Rabat – The UK has thrown its full support behind Morocco's Autonomy Plan as a credible and pragmatic solution to the regional dispute over the Western Sahara.
The move was formalized in a joint press statement signed Sunday in Rabat by British Foreign Secretary David Lammy and Moroccan Foreign Minister Nasser Bourita, during what officials described as a turning point in bilateral ties.
'This is the first visit by a UK Foreign Secretary to Morocco since 2011,' Bourita noted, addressing reporters alongside Lammy. 'I must remind His Excellency David, my dear friend, that when we met a year ago, we discussed this very matter.'
Recalling promises made, Bourita added: 'The first was that, under your mandate, the UK Foreign Secretary would pay an official visit to Morocco. The second was that this visit would mark a turning point, a game-changer, in our bilateral relations.'
The visit did just that. The UK affirmed that Morocco's Autonomy Plan, presented in 2007, offers a 'serious, credible, and realistic basis' for resolving the Western Sahara dispute.
It also confirmed that UK Export Finance could consider supporting economic development projects in the southern provinces of Morocco, in line with London's broader commitment to mobilize £5 billion in investments across the country.
'This visit is also particularly meaningful due to a major development in the United Kingdom's position on the Moroccan Sahara,' Bourita stated. 'From today onward, we will work together bilaterally, regionally, and internationally, grounding our relations in this strategic partnership.'
Bourita described the moment as 'one of great significance, if not historic,' explaining that it coincided with the fifth session of the Morocco–UK Strategic Dialogue, a platform he said would open a 'new phase in our relations.'
Moreover, Lammy acknowledged the weight of the Western Sahara issue for Rabat, affirming London's understanding of its historical and political significance. 'The UK knows how important the Western Sahara is to Morocco,' he said, stressing the need to move toward a final settlement.
'The time for a resolution is long overdue. We understand the urgent need to secure a definitive and lasting solution, one that delivers a better future for the people of the region.'
The ministers signed four new agreements covering areas such as trade, defense, research, and investment, with more expected in the coming days.
The UK's new stance aligns it with other major international powers that support Morocco's territorial integrity.
Bourita noted that Morocco does not see this support as a symbolic gesture. 'Morocco has never viewed this international momentum as merely symbolic, nor as a diplomatic gesture to maintain the status quo. Instead, we see it as a concrete path toward resolving a conflict that has persisted for over 50 years.'
London's position carries particular weight as a permanent member of the UN Security Council.
Morocco's foreign minister emphasized the need for renewed UN involvement: 'This is an opportunity for the United Nations and the international community to act, to reach a final resolution based on Morocco's Autonomy Initiative.'
He concluded by reiterating the principles that guide Morocco's foreign policy. 'His Majesty has defined two guiding principles for Moroccan diplomacy: clarity and ambition. Through our recent dialogue with the United Kingdom, many issues have now become clear, and this clarity paves the way for ambition.'
With the UK now on board, Morocco's autonomy initiative gains new momentum and increasing international power.

El Hachem told Morocco World News. That Plug and Play planted roots in Casablanca five years ago: 'We landed in Morocco five years ago to position Morocco as the leading innovation hub in Africa. Since then, we have managed to accelerate more than 110 different startups,' he said, adding: 'We're very happy with this new partnership with the Ministry of Digital Transformation and TechnoPark. We will be launching a new program out of TechnoPark in Casablanca to double down on our different operations and activities, and investments,' he told MWN From Technopark's side, Managing Director Lamiae Benmakhlouf framed the alliance as the next logical step after two decades of local ecosystem-building. 'This strategic partnership with Plug and Play marks a new step in our mission to support Moroccan startups. It reinforces our commitment to an open, connected, and internationally oriented ecosystem,' she argued in her speech. 'We are convinced that this synergy will provide young startups with the necessary levers to accelerate their growth and access new markets.' She later elaborated in an exclusive interview with MWN. 'The objective of this partnership is to implement an acceleration program for Moroccan startups with high growth and innovation potential,' she stressed. The initiative is 'part of the Moroccan Digital Strategy 2030,' she recalled, adding that its central aim is 'to support startups throughout their journey from ideation to acceleration.' Government officials echoed that message. Amal El Fallah Seghrouchni, Minister for Digital Transition and Reform of the Administration, who oversees digital transition, linked the deal to national policy. The United States demonstrated its support for the initiative through remarks by Marissa Scott, Consul General of the United States in Casablanca. Scott hailed the partnership in comments to MWN, emphasizing the US government's commitment to supporting innovation efforts in Morocco. 'I am here at Technopark today to celebrate,' she said. 'We are excited as the USA government about this memorandum of understanding because it gives an opportunity to connect the technical innovation prowess of the United States with the building momentum of Morocco, combined, it is a powerhouse.' How the program will work According to both Technopark and Plug and Play insiders, applications are expected to open in July, with a 12-week acceleration track to follow. The cohort should wrap up with a public Demo Day in September; pilot opportunities will be offered via Plug and Play's network of over 550 corporate partners. Initial focus areas are said to include fintech, health-tech, clean energy, smart-city solutions, and other high-growth digital services.' With today's signing, all eyes will now turn to the first cohort this fall. Efforts are ongoing to develop a new system for taxis, Laftit announced on Monday, noting that studies are being conducted to modernize the transport sector. Laftit's made the statement in response to MPs'' questions during a parliament session at the House of Representatives, where the minister stressed that the current taxi system is 'no longer sustainable and must be developed to meet the challenges.' He pledged a modern approach with technologies to tackle the situation, noting that the goal of a similar project is to establish a system that responds to the requirements of the current phase and meets citizens' aspirations without harming those working in the sector. Laftit's remarks come amid an ongoing delicate situation marked by constant clashes between taxis and ride-sharing applications, especially In-Drive. Over the past months, several reports and viral videos have documented the clashes between taxi drivers and ride-sharing app drivers. One of the latest incidents took place in December last year. Videos and eyewitness accounts of the clash documented scenes of physical violence (notably an exchange of punches and kicks) and verbal abuse. The incident began when taxi drivers chased a ride-sharing driver through the streets of Rabat, converging reports indicated, adding that the chase started when the ride-sharing driver picked up a passenger at Agdal train station. Many similar incidents have taken place over the years, dividing opinions across Morocco. Some have called on the Moroccan government to set up clear regulations overseeing ride-sharing applications operating in Morocco. In May, minister Laftit warned taxi drivers, stressing that any attempt to stop drivers working for ride-sharing apps by individuals or groups outside the competent legal authorities should be punished by law. Laftit also acknowledged that using private cars to transport people through apps without licenses is illegal, pledging that security forces are actively working to handle the situation. In March, professional taxi unions asked Morocco's High Authority for Audiovisual Communication (HACA) to end broadcasting an in-Drive advertisement oin public television channels, like 2M. The unions argued that the decision to air promotional content for inDrive is a flagrant violation of national laws, especially since the ride-sharing application operates without proper licensing in Morocco. It remains to be seen whether Morocco's new project will tackle the ongoing saga between the two taxi drivers and ride-sharing applications, with the goal of appeasing both sides while above all ensuring the comfort of residents and citizens.
