US senators warn Nvidia CEO about upcoming China trip

The letter from Republican Senator Jim Banks and Democratic Senator Elizabeth Warren asked Huang to also abstain from meeting with representatives of companies that are working with the People's Republic of China's military or intelligence bodies.
The senators also asked Huang to refrain from meeting with entities named on the U.S. restricted export list.
"We are worried that your trip to the PRC could legitimize companies that cooperate closely with the Chinese military or involve discussing exploitable gaps in U.S. export controls," the senators wrote.
Huang planned to visit China on Friday.
An Nvidia spokesperson said, "American wins" when its technology sets "the global standard," and that China has one of the largest bodies of software developers in the world. AI software "should run best on the U.S. technology stack, encouraging nations worldwide to choose America," the spokesperson said.
In May at the Computex trade show in Taipei, Huang praised President Donald Trump's decision to scrap some artificial intelligence chip export controls and described the prior diffusion rules as a failure.
U.S. restrictions in April on AI chips Nvidia modified to comply with export controls to China would reduce Nvidia's revenue by $15 billion, the CEO said.
The hardware necessary to power advanced AI is now subject to a bipartisan consensus related to the free export of such hardware, the senators wrote. Advanced AI hardware could "accelerate the PRC's effort to modernize its military," the letter reads. U.S. lawmakers have grown increasingly concerned about efforts to circumvent export controls to China and proposed a law that would force AI chip companies to verify the location of their products.
Last month, Reuters reported that a senior U.S. official said the AI firm DeepSeek is aiding China's military and intelligence operations, and sought to use shell companies to circumvent U.S. AI chip export controls to China. Nvidia is planning to launch a cheaper version of its flagship Blackwell AI chips for China, Reuters reported in May.
The senators said in the letter they had previously expressed concern that Nvidia's actions could support the AI and chip industries in China and cited Nvidia's new research facility in Shanghai as an example.

Centre to provide technology to private factories to ramp up rare earth magnet production after China's decision to impose export controls
The Centre is trying to make available technology in three to four months to different private factories to ramp up rare earth magnets production in India, said Union Minister for Coal and Mines, G Kishan Reddy . "We used to be 100% dependent on China for permanent magnets of the rare earths. But recently, China has refused to supply. With this view, the Indian government is making efforts for permanent magnet manufacturing," Kishan Reddy told ANI. "Our mining ministry's institute in Hyderabad has made efforts and prepared a permanent magnet processing unit with equipment. After three to four months, we will try to manufacture permanent magnets by giving the technology to different private factories. For this, the Indian government has also started some PLI schemes to encourage it. We are paying attention to this subject," he added. He said that PM Modi has continuously discussed the production of magnets in India. "Recently, during his (PM Modi) visit to 5 countries, discussions were held with different countries on this subject. The raw material of rare earth is also available in less quantity in India. Importing that raw material, processing it, making permanent magnets for it, which is used from cell phones to space technology, including defence, there is a huge demand for this. The Indian government is working seriously for this. This scheme has also been brought under it," he said. China's overwhelming control of global rare earth processing - commanding over 90 per cent of the world's magnet production capacity - has created significant vulnerabilities for industries worldwide. These materials are critical across multiple sectors, including automobiles, home appliances, and clean energy systems. Beyond China, there are only a few alternative suppliers of critical minerals. Finance Minister Nirmala Sitharaman announced the setting up of the Critical Mineral Mission in the Union Budget for 2024-25 on July 23, 2024. The Union Cabinet in January 2025 approved the launch of the National Critical Mineral Mission (NCMM) with an expenditure of Rs 16,300 crore and an expected investment of Rs 18,000 crore by Public Sector Undertakings.

Jaishankar to visit China next week in first visit since LAC standoff
External Affairs Minister S Jaishankar will travel to Tianjin, China, next week to attend the foreign ministers' meeting of the Shanghai Cooperation Organisation (SCO), nearly two weeks after Defence Minister Rajnath Singh visited the country for the SCO defence ministers' summit. 'The Meeting of the Council of the Ministers of Foreign Affairs of the SCO will be held in Tianjin on July 15,' a Chinese Foreign Ministry spokesperson said in an official statement on Saturday, news agency PTI reported. Jaishankar will also pay a bilateral visit to China during the trip, though details of that visit were not specified. The Chinese Foreign Ministry noted that foreign ministers of SCO member states and heads of the bloc's permanent bodies 'will exchange views on SCO cooperation in various fields and major international and regional issues.' The SCO includes 10 members: China, Russia, India, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Uzbekistan, and Belarus. This will be Jaishankar's first visit to China since the 2020 military standoff along the Line of Actual Control (LAC) in eastern Ladakh, which severely strained bilateral ties. Rajnath Singh was in Qingdao last month for the SCO defence ministers' meeting, where he met Chinese Defence Minister Gen Dong Jun on June 26. During those talks, Singh proposed a 'structured roadmap' to de-escalate tensions and rejuvenate border demarcation mechanisms. He stressed the importance of 'taking action on the ground' to bridge the 'trust deficit' from the 2020 standoff and called for creating 'good neighbourly conditions' for mutual benefit. As per a report by PTI, responding to Singh's remarks, Chinese Foreign Ministry spokesperson Mao Ning said: 'The boundary question is complicated, and it takes time to settle it.' The two countries completed disengagement from Demchok and Depsang in October 2021, effectively ending the border face-off. The decision to revive talks, including the SR mechanism, was taken during the Modi-Xi Jinping meeting in Kazan, Russia, on October 23, just days after the disengagement pact was sealed. In recent months, both countries have taken several steps to improve ties, including the resumption of the Kailash Manasarovar Yatra after a nearly five-year gap.
