Factory licensing procedures simplified for industrial areas
MCD
approved the proposal in its house meeting to simplify factory licence procedures by eliminating the requirement for applying separately with the civic body and synchronising the fee with annual property tax, the factory licence department issued an order in this regard on Monday.
Applauding the move, the chief minister's office on Tuesday wrote on X, calling it a historic change in the MCD factory licence system. "Now factories operating in industrial areas recognised by GNCTD/DSIIDC will not need to obtain a separate factory licence from MCD. Delhi govt has taken this important decision towards strengthening 'Ease of Living' and 'Ease of Doing Business'. If the factory has MSME Udyam Registration or an Allotment Letter/Lease Deed from GNCTD/DSIIDC, the same document will now be valid as an MCD licence under Section 416/417, DMC Act.
Now there will be no need to obtain a separate licence.... This decision will strengthen the industrial sector of Delhi towards self-reliance and facility-based governance," it stated on X.
The LG office said on X: "The decision to further enable businesses — especially small and medium enterprises — is indeed commendable."

MCD plans to rope in pvt players to increase properties under tax net
The Municipal Corporation of Delhi (MCD) is set to engage private operators to help identify properties that remain outside the tax net in a bid to augment its property tax revenue, officials familiar with the civic body's plan said on Tuesday. Property tax is one of the key revenue sources for the cash-strapped civic body, but low levels of compliance have remained a challenge. (HT Archive) A senior MCD official said that a request for proposal (RFP) has been nearly finalised and will be floated in the coming weeks to select agencies that demand the lowest share of revenue. The official added said such a model has been tested by civic agencies in Odisha and Jodhpur and is being adapted to Delhi's context. Under the proposed model, private firms will survey the city to locate untaxed properties. Once identified, the civic body will share a portion of the tax collected from these units with the operator. 'The RFP is almost ready. The idea is to boost revenue collection while ensuring compliance. The private agencies will be tasked with identifying the properties, but any tax notice will only be issued by MCD's accessor and collector department,' the official said. Property tax is one of the key revenue sources for the cash-strapped civic body, but low levels of compliance have remained a challenge. This year, MCD collected approximately ₹2,163 crore from around 1.3 million taxpayers, a small fraction of the city's estimated 4 million properties. For the financial year 2025–26, MCD has set an ambitious target of ₹4,000 crore in property tax collection. 'The role of the private operator will be limited to conducting surveys and bringing property data to the respective zonal offices. Notices and assessments will remain strictly under the control of MCD to prevent any misuse or harassment,' the official added. Another official clarified that while MCD is entitled to recover pending dues dating back to 2004 from such non-compliant units, the private agency's profit share will apply only to the current financial year. 'Many properties in unauthorised colonies have never paid tax. Even in planned areas, we've found gaps in the payment history. These agencies will help plug those loopholes,' the official said. As per the Delhi Municipal Corporation Act, all properties—whether in planned colonies, regularised or unauthorised settlements, urban villages, or even vacant plots—are liable to pay property tax. The survey will thus cover both planned and unplanned areas. While MCD has not issued an official statement on the matter, officials confirmed the civic body's decision to intensify its efforts in bringing untaxed properties into the fold. [INDEPENDENT COMMENT HERE] Separately, on August 1, MCD extended the deadline for taxpayers to avail the 10% rebate on property tax for the financial year 2025–26 till August 31, 2025. It also announced the launch of 'SUNIYO – Property Tax Settlement Scheme 2025–26' (Sampattikar Niptaan Yojana), under which property owners can get a full waiver on dues preceding 2020–21, including interest and penalties. To qualify, property owners must pay the principal amount for the current fiscal year and for the previous five years (2020–21 to 2024–25) without any interest or penalties.

Aadhaar now mandatory for income certificates in Delhi
NEW DELHI As per the notification, individuals without an Aadhaar ID must now apply for enrolment to be eligible for benefits. (Representative photo) Lieutenant governor VK Saxena on Tuesday approved the Delhi government's proposal to make Aadhaar ID numbers mandatory to issue income certificates, which is crucial to avail of financial benefits from state-run welfare schemes, officials aware of the matter said. This will curb misuse of benefits and ensure subsidies reach intended beneficiaries, they said. A senior official of the LG secretariat said that Saxena cleared the revenue department's proposal for notifying the service of 'issuance of income certificate' under Section 7 of the Aadhaar Act, 2016. 'This provision allows the state or central government to mandate Aadhaar authentication to establish the identity of individuals receiving subsidies or services funded by the Consolidated Fund of India or the State,' the official, asking not to be named, said. The Supreme Court, while deciding the validity of the Aadhaar Act in September 2018, upheld Section 7 of the Act, which makes Aadhaar mandatory for availing of state subsidies, benefits and services. But where no services or benefits are provided by the state, the court held that Aadhaar cannot be made mandatory. However, the court held linking Aadhaar with PAN to be mandatory and valid. As per the notification, individuals without an Aadhaar ID must now apply for enrolment to be eligible for benefits. 'Minors can produce an Aadhaar enrolment or biometric update slip along with their birth certificate or school ID card. Adults can furnish enrolment slips with valid ID documents, such as a bank passbook, PAN card, driving licence, passport, or Kisan photo passbook,' a second officer of the LG secretariat said. Income certificates issued by the Delhi government are a critical document for beneficiaries to access welfare schemes, such as tuition fee reimbursements for SC/ST/OBC students, pensions and financial assistance under Delhi Arogya Kosh, among others. The first official cited above said that Aadhaar-based authentication will simplify the service delivery process, reduce paperwork, and enhance transparency and efficiency. 'The revenue department noted that the use of Aadhaar would allow direct and seamless delivery of services to eligible beneficiaries and remove the need for producing multiple identity documents. The move is also in line with a circular issued by the UIDAI on November 25, 2019, authorising state governments to mandate Aadhaar authentication for schemes funded by the State's Consolidated Fund,' the official said. The LG also directed the revenue department to ensure wide publicity of the Aadhaar requirement so that no legitimate beneficiary is left out of government support due to a lack of awareness.

Tired of too many ads? go ad free now There are 18 trees that have to be removed and MCD expects permission to chop them down to come within a week from the forest department. "These trees, located along the periphery of the parking area, need to be removed to create a 6-metre space for the movement of emergency vehicles, in accordance with building norms," said an MCD official. "After clearing the trees, the fire services no-objection will be sought." The facility, constructed at a cost of Rs 63.7 crore, consists of a shuttle or robo parker style parking which involves using automated systems and robots to park and retrieve vehicles. It is space-efficient and convenient. The facility, equipped with four lifts, will be fully automatic with no manual intervention. Built on a 2,240 sqm plot, the parking has the ground floor and eight floors above it, offering space to park 399 cars. While the construction began three years ago, MCD sought permission to fell the trees over a year ago. The civic body received anticipatory approval from the fire service and continued the work. "The footfall at the market is heavy most of the time. It is common to see many vehicles parked on the roadsides, leading to inconvenience to others," said a local resident. "To resolve the problem, construction of the parking lot was taken up on a portion of the surface parking site and work began in March 2022 with an 18-month deadline but it was breached in Sept 2023. " Since the project is taking time to finish, the shop owners have requested opening up space for a few cars to park. Tired of too many ads? go ad free now According to an official, under the project terms, the concessionaire building the facility will operate and maintain the automated shuttle parking at the market for 10 years and transfer 70% of the money collected as parking fees to MCD. The municipal corporation pointed out that stack and puzzle parking lots can accommodate a larger number of vehicles within a compact space compared with other parking types. Moreover, they can be assembled more quickly and developed at a lower cost than conventional parking facilities. In such projects, the concessionaire responsible for constructing the parking lot can operate it for a minimum of one year.
