17,000 wish town flats delayed, YEIDA serves notice to Suraksha realty

NOIDA: Yamuna Expressway Industrial Development Authority (YEIDA) has issued a notice to Suraksha Realty, which has taken over the responsibility of completing 17,000 flats in Jaypee Wish Town, demanding explanation for prolonged delays in resuming full-fledged construction.

The notice - which outlines 14 critical issues - has sought a response from Suraksha within seven days. It was issued after homebuyers associated with JIL Real Estate Allottees Welfare Society (JREAWS) alleged that Suraksha Realty had failed to adhere to the resolution plan approved by the National Company Law Tribunal (NCLT) in March 2023 and upheld by the National Company Law Appellate Tribunal (NCLAT) in May 2024.
Despite taking over the project more than a year ago, construction progress has been negligible, with many sites either stalled or advancing at a snail's pace, the buyers alleged.
Buyers raised serious concerns about multiple breaches of the resolution plan. These included the failure to deploy the required 12,000 labourers - with only about 5,000 reportedly on site at the moment - and non-infusion of the promised Rs 3,000 crore within the stipulated 90 days.
Additionally, the exit of key officials has left the management team unresponsive, they said. Other grievances included inadequate communication channels, legal intimidation of protesting homebuyers, and the non-compliance with UP-Rera timelines, with some projects pending for more than two years since approval.
Suraksha Realty has also been accused of using a pending Supreme Court case with YEIDA as an excuse to delay payments for additional farmers' compensation, despite no such stay on the NCLAT's order.

Allegations of deferred amenities, potential funds diversion following ED raids and failure to share structural audit reports have also fuelled dissatisfaction among buyers.
JREAWS has called for the formation of a high-level monitoring committee to oversee the implementation of the resolution plan, urging YEIDA to ensure transparency through mandatory monthly meetings between buyer representatives, Authority officials, and the developer.
They insisted that if these issues remained unaddressed, the situation could escalate into a broader social and legal crisis, affecting not only buyers in Wish Town but also around 2,000 others in projects near the Yamuna Expressway in Mirzapur and Agra. Ashish Mohan Gupta, the JREAWS president, explained the gravity of the situation. "We welcome YEIDA's intervention, but time is running out. Suraksha Realty must stop hiding behind excuses and start delivering homes now.
Every day of inaction deepens the injustice to homebuyers," he added.
In April, Suraksha Realty outlined a construction schedule for JIL's pending projects, with completion dates stretching from June 2026 to Dec 2028. The company claimed commitment to court-mandated deadlines, despite setbacks due to delays in tower crane installation and GRAP restrictions.
Suraksha asserted that the project has seen some progress, including 1,149 property registrations and occupancy certificates for 22 towers.

At present, works of Rs 83,765 crore are in progress in the state, and a record allocation of Rs 13,955 crore was made this fiscal year. LUCKNOW UP ministers and legislators were given a handsome hike in their salaries and perks with the legislative assembly unanimously adopting the Uttar Pradesh State Legislature Members and Ministers Amenities Laws (Amendment) Bill 2025 before being adjourned sine die on Thursday. Minister for parliamentary affairs, Suresh Khanna, moved the bill to amend the UP State Legislature (Members' Emoluments and Pension) Act, 1980, and the Uttar Pradesh Ministers (Salaries, Allowances and Miscellaneous Provisions) Act, 1981, saying salaries and perks had been hiked after nearly nine years with the last hike in 2016 due to rising inflation. With the increase in salaries, allowances and other heads, the average takeaway for the legislators will be up by ₹65,000 per month - from ₹2.01 lakh per month to ₹2.66 lakh per month. For ministers, the amount will be up from ₹2.11 lakh to ₹2.76 lakh, said Khanna. He said the average hike in salaries and perks was only 30% while the Central and state governments have increased the DA by about 55%. Other items of increase in the monthly takeaway for the legislators include the constituency allowance which has been increased from ₹50,000 per month to ₹75,000 per month, secretarial allowance goes up from ₹20,000 per month to ₹30,000 per month and the medical allowance has been increased from ₹30,000 per month to ₹45,000 per month. The daily allowance was increased from ₹2000 per day to ₹2500 per day on days of meetings of both houses of legislature and committees while daily allowance for public service on other days will go up from ₹1500 per day to ₹2000. The telephone allowance will go up from ₹6000 per month to ₹9000 per month. The entitlement of railway coupons for legislators has been increased from ₹4.25 lakh per annum to ₹5 lakh per annum. There will be an increase in the pension for former legislators. Monthly pension will go up from ₹25,000 per month to ₹35,000 on completion of first term (irrespective of completion of five years). On completion of every year, after the first term, an amount of ₹2000 per year will be added for every year completed after the first term. The family pension (for spouse or minor child or unmarried girl child) was increased from ₹25,000 per month to ₹30,000 per month. The entitlement of railway coupons for former legislators was increased from ₹1 lakh per annum to ₹1.50 lakh per annum. The state government will now incur a burden of ₹105.23 crore on revised salaries and allowances. 'The salary, allowances, pension and other amenities admissible to the members of the state legislature and salary of ministers have not been revised for a long time. In view of the price rise and escalation in the cost of living, it has been decided to revise the same so that they may serve the cause of their parliamentary constituency in a meaningful manner,' said Khanna in a statement. The state government had constituted a committee headed by Khanna and representatives of all political parties to consider the issue of hike. Earlier, the state government had effected a 30% cut in salaries of legislators for one year w.e.f April 1, 2020, following the Covid-19 pandemic and the amount was transferred to the Covid Care Fund. Such a change will, however, be complex and protracted, requiring extensive consultations and hinge largely on the state's political will, former officials said. It also found the absence of processes for public consultation and environmental impact assessments, along with delays and inadequate grievance redressal. The bench also ordered the formation of a Citizen Advisory Board (CAB) within four weeks and banned the implementation of any project in Noida without environmental clearance from the SC's green bench. Under the 1970 Act, UP govt is empowered to nominate five members to the Noida Authority's board, a provision that allows direct citizen representation. However, over the successive years, none of the industrial development authorities in the state has implemented it. Deodatta Sharma, chairman and CEO of Noida Authority between 2004-2005, told TOI that Noida Authority was originally formed in 1976 to shift industries from Delhi and decongest the capital. "However, over the years, Noida evolved into more of a residential and commercial hub. Currently, all land under the Noida Authority is on lease, and it charges lease rent either annually or for the full tenure to maintain and develop infrastructure for the city," Sharma said. "With the SC expressing concern over transparency and public participation, the state can get a study done to identify the best practices worldwide and incorporate them here," Sharma added. Brijesh Kumar, who also served as CEO of Noida Authority for a short period, said while the state or the Noida Authority board can form a citizen advisory board through an administrative order, setting up a metropolitan council would require amendments to Industrial Area Act. In the early 2000s, he said, Greater Noida had set up a neighbourhood council for CEOs to interact with residents for suggestions and feedback. "The practice, however, did not last for long," he said. Kumar said it is for the state to decide how much administrative or financial power such a council can enjoy. "The industrial authorities, being autonomous, can retain core operations, but such a council could bring more public participation," Kumar, also a former chairman and CEO of Greater Noida (1998-2002), added. Between 1966 and 1990, Delhi metropolitan council had functioned as the deliberative wing of the Delhi administration, with positions such as leader of the house, leader of the opposition, whips, and presiding officers, but without full legislative powers. Alok Singh of Active Citizen Forum, residents have long been demanding representation on the Authority's board. "Citizens are never consulted on what the city needs. Instead, projects are imposed on us, many of which prove useless. Residents are connected to the ground and know the city's needs better." Since 2022, the forum has written to the Greater Noida Authority on several occasions seeking an authority-citizen committee and urged that the model be adopted by all industrial authorities in the state.
