CEL playing a leading role in data centers and green energy: CM Yogi
He said that CEL is a key part of Prime Minister Modi's vision for a developed India by 2047, and that through organizations like these, new India is moving forward with strength, technology, and confidence.
CM Yogi and Union Minister of State (Independent Charge) for Science & Technology, Dr. Jitendra Singh, laid the foundation stone for the CEL-ESDS Green Data Centre in Sahibabad, Ghaziabad on Thursday. During the event, the CM expressed happiness about the new greenfield data centre being developed by CEL. He said, ' It is a strong step toward achieving PM Modi's goal of net-zero emissions by 2070.'
He also mentioned that Uttar Pradesh will generate 20,000 megawatts of renewable energy by 2027, with CEL playing a key role in this mission.
At the Golden Jubilee celebration of Central Electronics Limited (CEL) in Ghaziabad and the foundation stone-laying ceremony of its new data center, CM Yogi took part in the Puja and also visited the exhibition, where he was given information about the data center and its operations. He also planted a sapling as part of the 'Ek Ped Maa Ke Naam' campaign.
During the event, CEL also handed over a cheque worth Rs 21 crore to the Government of India, and an MoU was exchanged between CEL and Multi Infra for a 200 MW solar module project.
Speaking at the event, the CM described CEL's 50-year journey as an inspiring success story, saying that the company has now entered the "Amrit Kaal" and is playing a key role in fulfilling PM Modi's vision of a developed India. He recalled that there was a time when CEL faced uncertain days and was even put on the list for disinvestment.
'However, today CEL has become a profit-making 'Mini Ratna' company and is handing over dividends to the government. This change is an inspiration for Atmanirbhar (Self-Reliant) India,' he added.
The CM praised CEL for its innovations in sectors like railways, defence, renewable energy, and education. He said that CEL's technology and creativity are making the nation stronger. Highlighting its contributions, the Chief Minister noted that CEL plays a key role in areas such as smart classrooms, signaling systems, renewable energy modules, and defence equipment.
He also mentioned that CEL made India's first solar photovoltaic module in 1974 and is now setting up the country's first greenfield data center. Talking about the Defence Manufacturing Corridor, he said that equipment for BrahMos missiles is also being produced with the help of organizations like CEL.
Referring to Operation Sindoor, CM Yogi said that BrahMos and Akash missiles were recently used against Pakistan. 'We can say that the capacity of both these missiles have been 'tested' in Pakistan and 'trusted' worldwide,' he remarked.
The Chief Minister also linked CEL's progress to the changing image of Uttar Pradesh. He said that in the past eight years, the state's economy has grown 2.5 times, lifting 6 crore people out of poverty. Investors are now eager to invest in Uttar Pradesh, which was earlier known as a backward state.
'Today, Uttar Pradesh is becoming the growth engine of the country,' he added. Out of Rs 50 lakh crore worth of investment proposals, Rs 15 lakh crore of investments have already started production after the groundbreaking ceremonies.
Speaking about CEL's journey, CM Yogi said, 'Your childhood was good, then you faced some challenges in your youth, but now you have entered your Amrit Kaal.' This is a period of the next 25 years dedicated to making India self-reliant and developed.
He added that Prime Minister Modi has often stressed the need to connect educational institutions with industry, and Uttar Pradesh has excellent institutes like IITs, IIMs, universities, and central laboratories to help achieve this goal.
Union Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, said that CEL has its own legacy. The company invented the first solar cell back in 1970, and now, 50 years later, it is about to set up a green data center.
He praised Chief Minister Yogi Adityanath, saying, 'Your name is already part of history for the construction of the Ram Temple in Ayodhya, and I'm happy that two institutions under my ministry also contributed to it.' He also announced that the country's first quantum unit will soon be established at IIT Noida. In addition, a biotechnology park will be set up near Lucknow, and a two- or three-day startup conclave is planned for August.

NEW DELHI: Prime Minister Narendra Modi on Sunday said the Centre has circulated the draft of next-generation GST reforms among states and sought their cooperation to implement the proposal before Diwali. He said the move would benefit the poor, the middle class, and businesses of all sizes. Addressing an event after inaugurating two expressways, Modi said the Centre intends to make the GST law simpler and revise tax rates. The GST Council is expected to meet next month to deliberate on the proposal. 'For us, reform means the expansion of good governance,' Modi said, adding that continuous focus was being placed on reforms. 'This Diwali, citizens will receive a double bonus through the GST reform.' He expressed hope that states would swiftly support the initiative, ensuring the new structure could be rolled out before the festive season. Under the plan, the existing four GST slabs—5%, 12%, 18%, and 28%—will be replaced with just two: 5% and 18%, along with a special 40% bracket for demerit or 'sin' goods such as tobacco and online gaming. Items currently taxed at 12%, like butter, fruit juices, and dry fruits, would move to 5%, while electronics, cement, and other goods from the 28% slab would shift to 18%, as per the proposal. The reform aims to prevent accumulation of input tax credit and reduce demands for further tweaks. While the changes may initially cause revenue loss, the Centre expects increased consumption to offset the impact. Nearly 99% of goods in the 12% category and 90% of goods in the 28% slab are expected to move to lower rates, easing the burden on households and businesses. Alongside GST reforms, the prime minister reiterated his call for 'vocal for local.' 'To make India stronger, we must take inspiration from Chakradhari Mohan (Lord Shri Krishna) to make India self-reliant, we must follow the path of Charkhadhari Mohan (Mahatma Gandhi),' Modi said. Teynampet-Saidapet flyover is TN's costliest at Rs 195 crore per km
Soil stabilisation, utility relocation jacked up cost Following the awarding of contract in November-December 2023, civil works of the project, executed by J Kumar Infraprojects, began in January 2024. The new four-lane elevated corridor aims to reduce the travel time between Teynampet and Saidapet on Anna Salai from 40 minutes to just 10 minutes, while easing congestion at seven key intersections — Eldams Road, SIET College Road, Cenotaph Road, Nandanam, CIT Nagar, CIT Nagar 1st Main Road (towards T Nagar), and Jones Road. This section of the arterial Anna Salai handles 2.45 lakh passenger car units per day. A senior highways official attributed the high cost of the Teynampet-Saidapet project to several critical factors such as soil stabilisation challenges requiring micro-piling (since shallow foundations prevented conventional piling), extensive utility relocations in a densely-congested area, and advanced construction techniques to minimise pillar loads and safeguard the underground metro tunnel. 'Soil stabilisation was achieved using geosynthetic materials like geogrids and geocells, among other solutions,' stated an official document released by the state highways department. The Teynampet-Saidapet metro line runs 17-18 metres beneath Anna Salai. The highways have drilled up to 7 metres from the road surface to lay the flyover's foundation. The elevated road spans 2.4 km directly above the metro line, including 460 metres over the Nandanam and Teynampet stations, and 655 metres along the non-metro stretch (excluding entry and exit ramps). In total, 69 pillars are being erected above the metro line, 22 on the non-metro stretch, and 41 portal frames covering the 460 metres over the two stations. As of July, about 30% of the work has been completed, according to official documents. Industry sources said NHAI projects, typically executed under Public-Private Partnership (PPP) mode, are usually more expensive than state highways projects, which are entirely government-funded. 'The estimation of state highways and NHAI projects are arrived at with an anticipation that materials, labour and other expenses will go up by 5% to 7% every year. By all measures, the cost of the state highways project ought to be lower than that of the NHAI unless it's being executed under exceptional conditions,' sources added. Even after accounting for inflation and price escalation, the proposed 18.5 km six-lane elevated corridor between Kilambakkam and Maraimalainagar, with entry and exit ramps at three locations, is estimated to cost Rs 3,450 crore, averaging Rs 188 crore per km. Likewise, two upcoming six-lane elevated corridor projects of NHAI – from Maduravoyal to Outer Ring Road and from ORR to Sriperumbudur, scheduled for award in 2025-26 – are projected to have an average cost of Rs 160 cr/km.
