Aurangzeb showcases economic reforms, secures global support

ISLAMABAD: Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb concluded the fourth day of his visit to Washington, DC, for the Spring Meetings of the International Monetary Fund (IMF) and the World Bank with a series of constructive meetings with key financial institutions, rating agencies, and global corporations.
The Finance Minister started his engagements by meeting with VISA's Regional Vice President, Andrew Torre. He expressed appreciation for VISA's contribution to the digitalization of Pakistan's economy and the introduction of its various financial products, according to press release issued by finance ministry here Friday.
He noted that VISA's decision to triple the size of its office in Pakistan and its collaboration with 1-Link and PayPak would significantly contribute to promoting financial inclusion, e-commerce, transaction security, and payment gateways, and facilitate remittances. He assured Torre of the government's full support in addressing any operational matters in Pakistan.
Following that, Minister Aurangzeb held a meeting with Christos Harpanditis, Vice President of Philip Morris International.
Acknowledging the company's longstanding commitment to Pakistan, the Finance Minister highlighted the improving business climate and the government's taxation reforms focused on people, process, and technology. He emphasized the critical need for effective enforcement and compliance measures to curb the illicit production and sale of cigarettes.
At a seminar titled 'Pakistan's Economic and Monetary Policy Outlook', hosted by JP Morgan, the Finance Minister briefed institutional investors on Pakistan's stable macroeconomic indicators, including twin surpluses, declining inflation, robust forex reserves, and sound debt management—factors that contributed to Fitch's recent sovereign credit rating upgrade.

He also expressed deep concern over the loss of tourists' lives in a terrorist incident in India, reiterating Pakistan's unequivocal condemnation of terrorism in all forms.
In a meeting with Masato Kanda, President of the Asian Development Bank (ADB), Minister Aurangzeb congratulated him on his recent appointment and expressed appreciation for the ADB's enduring partnership with Pakistan and its contributions to the country's development through initiatives such as the Country Partnership Strategy 2026-2030 and budgetary support.
The two sides discussed ADB's project pipeline and committed to accelerating project execution. He requested ADB's support for a partial credit guarantee for the issuance of the Panda bond and expressed hope for the materialization of budgetary support this year.
He assured Kanda of Pakistan's delegation's participation in the CAREC meeting scheduled for November 2025.
The Finance Minister held separate meetings with Fitch Ratings and Moody's, thanking Fitch for upgrading Pakistan's sovereign rating to B- and outlining progress on structural reforms in energy, taxation, SOEs, public finance, and debt management.
With Moody's, he highlighted strong economic indicators, including low inflation, fiscal surpluses, and record remittances, while emphasizing reforms to broaden the tax base. On trade matters, he reiterated Pakistan's commitment to constructive engagement with the US Administration.
The Finance Minister met with Sangbu Kim, World Bank's Vice President for Digital Transformation, and highlighted Pakistan's progress under the Digital Pakistan Policy, particularly in taxation reforms and the end-to-end digitization of the FBR (Federal Board of Revenue).
Emphasizing the need for horizontal integration across government entities, he sought the Bank's support in operationalizing the Country Partnership Framework (CPF) through technology.
At the Vulnerable 20 (V20) Ministerial Dialogue, themed 'Enabling Climate Prosperity,' Senator Aurangzeb outlined Pakistan's Climate Financial Strategy and the development of a Climate Prosperity Plan.
He highlighted the recent staff-level agreement with the IMF under the Resilience and Sustainability Facility (RSF) and noted that the World Bank's 10-year CPF prioritizes climate resilience and decarbonization.
The Minister called for reforms in international financial architecture to support climate-vulnerable nations and stressed the need for capacity-building to develop bankable climate projects.
The minister also interacted with members of the Pakistan Bank-Fund Staff Association (PBFSA), briefing them on Pakistan's improving macroeconomic indicators, including the successful IMF staff-level agreement under the Extended Fund Facility (EFF) and RSF.
He also discussed the World Bank's 10-year CPF, which addresses Pakistan's challenges in population growth and climate change, and reiterated the government's commitment to structural reforms.
In a meeting with Jihad Azour, IMF Director for the Middle East and Central Asia, the Finance Minister thanked the IMF for the successful staff-level agreement on Pakistan's economic program. He reaffirmed Pakistan's commitment to sustaining reforms, citing Fitch's sovereign credit rating upgrade (CCC+ to B-) as validation of the country's progress.
Senator Aurangzeb concluded his day with a meeting with the Standard Chartered Bank delegation led by Roberto Hoornweg, appreciating the bank's role in bridging Pakistan's financing gap during a critical period. He briefed the team on Pakistan's macroeconomic stability, privatization program, and plans to re-enter international capital markets following the Fitch rating upgrade.

The sustained momentum propelled the KSE-100 index to the intra-day high of 150,323, before it closed at 149,770.75, an increase of 1,574.32 points, or 1.06%. According to Ahsan Mehanti of Arif Habib Corp, stocks closed at an all-time high as investors weighed Fitch and Moody's robust economic outlook, with Fitch projecting growth of 3.5% for FY27. Additionally, the government's plans to cut Rs2.6 trillion worth of circular debt alongside upbeat data of exports, cement dispatches and rupee stability drove the PSX to the record close, he noted. At the end of trading, the benchmark KSE-100 index recorded an increase of 1,574.32 points, or 1.06%, and settled at 149,770.75. In its market review, Topline Securities remarked that the bullish momentum from previous sessions continued, driven by strong institutional inflows, particularly in banking and cement sectors. According to a Topline analyst, cement sales are gaining momentum in August and earnings could exceed expectations. The sustained optimism propelled the benchmark KSE-100 index to intra-day high of 150,323, up 2,127 points, before it closed at an all-time high of 149,771, marking a net gain of 1,574 points, it said. The rally was largely fuelled by index heavyweights including Bank AL Habib, UBL, Lucky Cement, Meezan Bank and Engro Corporation, which contributed 1,306 points to the index's upward trajectory. In its commentary, Arif Habib Limited (AHL) stated that the KSE-100 witnessed another strong session, with the index unlocking 150,000 points intra-day. Some 60 shares rose while 40 fell, with Bank AL Habib (+10%), Lucky Cement (+4.13%) and Meezan Bank (+3.63%) contributing the most to index gains. On the flip side, Fauji Fertiliser Company (-0.75%), Oil and Gas Development Company (-1.58%) and Hub Power (-1.38%) were the biggest drags, it said. Systems Limited (-1.51%) announced its 1HCY25 earnings per share (EPS) of Rs3.52, an increase of 59%, which was in line with expectations. The increase was primarily driven by higher technology services' exports and improved gross margins, AHL noted. Additionally, Pakistan State Oil (PSO) reported FY25 EPS of Rs45.11, an increase of 33% year-on-year, and dividend per share of Rs10, which was also in line with expectations. Kot Addu Power Co and Fauji Foundation jointly submitted an offer to Pharaon Investment to buy its 84.06% stake in Attock Cement (-1.48%). Moreover, Oil and Gas Development Company (-1.58%) and Pakistan Petroleum (-1.57%), in separate meetings, approved an increase in pro rata funding commitment, including the project cost to $715 million. "Near term support rises to 147,500-148,300 points, against which immediate gains are anticipated to continue," AHL concluded. AHL Deputy Head of Trading Ali Najib remarked that the KSE-100 index sustained its bullish streak, briefly unlocking the 150k milestone intra-day before closing the session higher, reflecting renewed investor optimism. Macro developments also lent support as Fitch's improved outlook on Pakistan's banking sector boosted sentiment, citing stronger capital buffers, improving credit growth potential and a healthier macro backdrop, he stated. Overall trading volumes increased to 809.1 million shares compared with Monday's tally of 610.3 million. Traded value stood at Rs48.4 billion. Shares of 483 companies were traded. Of these, 265 stocks closed higher, 194 dropped and 24 remained unchanged. WorldCall Telecom was the volume leader with trading in 52.3 million shares, gaining Rs0.05 to close at Rs1.45. It was followed by The Bank of Punjab with 46.1 million shares, gaining Rs0.33 to close at Rs14.76 and Fauji Cement with 43.7 million shares, gaining Rs2.98 to close at Rs53.48. Foreign investors sold shares worth Rs488 million, the National Clearing Company reported.

ISLAMABAD: The Economic Coordination Committee (ECC) of the Cabinet on Tuesday approved a relief package of Rs5.8 billion for the victims of recent monsoon rains. The committee which met under the chairmanship of the Federal Minister for Finance and Revenue, Muhammad Aurangzeb, also directed the Finance Division to immediately release Rs4 billion to mitigate the sufferings of the affected people. The committee accorded in-principle approval to a proposal submitted by the National Disaster Management Authority (NDMA) regarding federal assistance for the victims of recent monsoon rains and approved a relief package of Rs5.8 billion. The ECC considered a summary submitted by the Ministry of Maritime Affairs regarding the arrest of Pakistan National Shipping Corporation (PNSC) ships in South Africa due to alleged claims of M/s Coniston against Pakistan Steel Mills Ltd. Pakistan resumes rescue operations in flood-hit areas; death toll over 300 After deliberations, the ECC directed the Finance Division to reimburse Rs330.526 million to PNSC through a technical supplementary grant (TSG) as per an earlier ECC decision taken in 2017, while further instructing the Ministry of Industries and Production to expedite the finalisation and settlement of the arbitration case in court and report back within three months on the progress achieved in resolving this matter on priority basis. The ECC also approved a proposal of the Power Division for the uniform application of fuel charges adjustment across the country. On another agenda item, the ECC approved the term sheet jointly prepared by relevant stakeholders including NEECA, SBP and banks, based on the Draft Tripartite Agreement for the launch of the Prime Minister's Fan Replacement Programme. To kick-start the programme, the ECC also approved a TSG of Rs2 billion in favour of NEECA. The ECC approved a TSG of Rs250 million for the National Security Division for its Strategic Policy Planning Cell, with the decision that the remaining amount would be released in a phased manner subject to contextualisation and rationalisation of expenditures in consultation with the Finance Division. On a proposal from the Finance Division regarding the subsidy for RAAST QR Code based person-to-merchant payments, the ECC approved an allocation of Rs3.5 billion through TSG for the current financial year with provision for continuation for three years, aimed at accelerating digital adoption and promoting the digital economy. The ECC further decided that the State Bank of Pakistan would notify the scheme immediately and submit a comprehensive evaluation report to the ECC on the operational effectiveness of the MDR subsidy scheme by the close of the fiscal year. The ECC also considered and approved a summary submitted by the Industries and Production Division pertaining to the New Energy Vehicle Policy 2025-30. The committee commended the division for preparing a comprehensive and forward-looking policy aligned with international best practices and recognised its potential to steer the country's transition towards electric vehicles. The ECC was further briefed on the risk coverage scheme for small farmers and underserved areas which is designed to provide coverage to subsistence farmers in Punjab and Sindh as well as all farmers in Khyber Pakhtunkhwa, Balochistan, Azad Jammu and Kashmir and Gilgit-Baltistan in view of their low share in current agricultural credit disbursements. Australia, NZ dollars stuck in a rut as markets await rate cues

SYDNEY: The Australian and New Zealand dollars traded within familiar ranges on Tuesday as markets awaited developments in monetary policy, with the kiwi braced for potential volatility ahead of an expected rate cut later this week. The Aussie was a fraction firmer at $0.6494, having dipped 0.3% overnight as the greenback firmed broadly. Near-term support lies at $0.6482 with more down at $0.6419, while resistance stands at $0.6524 and $0.6585. The kiwi dollar marked time at $0.5925, after a steady performance in the previous session. Support stands at $0.5908 and $0.5883, with resistance around $0.5996. Markets are nearly fully pricing in a quarter-point rate cut by the Reserve Bank of New Zealand to 3.0% on Wednesday, which would mark the seventh reduction in the current easing cycle. If the RBNZ does move, attention will turn to whether it maintains an explicit easing bias or adopts a more balanced stance, given that rates are now hovering around neutral levels. In its last quarterly outlook, the central bank projected a floor for rates around 2.90% and that needs to be lowered to justify market pricing for a further cut to 2.75%. That positioning leaves the market vulnerable to any hawkish hint from the RBNZ, which would likely see two-year swap rates rise from their current 3.0275%. New Zealand 10-year bonds remain well-supported at 4.474%, just 13 basis points above Treasuries and near a six-month low for the spread. The market's solid fiscal position was underlined by Fitch on the weekend when it affirmed New Zealand's AA+ rating. 'The commitment to fiscal consolidation is strong and our expectation that debt/GDP will ultimately still move to a downward path is important for the rating,' Fitch wrote. It expects gross government debt to peak at 56% of GDP, half the OECD average, before turning sharply lower. In Australia, the latest cut in rates appears to have lifted consumer mood, with Westpac's survey of confidence hitting its highest point since early 2022. If this improvement translates into stronger consumer spending, it could reduce the need for the two additional rate cuts currently priced in by markets.
