
Factory licensing procedures simplified for industrial areas

approved the proposal in its house meeting to simplify factory licence procedures by eliminating the requirement for applying separately with the civic body and synchronising the fee with annual property tax, the factory licence department issued an order in this regard on Monday.
Applauding the move, the chief minister's office on Tuesday wrote on X, calling it a historic change in the MCD factory licence system. "Now factories operating in industrial areas recognised by GNCTD/DSIIDC will not need to obtain a separate factory licence from MCD. Delhi govt has taken this important decision towards strengthening 'Ease of Living' and 'Ease of Doing Business'. If the factory has MSME Udyam Registration or an Allotment Letter/Lease Deed from GNCTD/DSIIDC, the same document will now be valid as an MCD licence under Section 416/417, DMC Act.
Now there will be no need to obtain a separate licence.... This decision will strengthen the industrial sector of Delhi towards self-reliance and facility-based governance," it stated on X.
The LG office said on X: "The decision to further enable businesses — especially small and medium enterprises — is indeed commendable."

Now, Delhi's civic body can use CM & MLA funds to fast-track infra projects
To fast-track infrastructure projects, enhance transparency and eliminate financial hurdles, the Delhi government has introduced key reforms in schemes like the Chief Minister Development Fund (CMDF) and MLA Local Area Development (MLALAD) Fund, Chief Minister Rekha Gupta said on Thursday. Now, the Municipal Corporation of Delhi (MCD) can use the CMDF and MLALAD funds to carry out development works. Earlier, such projects could only be executed through the Irrigation and Flood Control Department (I&FC) or the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), she added. 'This often caused delays in completing smaller projects, as these departments prioritised larger works. With this change, minor development works will now be handled more swiftly by the municipal corporation,' Gupta said in a statement. She added that changes have also been introduced in releasing payments for these projects. 'The first instalment, amounting to 10% of the estimated cost, will be released to executing agencies at the time of project approval. The second instalment, which along with the first instalment, will make up 50% of the tender amount, will be released upon submission of the required documents.' The remaining 50% will be released on completion of work, said officials. Gupta emphasised that this reform will significantly reduce delays in payments to construction companies and contractors. 'From the day we assumed office, our priority has been to revive and accelerate development works. During our review, it became evident that certain procedural changes could significantly speed up project execution,' said Gupta.

Delhi govt releases draft rules for labour code on social security
New Delhi: Delhi govt has released the draft rules under the Code on Social Security, proposing the establishment of career centres to assist both entrepreneurs and job-seekers, along with the creation of a social security board for unorganised workers. The draft rules also propose the formation of a social security fund and the formalisation of compensation for workers in cases of accidents and maternity benefits. The labour department of Delhi govt has invited objections and suggestions from all stakeholders and the general public, specifying the chapter and rule or sub-rule proposed to be modified, along with the reason for the same. The four codes—consolidating 29 central labour laws—were passed between 2019 and 2020 to give impetus to economic reforms and ensure the welfare of unorganised sector workers. Apart from the Code on Social Security, the other three codes pertain to Wages, Industrial Relations, and Occupational Safety, Health and Working Conditions. The social security fund will consist of a lump sum contribution from the state govt, central govt grants, contributions from statutory bodies, and financial support from employers or their associations. This fund will be used to implement welfare schemes targeting unorganised workers. The proposed Delhi Unorganised Workers Social Security Board will include seven representatives each from organisations representing unorganised workers and their employers, two MLAs, five eminent civil society members, and 10 officials from relevant state departments. However, the draft has drawn criticism from worker unions. The Centre of Indian Trade Unions (CITU) argued that the rules would dilute existing social security mechanisms currently provided through the Employees' Provident Fund Organisation, Employees' State Insurance , and the Construction Workers' Welfare Board. CITU general secretary Aniyan Varkey was concerned about the definition of "unorganised worker", which includes certain workers in the organised sector not covered under the Industrial Disputes Act, 1947.

LG okays night shifts for women, focus on transport, POSH panel
New Delhi: Giving his approval on Thursday to Delhi govt's proposal to allow women to work 24x7 at the city's retail establishments, lieutenant governor VK Saxena suggested that all such outlets must constitute internal complaints committees as per the Prevention of Sexual Harassment (POSH) Act for the redressal of any complaints of that nature. LG also urged the govt to strengthen public transport during the late-night hours, while asking the excise department to "harmonise" the timings of bars and restaurants as per the timings of other establishments covered under the Shops and Establishment Act, 1954. Chief minister Rekha Gupta on Tuesday had approved the proposal to allow women to work night shifts (24x7) in shops and commercial establishments, a move aimed at empowering women and promoting greater workforce participation in the capital. The proposal was moved by the labour department of the Delhi govt following a discussion between the LG and the CM earlier this year. He mentioned in that file that the relaxation of restrictions on night shift employment of women would also boost women empowerment by generating more employment opportunities for them, and such a step will also pave the way for greater participation of the women workforce. "I would further suggest that public transport facilities be made more robust during the night…. great caution and care are required to ensure the safety of women workforce, especially during the night shifts. Mandatory conditions such as the installation of CCTVs and the constitution of an Internal Complaints Committee in accordance with the Sexual Harassment of Women at Workplace Prevention, Prohibition and Redressal Act, 2013, need to be enforced," LG observed. "The labour department may initiate a stakeholder consultation to create greater awareness amongst traders, shopkeepers, and owners of establishments," he added. While liquor shops will not be granted the exemption under the Delhi Shops and Establishments Act, 1954, and their existing timings – from 10 am to 10 pm will continue – LG said, "the excise department may also harmonise the timings of the restaurants and related establishments in line with the timings of other shops and establishments."
