Fight Legally, Politically: Karnataka CM Siddaramaiah On Goa CMs Mahadayi Project Remark
Karnataka Chief Minister Siddaramaiah and his ministers on Wednesday lashed out at the BJP and Goa Chief Minister Pramod Sawant over the latter's remark about the Mahadayi project. Notably, Goa CM Sawant told the state legislative assembly that Union Minister for Environment and Forests Bhupendra Yadav has assured that the Central government will not okay the Mahadayi project. Sawant also told the legislative assembly on Tuesday that the Goa government would file a contempt petition in the Supreme Court against the Karnataka government for carrying out activities aimed at diverting Mahadayi river water. The two states are locked in a decades-old dispute over the sharing of Mahadayi river water. Now, CM Siddaramaiah said that the state government will fight it legally and politically. "Karnataka Chief Minister Siddaramaiah and his ministers on Wednesday lashed out at the BJP and Goa Chief Minister Pramod Sawant. The Goa CM's arrogant remark on the Mahadayi project is an insult to the people of Karnataka. Why hasn't the Union Govt officially communicated any concerns? Is this how federalism works under BJP? Backdoor sabotage, silence, and betrayal?" said Siddaramaiah. The Karnataka CM asked whether Kannadigas are being punished for not surrendering to the BJP. "Mahadayi is not for luxury or waste, it is for the drinking water needs of North Karnataka. For decades, our people have waited for justice. But BJP's and Janata Dal (S) Karnataka leaders have no spine to speak up. Their silence today will be remembered tomorrow," he said. The Karnataka Chief Minister said that despite the 2018 tribunal verdict allocating 13.42 TMC of water to the state, the Central government in connivance with Goa's BJP government, is blocking the implementation of the rightful project. "This project will quench the thirst of over 40 lakh people in Belagavi, Dharwad, Gadag, Bagalkot and nearby regions. It is a lifeline, not a bargaining chip. We will fight legally, politically, and morally until Karnataka gets its rightful share," said the CM. Earlier on Wednesday, Karnataka Minister H K Patil termed the Goa CM's statement as shocking. "The official statement made by Goa Chief Minister Pramod Sawant in the Legislative Assembly—that Union Environment Minister Bhupender Yadav has informed him the Centre will, under no circumstances, approve the Mahadayi project—has come as a shock to Karnataka," he said. The Mahadayi river originates in the Bhimgad Wildlife Sanctuary in Karnataka and flows through Goa and Maharashtra before emptying into the Arabian Sea at Panaji.

India, Nepal review security cooperation, agree to strengthen border management
NEW DELHI: Strengthening of mutual cooperation to curb trans-border criminal activities, improve border infrastructure and ensure effective disaster management dominated discussions at the Indo-Nepal home secretary-level talks held here on Tuesday. Leading the Indian side was Union home secretary Govind Mohan, while the Nepali side was led by his counterpart Gokarna Mani Duwadee. During the talks, both sides reviewed the entire gamut of bilateral security cooperation as well as border management and agreed to strengthen it further, the home ministry said in a release on Wednesday. The deliberations included issues related to the repair and maintenance of boundary pillars; trans-border criminal activities; working of border district coordination committees; and strengthening of border infrastructure, particularly integrated check posts (ICPs), roads and railway networks. The home ministry release said empowerment and capacity building of various security-related institutions, and ways to strengthen cooperation in disaster risk reduction and management, were also taken up for discussion. Both the sides welcomed the finalisation of the text of the agreement on mutual legal assistance in criminal matters and agreed to work towards early conclusion of the revised extradition treaty. The unfenced Indo-Nepal border is prone to being exploited by criminals, including terrorists, to escape scrutiny and investigation by the law enforcement agencies, particularly on the Indian side. It was agreed that the next home secretary level talks will be held in Nepal at a mutually convenient date.

Kerala will bear land acquisition cost of Sabari Rail project: Minister tells Parliament
Clearing the ambiguity over the financing of the Sabari Rail project, the Union Railway Ministry has made it clear that Kerala will acquire the land required for the project using the State share, ie 50% of the project cost. The State government has agreed to acquire land using its share of 50% of the project cost. Once land acquisition by the State started, work on the project could be taken forward, said Railways Minister Ashwini Vaishnaw in reply to a question in Parliament on Wednesday. To a specific question whether the Union government had any plans to extend the railway line to Thiruvananthapuram to connect the Vizhinjam International Seaport, the Minister made it clear that there was no relation between the Sabarimala rail project and the Vizhinjam International Seaport. There had been ambiguity regarding sharing the cost of the project as the State had been maintaining that the liability incurred by it by financing the project through the Kerala Infrastructure Investment Fund Board (KIIFB) should be fully exempted from the State's borrowing limit. The Union government then suggested a tripartite agreement to implement the project, involving the State government, the Ministry of Railways, and the Reserve Bank of India. However, in the memorandum submitted by the Kerala government to the Railway Minister on June 3, the State government made it clear that it would not agree to enter into a tripartite agreement as suggested by the Union government. High-level committee During a meeting between Chief Minister Pinarayi Vijayan and Mr. Vaishnaw in June, the Union Minister had promised that a high-level committee from the Railway ministry would visit the project site in July as part of reviving the project. However, the committee had not yet visited Kerala, though the State government had directed District Collectors of Ernakulam, Idukki, and Kottayam to restore the land acquisition units and to finalise the revised alignment of the railway line to speed up implementation of the project, said government sources. As per the revised estimate, the project will cost ₹3,810.69 crore. The 110-km Angamaly-Erumely route was first announced in the 1997-98 Railway Budget. Land acquisition had been completed in 8 km, while the work on the 7-km stretch between Angamaly and Kalady was completed earlier.
