the BJP in the State and has served as a national vice president and State president of the BJP. Under his leadership, the BJP had won 18 out of the State's 42 Lok Sabha seats in 2019. He was earlier elected as an MP from Medinipur in 2019 and an MLA from Kharagpur Sadar in 2016. In May this year, Mr. Ghosh drew criticism from the BJP when he met West Bengal Chief Minister Mamata Banerjee at the inauguration of the Digha Jagannath Temple. The erstwhile State BJP President, Sukanta Majumder, was quick to clarify to the media that the party had decided not to attend the temple inauguration, and Mr, Ghosh's presence was in his personal capacity.

ED arrests Baghel's son in Chhattisgarh liquor ‘scam'
PTI photo RAIPUR: Enforcement Directorate arrested on Friday Chaitanya Baghel, son of former Chhattisgarh CM Bhupesh Baghel, from his residence in Bhilai after the agency conducted an early morning search at his premises in connection with an alleged Rs 2,100 crore liquor scam during his father's tenure as CM. Chaitanya was presented at a special PMLA court in Raipur which sent him to five-day ED custody, an agency official said, adding that Chaitanya did not cooperate during the searches. The father-son duo stays in the same house, while Baghel also has an MLA residence in Raipur. When ED carried out searches, Baghel was at his Raipur residence and was proceeding to Vidhan Sabha. The timing of the raid, on the last day of the assembly session, triggered sharp political reactions, particularly from the opposition Congress. We won't be scared or bow down,' he said. He, however, said he would cooperate with the probe. In this case, ED had in Jan arrested former excise minister Kawasi Lakhma; Anwar Dhebar, brother of Raipur mayor and Congress's Aijaz Dhebar; and senior babus, including IAS officer Anil Tuteja and a telecom service officer, Arunpati Tripathi. After the arrest of Lakhma, ED had claimed that he was 'aware of the complete affairs of the liquor scam, yet he did nothing to stop it'. The agency has accused Lakhma of receiving Rs 2 crore every month from the syndicate involved in illegal liquor trade. ED had also said Lakhma played an important role in policy change, which led to the introduction of FL-10A licence in Chhattisgarh. 'He was an integral part of the syndicate and assisted it by manoeuvring the process and procedures as per their direction,' it said. The agency has so far attached assets worth over Rs 200 crore in the case. Baghel later said, 'The adjournment motion moved by Congress in the Chhattisgarh assembly over tree felling being carried out by Adani Group in Tamnar was disallowed by Speaker Raman Singh. The opposition alleged that there has been no adherence to the PESA Act, no compliance with directives issued by the National Green Tribunal, and even the resolution unanimously passed by the state assembly has been disregarded. Not even a discussion was permitted.' Bringing an adjournment motion in the assembly, leader of the opposition Charandas Mahant and Baghel alleged in their speeches that 'Tamnar coal mine, which has been allotted to Maharashtra State Power Generation Company with its mine operator and developer being Adani, is being run solely for the benefit of a single industrialist, while local residents are being harassed and displaced'.

Toll on SP Ring Road to be revised
Ahmedabad: From Jan 1, 2027, the Ahmedabad Urban Development Authority (Auda) itself will collect toll tax on the six-laned SP Ring Road. The toll tax will be revised, and as per new tender provisions, contractor companies developing the road will be paid annuities every six months. The current concession company's toll collection term ends on Dec 31, 2026. Whether LMV passenger four-wheelers will continue to be exempt from the tax will be decided by the state govt at a later stage, officials said. With the bids now opened, contracts are expected to be awarded soon. Package 1 of the project involves six-laning the road's 37km stretch in the city's eastern area while Package 2 involves six-laning of a 39.25km stretch in the western part. It has also been decided to widen the 34km two-lane service road to four lanes, and the 15km three-lane service road to four lanes. An Auda official requesting anonymity said, "Auda floated two separate tenders for the two packages on the Hybrid Annuity Model (HAM). Nine companies have bid for one package, while 11 have bid for the other. New toll booths will be set up and Auda will collect revised toll tax for 15 years. According to the tender formula, a certain amount from toll tax revenue will be paid to the contractor companies as an annuity every six months." Auda laid the SP Ring Road in 2006 on a build-operate-transfer (BOT) basis. As traffic increased, it was decided to six-lane it with an expansion report prepared in 2017 and later approved. In Oct 2017, the Auda board, through resolution No. 267, exempted LMV passenger four-wheelers from toll tax on SP Ring road under its jurisdiction. Auda pays the concession company ARRIL Rs 40 to 50 crore annually to compensate for this loss in revenue. In Feb 2019, ARRIL submitted a request letter expressing willingness to spend Rs 200 crore for the six-laning without funds from Auda. In exchange, it requested an extension of its concession agreement, which ends on Dec 31, 2026, by three years and six months. The company also mentioned the possibility of amending the concession agreement regarding incremental costs and project revenue as guided by its financial lenders. While Auda okayed the concessionaire bearing the six-laning expenses, it did not agree to extending the concession period. The authority then appointed a third-party consultant to determine the bill of quantity and put a condition that if toll revenue increases, the additional amount should be given to Auda. The six-laning proposal was approved based on these conditions, but later cancelled in 2021.
