Mindef updates its oversight, defence procurement measures: Khaled Nordin
In a written reply to Datuk Dr Ahmad Marzuk Shaary (PN-Pengkalan Chepa), Defence Minister Datuk Seri Khaled Nordin said the LCS project has reached 72.9% completion as of June 25, 2025, slightly behind the original 76.1% target due to rework on piping and cable systems following recommendations from design authority Naval Group.
'The first LCS vessel entered the 'Setting to Work' phase in May and is scheduled for its first sea sailing in December 2025,' he said.
The second ship, which underwent a technical downslip in May, is expected to begin harbour and sea acceptance tests before being delivered to the Royal Malaysian Navy in April 2027.
Construction of LCS3 to LCS5 is currently on schedule, with delivery of LCS3 planned in 2027 and the remaining ships to follow every eight months, concluding in 2029.
The Royal Malaysian Air Force (RMAF) is also acquiring three ANKA unmanned aerial systems (UAS) from Turkish Aerospace Industries, with 99% of assembly and 85% of system integration completed. The drones are slated for delivery in February 2026.
On air defence, the GM400a long-range radar system under development in Bintulu has reached 60% completion and is expected to be operational by April 2027.
RMAF is also acquiring 18 FLIT-LCA aircraft from Korean Aerospace Industries, with 69.47% of work completed, 3.47% ahead of schedule.
These deliveries are scheduled from October 2026 to August 2027.
Additionally, two maritime patrol aircraft (MPA) from Leonardo S.P.A. are under procurement, with one expected by June 2026 and the second by September 2026. The project currently stands at 65.8% completion, ahead of its 52.4% contractual timeline.
To ensure transparency and prevent mismanagement, Khaled said the ministry is engaging central agencies such as the Ministry of Finance, Ministry of Economy, Implementation Coordination Unit (ICU), and the Attorney-General's Chambers in project monitoring.
'We've also established a Development Action Committee chaired by the Defence Ministry secretary-general, and another at ministerial level, to ensure procurement stays on schedule,' he said, adding that regular site visits, domestic and international, are being conducted to track progress.

PJ mayor outlines conditions for privatised parking scheme
PJ mayor Zahri Samingon said the privatisation process must not disrupt the existing parking situation in the city. (Bernama pic) PETALING JAYA : The Petaling Jaya City Council (MBPJ) agrees in principle with the Selangor government's decision to privatise the city's parking system, but several conditions must be met before it can be implemented. Mayor Zahri Samingon said MBPJ supported the move as it was a policy approved by the state executive council. However, he said, the privatisation process must not disrupt the existing parking situation in the city. 'One of our conditions is that the revenue (MBPJ earns) must be the same or higher than what we get currently,' he told reporters after attending the closing ceremony of the PJ International Outdoor Expo 2025 here today. 'There are many terms that we still need to refine further, such as the basis for enforcement delegation, how long it will be delegated, and so on. 'So there are around three to four more terms that we need to get more details on,' he said, adding that the council had already met with Menteri Besar Selangor Incorporated (MBI) several times to seek clarification on the plan. He said further discussions will be held with MBI to finalise the remaining details. The state government's Smart Intelligent Parking (SIP) system is set to be implemented in PJ, Subang Jaya, Shah Alam and Selayang from Aug 1. It will involve the four local councils, state-owned Rantaian Mesra Sdn Bhd, and a private company. Enforcement will be carried out by the local councils, with Rantaian Mesra acting as the system coordinator. The private company, which has not been named, will handle day-to-day parking operations. The MPs of all four constituencies have objected to the proposed system, urging the state government to review the proposal and establish an independent, bipartisan committee to reassess the scheme. State local government executive councillor Ng Suee Lim was reported to have said that the state was prepared to postpone the plan if issues raised are not resolved before Aug 1.

Putin hopes Ukraine talks continue despite Trump deadline
MOSCOW: Russian President Vladimir Putin said on Friday that he hoped peace talks between Russia and Ukraine would continue and that working groups could discuss potential compromises, but said Moscow's goals remained unchanged. Speaking one week before the expiry of a deadline set by U.S. President Donald Trump for Russia to agree a ceasefire in Ukraine or face new sanctions - including on countries that buy its energy exports - Putin gave no hint of any change in Moscow's position. He said that if anyone was disappointed in the outcome of peace talks to date, that was a consequence of inflated expectations. Speaking to reporters at a meeting with Belarusian President Alexander Lukashenko in northern Russia, Putin said talks should be conducted 'without cameras and in a calm atmosphere.' He said Russian troops were attacking Ukraine along the entire front line and that the momentum was in their favour, citing the announcement by his Defence Ministry on Thursday that Moscow's forces had captured the Ukrainian town of Chasiv Yar after a 16-month battle. Give New Village residents freehold titles, says Gerakan

(Bernama pic) PETALING JAYA : Gerakan president Dominic Lau has called on the government to grant freehold land titles to residents of New Villages to reflect the Madani administration's inclusive ideals. In welcoming the commitment to develop these New Villages under the 13th Malaysia Plan, he said giving the residents freehold titles for their homes would increase the value of their properties and raise government revenue through higher taxes. Lau, who acknowledged the legal limitations under the National Land Code, said this suggestion should still be seriously considered. 'If Prime Minister Anwar Ibrahim is truly committed to building an inclusive government, this step should be seriously explored,' he said in a statement. He pointed out that housing and local government minister Nga Kor Ming of DAP previously championed the idea of granting permanent titles while in the opposition. 'I still remember when he made this proposal. He said it was the result of thorough research and believed it could restore justice to elderly residents who were forced to relocate to these New Villages during the 1948 (Malayan) Emergency,' he said, adding that it was time to test Nga's sincerity and commitment. Last year, Nga drew brickbats from opposition parties and Umno for proposing that New Villages, which were initially established to curb the communist insurgency, be nominated as a Unesco world heritage site. Umno had argued that it would impact the position, constitutional status and rights of the Malays. Under the 13MP, the government plans to implement a New Village Development Master Plan which would involve upgrading hawker sites and financing schemes for entrepreneurs. In January, Malaysian Chinese New Village secretariat chairman Khoo Poay Tiong said the areas would be developed as tourist attractions ahead of Visit Malaysia Year 2026.
