RM40 biliion allocation to implement healthcare reforms
Published on: Friday, August 01, 2025 Published on: Fri, Aug 01, 2025 Text Size: Queen Elizabeth Hospital 2. Kuala Lumpur: The Federal Government has allocated RM40 billion under the 13th Malaysia Plan (13MP) 2026 to 2030 to implement wide-ranging reforms in the healthcare sector, Prime Minister Datuk Seri Anwar Ibrahim announced Thursday. He said the healthcare reform agenda is a vital government initiative to ensure sustainable health financing while expanding access to quality and affordable healthcare services for all Malaysians, which is also aimed at increasing service options for patients without compromising on cost or quality. To strengthen medical supply security, Anwar said domestic pharmaceutical manufacturing would be encouraged, while the use of generic medicines in both the public and private sectors would be significantly increased. 'Pro-health taxes will be expanded from sugar to products such as tobacco, vape and alcohol, not just for revenue but to encourage behavioural change and curb the increase in non-communicable diseases (NCDs) which is increasingly worrying,' he said. Another key objective of the reform, Anwar said, is to reduce the out-of-pocket healthcare expenses borne by citizens. Under the 13MP, more hospitals and clinics - including those in dilapidated condition - will be built or upgraded to improve healthcare delivery nationwide. Major projects slated for development include Hospital Tuanku Ja'afar 2 in Seremban, Hospital Sultanah Aminah 2 in Johor Bahru, the Northern Region Cancer Centre in Sungai Petani, the Sabah Heart Centre at Hospital Queen Elizabeth II in Kota Kinabalu, and the Sarawak Cancer Centre. To address long-standing workforce challenges, the government will also introduce a national framework for health sector talent development. 'This includes initiatives covering pre-service training, licensing, recruitment, placement, and career development, all aimed at retaining and nurturing skilled professionals in the healthcare system,' Anwar said. Anwar also announced that health record management will be strengthened as part of the core strategy for digitising Malaysia's healthcare infrastructure, which will enhance interoperability between healthcare facilities and enable seamless patient data access. The digitisation push will also lay the groundwork for high-impact health analytics powered by artificial intelligence (AI), further enhancing the quality and responsiveness of healthcare services in Malaysia, he added. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? MOH makes Sabah, Sarawak placement mandatory for medical officers: Dzulkefly
Published on: Thursday, July 31, 2025 Published on: Thu, Jul 31, 2025 By: Bernama Text Size: For illustrative purposes only. KUALA LUMPUR: The Ministry of Health (MOH) has made it mandatory for contract medical officers appointed to permanent positions to select at least one placement option in Sabah or Sarawak through the e-Placement 2.0 system, to address the uneven distribution of healthcare personnel between Peninsular Malaysia and the Borneo states. Health Minister Datuk Seri Dr Dzulkefly Ahmad said this approach, which has never been implemented before, reflects the government's strong commitment to narrowing the gap in the placement of specialists, doctors, and nurses across the country. 'It is mandatory that one of the three choices must be a placement in Sabah or Sarawak, which has never been done before,' said Dzulkefly during the oral question-and-answer session in the Dewan Rakyat today. He was responding to Datuk Dr Richard Rapu (GPS-Betong), who asked about measures taken by the government to reduce the imbalance in the distribution of healthcare human resources between Peninsular Malaysia, Sabah, and Sarawak, particularly concerning the placement of specialists, doctors, and nurses. Dzulkefly added that the ministry had also set placement quotas for permanent medical officers - 650 in Sarawak and 310 in Sabah - representing 42.7 per cent of the 2,248 officers recently appointed nationwide. In addition, he said a total of 1,002 contract medical officers had been placed in Sabah and 937 in Sarawak as of March 31, to meet the growing workforce demands at public health facilities in both states. As part of long-term efforts, he added that MOH supports state governments' initiatives to offer scholarships for medical and health studies, and to provide additional merit points for those serving in Sabah and Sarawak, particularly in remote and interior areas. 'This merit serves as a weightage - an added score in evaluating candidates for scholarship selection,' he explained. Replying to a supplementary question from Richard on strategies to retain medical officers in the public sector, Dzulkefly said one key measure was the absorption of contract officers into permanent positions. 'Over the past three years, we have successfully absorbed more than 13,552 contract medical officers into permanent roles,' he said. He added that the effort aligns with recent amendments to the Medical Act, which now recognise the Parallel Pathway and local Master's programmes, an initiative aimed at encouraging doctors to remain in public service. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Warisan: Why 650 medical officers are staying away?
Published on: Thursday, July 31, 2025 Published on: Thu, Jul 31, 2025 Text Size: Junz warned that failure to act swiftly could cripple the state's already overstretched healthcare system, particularly in rural and interior districts where access to services remains limited. Kota Kinabalu: Warisan Vice President Datuk Junz Wong has sounded the alarm over what he describes as a worsening healthcare crisis in Sabah, following the revelation that nearly 600 medical officers had appealed to opt out of postings to Sabah and Sarawak. He was responding to Deputy Health Minister Datuk Lukanisman Awang Sauni, who last week disclosed that although 650 permanent positions were offered, the majority of doctors had applied to be released from their assignments to East Malaysia. 'This is no longer just about staffing. It's a matter of life and death for Sabahans,' he said in a statement on Tuesday. He questioned why so many medical officers were refusing to serve in Sabah, pointing to possible causes such as poor hospital conditions, lack of medical equipment, overwhelming workloads and logistical difficulties in rural postings. 'The Ministry of Health must come clean and provide a full report. Sabahans deserve to know the truth and more importantly, they deserve urgent action,' he said. Junz warned that failure to act swiftly could cripple the state's already overstretched healthcare system, particularly in rural and interior districts where access to services remains limited. 'Sabah has long been left behind in terms of healthcare development. 'Many of our hospitals and clinics are lacking in infrastructure, equipment and specialists. 'Meanwhile, facilities in the Klang Valley are fully equipped and staffed,' he said. He emphasised that during Warisan's time in government, the State had created its own Ministry of Health to address these issues directly, a move he said was aimed at building homegrown talent and improving access across Sabah. 'That ministry was scrapped by the GRS-PH government, a short-sighted and irresponsible decision,' he said. Junz pledged that Warisan would reinstate the Sabah Health Ministry if it returns to power, adding that the state must take back control of its healthcare future. 'Sabahans are Malaysians too. If Putrajaya can't fix this crisis, Warisan is ready to step in and do the job,' he said. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news?
