Transgenders to earn economic aid, dignity from CM Yuva scheme

Lucknow: In a landmark decision, transgenders will now be linked to the Mukhyamantri Yuva Udyami Vikas Abhiyan, through which they will receive skill-based training and financial assistance in the form of loans to pursue self-employment.
Stating that a decision in this regard was taken after instructions from Chief Minister Yogi Adityanath, social welfare minister Asim Arun said, "The visionary initiative aims not only to uplift transgender community economically but also to restore their dignity and rightful place in society. Officials have been directed to ensure that transgender individuals were connected to relevant govt schemes in every district.
"
He added that following success of the Mukhyamantri Yuva Udyami Vikas Abhiyan among youth of UP, state govt had decided to extend it to the transgender community and make it more exclusive. "At the onset, each district in the state has been directed to employ at least two transgender individuals," the minister said.
With this, enterprising transgender individuals will also be encouraged to start their ventures with access to bank loans and guidance.

One good option can be to establish a dedicated welfare centre for transgender community.
UP is to start 100 such centres in the state. Announced by Governor Anandiben Patel, these centres are to serve as a bridge to connect transgender individuals with education, digital literacy, culinary arts, tailoring, computer training, beauty services, and more—paving way for holistic development.
In line with this commitment, govt is ensuring that transgender individuals receive access to essential welfare schemes, including ration card, Ayushman Bharat Yojana, Pradhan Mantri Awas Yojana and pension benefits.
To facilitate this, a separate survey of transgender population is being planned to identify and eliminate any gaps in service delivery. Various departments have also been directed to run targeted awareness campaigns.

Gone are the times when Ghaziabad was known for crime and gang wars, and films were made about the situation. It is now set to begin a new journey under the new initiative of Greater Ghaziabad, in which Khoda, Loni, Muradnagar etc., will be a part of Greater Ghaziabad and will be a part of Ghaziabad Nagar Nigam (municipal corporation). I have asked for a detailed project for its development,' the CM told reporters. Adityanath, meanwhile, also reviewed the progress of Dudheshwar Nath Temple corridor, where a corridor is proposed to be built around the ancient temple on the lines of works done at Kashi Vishwanath in Varanasi. He also talked of a stadium to be built by Ghaziabad Development Authority (GDA). 'The Board of Cricket Control in India had taken up a land in Ghaziabad and was trying for a stadium. But the work could not go through. Now, I have asked GDA to take up the project for a stadium on the land and also take up its operation. Facilities like the Mansarowar Bhawan, Uttarakhand Bhawan and Purvanchal Bhawan should be used by the public, and the corporation has been asked to prepare a model and send it to us,' he also told reporters. Over the long-pending issue of the rejuvenation of the Hindon river, he told media that there were meaningful discussions on the revival of the river. 'The river was once an identity of Ghaziabad, and its rejuvenation will be taken up on a war-footing. Large-scale plantations have been proposed on both sides of the river,' he added. Uttar Pradesh chief minister Yogi Adityanath on Thursday said that India's flagship missile systems such as the BrahMos and Akash are now 'Pakistan-tested', while lauding the role of Ghaziabad-based Central Electronics Limited (CEL) in serving the Indian defence sector. (Sakib Ali/HT Photo) The UP CM, on a visit to the National Capital Region, said many of CEL's products are used in supersonic missile systems like BrahMos which have been recently 'tested' in 'Operation Sindoor'. India launched the operation against Pakistan-based terror outfits in response to the April 22 killings of 27 tourists by terrorists in Jammu and Kashimir's Pahalgam. Adityanath was in Ghaziabad district for the foundation-stone laying ceremony of a new green-field data centre at CEL in Sahibabad. The project is a collaboration between CEL, a government of of India PSU affiliated with CSIR under the Union ministry of science and technology and ESDS at Sahibabad. Adityanath underlined how CEL has played a role in serving country's key missiles like Akash, and Brahmos that have gained trust in the world. 'The defence sector is expanding, and Uttar Pradesh has six nodes. The Lucknow node has now started producing BrahMos missiles. Many of its components are being procured from institutions like CEL. During Operation Sindoor, we successfully tested Akash and BrahMos missiles against Pakistan. Both these missiles are now 'Pakistan-tested' and trusted worldwide. This shows our strength,' he said. Adityanath said that UP will generate 20,000 megawatts of renewable energy by 2027, with CEL playing a key role in this mission. Describing the state-of-the-art data centre as a 'milestone in India's journey toward becoming a self-reliant global digital power,' union science and technology minister Jitendra Singh emphasised its strategic importance. Singh also underlined CEL's contributions to strategic sectors, noting that it has developed numerous critical components for defence applications. He specifically referred to the radars used in the Akash Missile System, which proved instrumental during Operation Sindoor, showcasing India's technological strength. 'Not limited to defence alone, it is a trusted name in innovation-led manufacturing across defence, railways, and solar sectors,' he added. Singh said that CEL has its own legacy and the company invented first solar cell back in 1970, and now, 50 years later, it is about to set up a green data centre. On the occasion, the Union minister, announced that the country's first quantum computing data centre will soon be established in Noida. In addition, a biotechnology park will be set up near Lucknow, and a two or three-day startup conclave is planned for August. Officials at CEL, meanwhile, said that the green data centre will boost digital infrastructure momentum by creating skilled jobs, promoting local innovation, and attracting startups, enterprises, and government users.

NEW DELHI: Supreme Court on Thursday realised that its well-meaning rulings could cause huge complications in criminal law processes as it found that Karnataka high court had released a murder accused two years after his arrest as police had not informed him in writing the grounds of arrest as mandated by SC in Oct 2023. Appearing for Karnataka govt, senior advocate Sidharth Luthra told a bench led by Justice K V Viswanathan that SC rulings operate prospectively unless specifically directed for its retrospective application. He said the man was arrested on Feb 17, 2023, and was remanded to custody the same day in a murder case . The chargesheet has been filed and he is facing trial, Luthra said. However, nearly one-and-a-half years after SC in Pankaj Bansal case ruled on Oct 3, 2023 that investigating agencies must communicate in writing the grounds of arrest to the person being taken into custody, the murder accused moved Karnataka HC on March 22 this year questioning his arrest due to non-communication of the grounds of arrest in writing by relying on the SC ruling. Relying on subsequent rulings of SC reiterating the principle enunciated in Pankaj Bansal case, HC quashed his arrest but asked him to appear before the investigating officer, cooperate in the probe, not to threaten or tamper with witnesses, not to get involved in similar offences and not to leave the territory of the police station of Arsikere town without IO's permission. The bench noted that a similar question was pending judgment before a bench led by CJI B R Gavai, which had reserved verdict two months ago on April 22 on a petition filed by Mihir Rajesh Shah who had challenged his arrest alleging that the grounds of arrest were not communicated to him in writing by police. CJI Gavai and Justice A G Masih had raised two questions: Whether in every IPC case, it is mandatory to furnish grounds of arrest before or immediately after the arrest. And, whether the mandate could be optional in exceptional cases where it is impossible to provide grounds of arrest immediately on arrest. Referring to Mihir Shah's case, Justice Viswanathan said since the judgment could be expected after July 15 and could lay down guidelines regarding communication of grounds of arrest, it would be better to post the Karnataka case for hearing on July 18. Justice Viswanathan's apprehension was fully reflected in CJI Gavai's views, as before reserving verdict in Mihir Shah's case, he had observed, "Imagine someone is shooting people in public. Should police take him into custody or wait to prepare grounds of arrest to be served on him prior to that? Our judgments (making it mandatory for police to furnish grounds of arrest in writing) have been grossly misused."
