ECI weighs 70 issues as parties push reform
Nearly half of these suggestions have come from BJP, followed by the Samajwadi Party (SP), Sikkim Democratic Front (SDF), and CPM. The Congress is yet to engage with ECI.
The ECI had in March sought inputs from all recognised parties after the Trinamool Congress flagged the 'duplicate' EPIC controversy.
Electoral Roll Reforms
The BJP has proposed that the poll panel move beyond relying solely on state officials-District Election Officers (DEOs) and Electoral Registration Officers (EROs)-for the draft

, and instead consider hiring non-partisan, trained, and paid professionals for the summary revision.
It has also recommended that procedures under Sections 22, 23, and 24 of the Representation of the People Act, 1951-relating to corrections, name inclusion, and appeals-be simplified, digitised, and made publicly accessible.
Further, the BJP has sought the use of modern IT tools and artificial intelligence to detect and remove duplicate entries across seats.
The SP has demanded monthly booth-wise electoral roll updates and weekly updates during Special Summary Revision (SSR), to be shared with political parties by DEOs.
The SP has demanded strict one-year retention of reports related to door-to-door verification and Forms 6, 6A, 7, and 8, These should be made available on payment of a prescribed fee. The party also wants candidates to be given lists of Absentee/Shifted/Dead or Duplicate voters to prevent impersonation and bogus voting.
The Sikkim Democratic Front is the only party demanding linkage of Aadhaar with Voter EPIC numbers.
The CPM has called for uploading Part 1 of Form 17C (
voter turnout data
) on the ECI website immediately after polling, followed by Part 2 (result data) post-declaration.
Money Power to EVMs
The CPM has also flagged concerns over the appointment process for the Chief Election Commissioner and Election Commissioners, calling for reforms to ensure impartiality.
The BSP has said that the mandatory publication of criminal antecedents in newspapers is financially burdensome for candidates from weaker economic backgrounds. The CPI(M) echoed this, calling it an unfair cost for underfunded parties.

The 68-year-old has spent more than forty years in public life and politics in Tamil Nadu. He was born on 20 October 1957 in Tiruppur, Tamil Nadu, and completed a degree in Business Administration. He joined the RSS as a swayamsevak at the age of 16 and became a state executive member of the Bharatiya Janasangh in 1974. In 1996, he was made the secretary of the BJP in Tamil Nadu. Two years later, in 1998, he was elected to the Lok Sabha from Coimbatore, and again in 1999. As the state president between 2004 and 2007, he launched a 19,000 km 'Ratha Yatra' that continued for 93 days. The Yatra focused on issues such as linking rivers across the country, fighting terrorism, bringing in a uniform civil code, ending untouchability, and tackling drug abuse. Before this, he was the Governor of Jharkhand for around one and a half years. 'Vote chori' charge likely to be game changer The Election Commission's conduct and its conduct of electoral roll revision and elections and the BJP's defence of the Election Commission have become a burning issue. The phrase, 'vote chori', described as 'improper' by the Election Commission, now has wide currency. It resonates with the people as 'Bofors' and '2G' once did. Now the BJP and the Election Commission find themselves on the receiving end of the Opposition's campaign for transparency in the poll process. If the momentum that the campaign gains is anything to go by, it could turn out to be a game-change and BJP's nemesis. Few people believe that the Election Commission does not differentiate between political parties. Both the Election Commission and the BJP speak the same language. The claim of 'vote chori' is not an insult to the Constitution, but the fact of vote chori, if proven with evidence, is. More and more people come to believe that all is not right with the way the electoral rolls are prepared and elections are held. The fear of disenfranchise looms large. Voter manipulation is no ordinary crime in a democracy. The Election Commission cannot afford to be seen as complicit in the crime. Even in its press conference held to counter the Opposition vote fraud charge, other than saying that the Opposition is trying to fearmonger and mislead the people and using the images of voters for political gain is unethical and invoking the paramountcy of the privacy of voters to justify its opacity, the Election Commission has given no convincing answers to valid questions and shown no willingness to take corrective action.
